tasers, spring sticks, metal knuckles, blackjacks,
fighting chains or flailing instruments like a nun
chuck.
Under school policy, a student found to be in
possession of a weapon must also be turned
over to a school tribunal of three principals or
assistant principals who decide whether the stu
dent may continue to attend school.
According to tribunal records, from July of
1997 through the end of last month, tribunal
hearings had been held relating to four knives in
' violation of Georgia law one each from
North Forsyth High, Forsyth Central High,
South Forsyth High and Otwell Middle School.
School system policy goes beyond state law
Jn banning knives of all blade lengths. Two tri
bunals have been held this year for policy-viola
tion knives, including one from Forsyth Central
High and one from South Forsyth High.
One razor blade was found at Forsyth
Central High, and brass knuckles were discov
ered at North Forsyth High.
Adams says parents should not be mislead
by the tribunal report, as in some instances one
student may have been found in possession of
'more than one weapon. Therefore, each weapon
listed does not necessarily represent a separate
incident.
?' In addition, he points out that while a small
-pocket knife does not violate Georgia law, it
does violate school policy and may represent a

What’s more, he says the schools where
weapons were discovered this year may have
had none discovered this year, indicating the
statistics could easily be very different for the
same school next year.
No student from South Forsyth Middle
School, for example, has been brought before a
tribunal so far this school year, but the previous
year, that school had the highest number of tri-

bunal violations overall of any other school.
Tribunal figures overall include incidents of ille
gal and legal drug possession as well as fighting
or other battery.
Once a weapons violation reaches a tribunal,
where evidence of the student’s guilt or inno
cence is presented, administrators have discre
tion in determining whether the student should
be punished by long-term suspension or expul
sion.
Currently, if administrators find the student
who brought the weapon had no intention of
doing harm, a tribunal could decide not to
remove the student from school.
Under zero tolerance, administrators
wouldn’t be allowed to use discretion, but
instead would be required to punish the student
regardless of mitigating factors.
The only exception under zero tolerance
would be for students with learning disabilities
who attend special education classes. Adams
says federal law prohibits schools receiving fed
eral assistance from refusing to provide services
to those students, even if they have brought a
gun to school.
(Note: Several area school systems have
adopted zero tolerance policies, signaling
strongly to students and parents that weapons
are not tolerated at school, but many schools
have also made headlines in recent years when
they encountered problems with the policy.
In an upcoming edition of the Forsyth
County News, we’ll talk to some of those school
systems about the pros and cons of the policy.

tribunal records are not representative of those

Board of Commissioners and two
district seats on the Forsyth County
Board of Education will be up for
election. Commission Post 1, current
ly held by John Kieffer, who has
announced plans to seek re-election.
Task force to find better ways to predict weather
The newly-created Governor’s
Task Force on Warning and
Communications began work
recently charged by Gov. Zell
Miller with finding better ways to
predict severe weather and warn the
public of impending threats.
Gov. Miller announced plans for
the Task Force in the wake of the
March 20 tornado which roared
through Hall and White County,
leaving 13 people dead and nearly
100 injured, and doing millions of
dollars in damage to homes, farms,
and schools.
The multi-agency Task Force will
review the current system that pre
dicts severe weather and determine
its strengths and weaknesses. It
will also examine how weather
warnings are disseminated, and
determine the strengths and weak
nesses of the warning system.
