WH E R E A S the Legislature of this Rate
did on the thirtieth day of January lad
resolve, tc That they would proceed to
name three fit and discreet perions from
each county, to be convened at Auguffa by the
Executive as soon as may be after official informa
tion is received that nine dates have adopted the
Federal Conftitution* and a majority of them (hail
proceed to take under their condderation the alte
rations and amendments that are neceflaiy to be
made in the Conditution of this date, and to ar
range, diged,. and alter the fame in such manner as
in their judgment will be mod confident with the
interefi and fafety, and bed secure the rights and li
berties to the citizens thereofPurfuant to the laid
resolutions We, the underwritten citizens of this
date, being duly appointed for that purpose, have
convened, and taken the Conditution under our

Sell. 11. The Senate ihall he elefled on the firil

Sett. 111. No person dial! be a member of the
Senate, who Ihall not have attained to the age of
twenty-eight years; and who shall not have been
nine years a citizen cf the United States, and three
years an inhabitant of this date, previcufly to his
ele&ion; and who (hall not be an inhabitant cf
that county for which he is eledlcd; and who shall
not pofleli three hundred ac/es of land in his own

to try all impeachments.

Sea. X. No perten holding a military ecm-

take his feat as a member of either branch of the
General Aficmbly: Ncr Ihall any Senator or Re

Sett. XI. The meeting of the General Afiem--
bly Ihall be annual, cn the fir ft Monday in No

Sett. XII. One-third of the members of each
branch Ihall have cower to proceed to bufinels,
but a smaller number may adjourn from day to
day, and compel the attendance of their mem
bers, in such manner as each House may preferibe.
Sett. XIII. Each House II all be judges of the
elections, returns, and qualifications of its own
members; with powers to expel or punifii for
dilorderly behaviour.
Sect. XIV. No Senator or Representative shall be
liable to be arrdled during his attendance on the
General or for a reasonable time in go
ing thereto or returning heme, eveept it be for
