We the Gfand-Iflqueft for the body of the

ift. We! present as a grievance that no ’

we account forthe adoption of such airieafure

in the gifts of the ftate.‘ (

posited in the fa die, agreeably to the direction
of the fiftieth article of the confritiitibn, arid
that the holders df taxable property 1 are* nbf
obliged to make returns thereof in the county
id which it may beas we conceive (rich jf
flep would enable the receivers and collectors
of the public taxes to execute the duties of
their office with more decision and dispatch
than if is possible under the present mode of
conducting that business, and until that is
clone, there' appears hardly a possibility of de
tecting frauds that may be committed by ab
sentees, or even inhabitants of the state, who
are bale enough to conceal or make falfe re
turns of their property.
sth. We present as a grievance that re
serves of land are made and kept in this (late,
when the conditions on Which they Were made
are not complied with ; and recommend that
an Afl Should be paired to authorife the Land
"Courts to grant the remainder of any such
lands, where tbe intent and meaning thereof
has not been fulfilled.
