the Grand lnquejt of the county
aforejaid, March Term, 1789,
Gentlemen of the Grand, fury*
T HE Laws of your country have fclcftcd
and convened you here this day, to aft
as the Grand Inquest for the comity of Rich
mond—a trust highly honorable in itfelf, and
of the greatest importance to the community
at large. It is for this reason the laW requires *
-that the mod refpeftable freeholders of the
county (hall be summoned to serve on the
Grand Jury, as being the properelt guardians
of the public peace, and the lives, liberties,
honors, and estates of every individual. The
particular buftnefs of the Grand Jury forms a
very important article in the administration
ofjuflice, in every free commnity; as no
person, however atrocious or however trivial
His crime, can he put to the ignominy of a
public trial without their approbation ; yet,
there is no man, however exalted in office
or in wealth, above their reach. Your own
ffifpofition, without my recommendation,
I am sensible will be fufficient to inspire you
with zeal and alacrity, in the difeharge of these
important duties ; yet, ftiffer me to observe,
that the preftnt time, as it is the commence
ment of a general reformation of political
evils, points*out a proper period also for the
reformation of the conduft of individuals.
- This is the month wherein the Federal
Constitution lately adopted, is to begin its
operation. An extensive empire coolly and
impartially considering the defefts of their
civil government, and quietly arid peaceably
correftirtg them, is a fpeftacle entirely new
in the hiftory of mankind; and, I hope and
believe, the fame patriotic fentitnents and
•vvifdom, which inspired and perfefted this
excellent inftiturion, will render it productive
of every felicity, to every part of the United
States, w hich their most fanguinc withes have
imagined. But in a republican form of go
vernment, the aid of virtuous men is netfef
fary to the execution of the lawis 1 ; therefore,
Gentlemen, the wifdomfbf our ancestors form
ed the inftitufion of Grand juries* without
whose aid the heft laws Would be nugatory.
No better guide can possibly he given you,
in the execution of you duty, than the words
of die oath y6’o have taken, “ diligently to in
quires and “ true pre/entment mule” Your
diligence in inquiry ought not to be confined
to such information only as you may receive
from the Attorney General, but whfere you
Have reason to fufpeft a crime has been ccm
'mitt&d, you ought to Compel all persons who
probably know any thing of the matter to at
tend, and- give information. No private
friendship or other motive whatever can ex
ctife a Grand Juror for concealing any crime
within his knowledge.
Besides the violation of few, by the ./more i
atrocious offence#, of murder, theft, forgery, j
perjbry, and the like, you ought, Gentlemen,
toinfpeft into the conduft of tavern arid tip
ling lioufe-keepers, gamblers end cheats of
all kinds, whether at cards or othdrvyife—
Ferries, bridges, and high-way , are great
objefts of convenience or inepnyepience to
the public; theft and uuifauces of all kinds,
St is your duty so examine, and cofteft abuses j

interrupt the convenience and hippinefs of
the public as a community ; or that flows
from, or obviously tends to a corruption of
morals, is ptmiftiablt by iiuliftinent, and
which, it is your duty to prefont, in order
that offenders may be putiilhed, as aii example
to deter others.
The Attorney General will lay before you

early as poflible * and I have no doubt you •
will perform your duty with that patience,' .

TH E Grand Inquest of the countv of
Richmond, fully tmprcffbd withafenfe
of their duty, and feeling the importance of
their commission, are h ippy in acknowledging
that there have been fewer violations o: the
laws in this extensive county, fuice the lalt
Superior Court, than have occurred wFhin the
fame period for fame years past, and fit
reflection we dwell with more fatisfjftion,
when it is considered how rapidly our popu
lation is increaliiig. To that fair and impar
tial distribution of jufticc, which we have been
accustomed to receive from that bench, may
we entirely attribute this valuable reform ; add
that the fame 7ea! may aftuare every iutute
exteniion of the judiciary department, is our
very ardent with—confei oiks, as we are, tfiLt
the certainty of punillimeiit is the furelf bar
against the inroads of Vi* f.
We cannot but repeat, however tirefomfi
the fubjeft is, that the fit nation of our pubi c
roads, particularly within a few milts a;omul
Augulta, calls loudly for the immediate in-
Jbi'ceinent of that very judicious law whi<h
tlxr legilhtive body palled at their lalt feffiou,
and from its full operation, we may antici
pate the hippy removal of this intolerable
grievance.
We conceive that the crime of horse Heal
ing is not attended with fufficient puuifhnfem, j
and we earneitly recommend the Legiilatuie |
would make it death for the fir ft offerice, which
we apprehend, would tend to suppress this
frequent and notorious evil.
We recommend that the law for the re
g’ulat on of taverns, and which refpefts the
vending cf spirituous liquors, be amended,
the fame being in our opinion entirely inade -
qua:e to the intention thereof; and in the
mean tune we recommend, that the Court do
appoint {which the pi efeui law authorifes) per
sons and places where licences may at all
times be obtained.
On the information of a refpeftable Maa’f
trate, we feel ourfelvcs bound to present the
following persons who refine within the di
ftrift of Captain Jdhn Hatcher’s company—
viewing with abhOrence their reproachful con- i
dust, ind for the fake of moral freftitude we
give their iidiriea to the public and to. the laws
-of their country, as being accufcd With foroi
catory, adulterous, and incefluous practices,
viz. - Kamuel Alien,* Reubeft "Ba'fiow, and
Mathias Adams, for the former, surf Joseph |
