It is your duty t > prelent, as far las comes to your knowledge, offendersagainft the I! laws of every denomination ; a neglect in this par- I ticular makes void the law. Its terror, and there ■ fore its belt use, is no more : It is the sentiment If of an ingenious writer, « That crimes are more | effectually presented by the certainty, than by the | | leverity of punilhment.” Virtue in the citizens is the foundation on which I a republican government muff rest; destroy that i foundation, and the fait fabric of freedom mu ft I fall. It is therefore your indispensable duty, to ■ difeourage every species of vice. Gaming tends |j more to corrupt the morals of a people, than any H other in the black catalogue ; it renders men felf ■ ifli, dilhoneft, and dishonorable; a gamester, a !| friend to no man, is a bitter enemy to himfelf. Tipling houses, and unlicensed taverns, are not ll only a public nuisance, but aftually deprive the I ftate*of a considerable revenue; to prevent such jpl evil pra&ices, and to encreafe the public funds, || is matter worthy your ferioas attention. The necefiity of a speedy and punftual payment ■of taxes into the public trealnry encreafes daily. ■ Your vicinity to the feat of government, has ren |Bdered information so easy, that any further com ■tnent on this head would be ufeieis. The tax law ■cf this year will be laid before you, and I have no ■doubt, but it will meet every facility necessary on ■your part. '' Our constitution from experience has been found ■defective, in coulequence of which, an alteration ■ias been unanimoully recommended by the Legif s Mature ; of so a measure ■will tend greatly to promote it. The prolperous and improved state of your coun ty academy must afford the most pleating sensations ■o every friend of science, morality or govern- Mment; but as that inflitution is only calculated to ■prepare and fit the acarien.ian for the umverlity, flwe ought to exert every power to carry so illu ■Jlrious a design into full effeft. WE the Grand Jury for the county of Rich mond on our oaths present: I The Justices of 4he Peace for not support ing the laws in general better than they have been since the revolution, and efpeciaily in not using greater exertions to suppress tipling houses, gam bling, profane swearing, and drunkenness, and are furry to observe that many of them fall into those vices, which their duty compels them to punilh in others. Second. That no legal mode is at present adopt ed to effedually compel the citizens of this Rate to fend aflißanee to repair the public roads, which is a great injury to the community. Third. Thai the unhuman pradicepf duelling, so much in falhion at present, is not prevtpted, which we conceive is highly repugnant to the Laws of God, and every civilized country; mar tend to deprive this Rate of many of her valuable citizens, cramps that sociability that ought to fubfiß in friendly society, and gives a fandion to indivi duals to dispose of their lives which God and our country only have a right to claim. Fourth. That no equitable mode is at present adopted by the Legislature for the recovery of Rrays, the old Toll Ad we conceive to be of little moie advantage to the owner than absolute rob bery, and the taker-up is not benefited thereby. Fifth. That the great lenity of the present Law againß horse and cattle thieves induced bad men to commit offences of that kind, to the great injury of the good citizens: We therefore recom mend to the next Legislature, that all persons con vided of dealing horfea or cattle, fuffer death for the firfl offence, unlcfs recommended to mercy. Sixth. That John Ihgerfoll fuffers gambling in his house, and retails spirituous liquors above the rates allowed by law. Seventh. That William Thompson and Benja min Townsend retails spirituous liquors above the rates allowed by law. Eighth. That Abia Clay retails spirituous li quors above the rates allowed by law, and keeps a ball-battery. Ninth. We recommend that the alterations in the conflitution proposed by the Honorable the Legislature be carried into effed by the people. Tenth. We recommend to the Honorable the Legislature, that all the paper money that may come into the public treafnry over and above the sum neceflary to pay the expences of the late ex pedition againß the Creek Indians, and to answer the immediate exigencies of government, be de flroyed. Eleventh. We express our disapprobation of the rigid mode adopted by the late Legislature, in calling John Appling, Esq. to account for his con dud as Quarter-Maßer-General of this Rate, and are sorry to observe that the Prefemments of the THE lad Grand Jury of this county acaiuft that honor* able body, for fitting on the Sabbath on public bit* ' finefs, had not the desired cffeft. twelfth.
