And be it also enabled by the authority aforefaid, That all
>erfons whatsoever, who are pofiefied of any lands granted to,
>r surveyed for any person or persons, Haves or carriages,
nther in their own right, or in the Tight of any other person,
or are liable to pay aay ether tax by virtue of this aft, ihall,
on or before the firft day of sane next render a particular
account thereof in writing, upon oath or affirmation, setting
forth in what count? the laid lands and slaves are, to the best
of his, her, or their knowledge, to the Receiver in the diftrid
where such person resides, at such time and place as the said
Receiver shall dired and appoint for the doing thereof* so
that the famfe be done on or before the firft day of June afore*
said, which oath or affirmation (hall be in the words following :
“ I, A. B. do swear (or affirm as the case may be) that
“ the account which I now give in, is a just and true account
“ of the quantity and quality of the lands granted to or fur*
** veyed for me, ofwhichlwas poftefied, held or laid claim
“ to, on the firft day of April* one thousand feveu hundred
“ and eighty-seven, and of the number of all Haves, riding
“ carriages, stock in trade, or of any other taxable property
“ of which I was then pofteffed, interested in, or entitled
“ onto, either in my own right, or in the right of any other
“ person of persons whatsoever, as guardian, executor*
“ attorney, agent or trustee, or in any other manner what*
“ ever, according to the best of my knowledge, informatrot*
“ and belief ; and that I will give a just and true answer to
** all lawful questions that may be asked me in touching the
“ lame ; and thik ! declare without any equivocation or men*
u tal reservation whatsoever. So help me God.”
Which oath of affirmation the said Receivers so appointed
are hereby duly authorifed, enjoined, and requjred to admini
ster.
And to the intent that the lands of this state may be truly
and faithfully returned, and in the name of the real owner or
proprietor of the fame, Be it enabled. That if any person shall
be guilty of negleding or refuting to give in a return of hie
taxable property, or shall return the fame or any part thereof
in the name of some other or fiditious person, and be there*
of convided before any Court proper to try the fame, he
shall be liable to pay to the Clerk of the county, a fine of ten
pounds for every hundred pounds valuation so negleded or
concealed, one moiety thereof for the use of the county, pn*
der the diredion of the said Court, and the other moiety to
the informer or informers; and shall also loose his free law
for such time as he had concealed his properly, year for
year ; and shall for such time be deprived of the privilege of
voting at eledions, or bearing any part in Jiat government
which he had thus refufed to
And whereas there are divers tfads ’of land and slaves in
this state held, owned, or claimed," by persons notrefident
here, who pay no taxor other charges towards the foppoh of
the government of this state, Be it theteforl enaSed by the
authority afortfaid,' That all attorhies and trustees of, t)V for
any perfod or persons living without the limits of thftfhtte,
shall make due and true returns to the Receiver in thV fifthift
where such attorney or trustee lives or resides f as 'aftfrefald,
of all lands and slaves belonging to such absent perfptfS for

or truftces shall be fubjed and liable to pay the tairto betonfe
due by virtue of this ad, or which is due by any fonder Tax
Ads, for such land and flaves,'out of his of their own proper
estate, notwithftatiding such attorriey or troftee may renounce
or disclaim ading as such before the said tax is levied'} brrlefs
