. THOBIZC A NEW ISSCB OF NOTES AND BONDS.
1. The Congress of the Confederate States
of America do enact, That tbe holders of all
Treasury notes above ths denomination nf five
dollars, not bearing interest, ahall be allowed
until the Ist day of April, 1864, east of the
Mississippi river,and until the Ist day of July,
1851, west of tbe Mi3siesippt river, to fund
the same, and until the periods and at tb#
places stated,tbe holders of all such Treasury
notes shall be allowed to fund tbe same in
registered bonds, payable twenty years after
tbeir dates, bearing interest at the rate of four
per cent per annum, payable on tbe Ist day
of January and July of each year.
2. Tbe Secretary of the Treasury is hereby
authorised to issue the bonds required for the
funding provided for in tbe'preceding sec
tion, aud until the bonds esn be prepared, he
may issue certificates to answer tbe purpose.
Such bonds and certificate* shall be receiva
ble without interest in payment of all gov
ernment dues payable in tbe year 1804, ex
cept export and import dues.
3. That all Trea-ury notes of the denomi
nation of one hundred dollars not bearing in.
terest, which shall not ba presented for fund
ing under the provisions of the Ist section of
this act, shall, frout and after the Ist day of
April, 1364, east of the Missawsippi river,
and the Ist day of July, 1864, west of the
Mississippi river, cense to be receivable in tL*
payment of public .dues, and said notes, jf
not to presented at that time, tbal!, in addi
tion to the tax of thirty-three and one third
per cunt, imposed in the 4tb section of this

all authority heretofore given to tbe Hecreta
ry of the Treaaury to issue Treasury notes,
shall be and is

the dollar, by tlie tax aforesaid, may convert
the same into call certificates, hearing inter
est at the rate of four p*«r cent, per annum,
and payable two years after the ratification
of a treaty of peace with the United Stales,
unless sooner converted into new notes.
6. That to pny the expenses of tbe Gov
e nment not otherwise provided for, the Sec
retary of the Treasury is hereby authorized
t<> issue six per cent, bonds, to an amount
not exceed ng five hundred million ofdollars,
the principil and interest whereof shall be
free from taxation, and f>r payment of the in
terest thereon the entire net receipts of any
export du'y hereafter laid on the value of all
cottton, bacro, and naval stores, which shall
be exported from the Confederate S'ates, and
the net proceed* of the import duties now laid
nr so much '.hereof as may be necessary to
pay annua ly the interest, are hereby special
ly pledged, provided that tbe duties naw Lid
upon imports and hereby pledged shall here
after be paid in specie, or in aterling es
change, or in the coupons af said beads.
7. That the Secretary of the Treasury ia
her by authorised, from time to time, as tbe
wants of tho Treasury may require it, to sell
or hypothecate for Treasury notes said bonds,
or any part thereof, upon the best terms he
can, so as to ra*et appropriations by Congress,
and at tbe same time reduce and restrict tbe
amount of the circulation in Treasury notes
within reasonable and safe limits.
8 Th* bonds authorised by the 6'.h section
of this act rosy be either registered or coupon
bonds, nl tbe parties taking them may elect,
and they may he exchanged for each other
nnder «uch regulations ns the Secretary of
the Treasury may prescribe. They shall bo
tor one hundred dollars, or some multiple of
one hundred dollars, nnd shall, together with
tbe coupons thereto attached, ba in such form
nud of such authentication as the Secretary
•«f the Treasury tnar prescribe. The interest
shall he payable half yearly on the lit of
January and July In each year—tha princi
pal shall be payable not less than thirty years
from their date.
9. Al! call certificates shall be fundable,
and shall be taxed in all respects, as Is pro
vided for lli* Treasury notes, Into which they
are convertible. If not converted before the
time fixed fur taxing the Trea-my jotes, aach
certificates shall, from that time, bear interest
npon only sixty-six and two-ibird cents fer
every dollar promised upon their face, end
shall be redeemable only in new Treasury
notes at that roar, but after tha pnssage of this

May Ist. 1863, is hereby repealed.
The 42d section of said- act reads as fol
lows :
•‘Tbst tbe Secretary of ths Treasury may
prescribe regulations to enable any tax-payer
to pay into tha Treasury, in advance, such
sum as he may cbooae on account of taxes to
accrue against birr., and to obtain therefor a
certificate bearing interest at tb* rale of five
per cent, a year until bis taxes ars payable,
but such certificate shall not be transferable.”]
18. The Secretary of Ihe Treasury is hereby
authorised and required, upon tbs application
of lb# holder of any call certificate— which by
th# Ist section of tbe act ‘to provide for tbs
funding asd further issue of Treasury notes,”
approved March 23d, 1863, was required to
be ‘th reafter deemed to be a bond’—to issu#
to such bolder bond therefor upon tbe
