SATURDAY, May 12, 1787. GEORGIA STATE GAZETTE OR * INDEPENDENT REGISTER. EDOM of the PR.E SS, 4nd TRIAL by JURY, to remain inviolate forever. ConJlituteon of Georgia. AVGUSTA: Printed by JOHN E. SMITH, Printer to the State , Essays, Art,da of Intelligence , Adverttjements, (sc. will be gratefully received, and every kind of Printing performed. Mr. Printer , If you think proper, you will publish the inclofed in your next Gazette. Your’s, Y. P. March io, 1787. IN the present situation of this infant state, when, either for want of energy in the laws, ability to comply with former modes of taxation, or to both, not only the Federal Debt remains unpaid, but the support of the civil establishment left also feeble and uncertain, it is much to be wilhed that our citizens (too many of whom are engaged in fpecularion, and other felf-interefted pursuits) would direCt a portion of their attention to the public-weal, and point out such remedies as may occur to-them, by which we may attain to further refpeftability, and strengthen our link in the grand chain of the union. Hints of policy, so far as they refpeft the business of finance, can have no bad tendency—in as much as they may afford outlines to the legiflatuie for the formation of wife and ac curate plans, they are certainly ufeful. I should therefore be happy to fee the sentiments of some well informed person, on the fubjeft and prattica. bility of carrying into effeft a Specific Tax. It is too well known that certificates and a depreciated medium will make the sum of our collections for the present year. Setting aside then, the Conti nental Debt, how is the Civil Lift, particularly the Delegation to Congress, to be provided for ? A Specific Tax appears to me, the best, and indeed the only remedy—H' w it ought to be laid, col lected and appropriated, I hope to fee the fubjetf of a future paper.
