A Proclamation.
WHEREAS the Honorable the
Houle of A'fieinbly in the last
SefTion held at Augusta, en
tered into the following pro
ceedings and resolutions:
WEDNESDAY, the 41b February , 1789.
“ WHEREAS purfuaht to Resolutions of
ft* the,General Aflembly, pafTed »he thirtieth
“ and thirty-firft days of January, onethou
“ sand seven hundred and eighty-eight, a
“ number of citizens were nominated and
** did convene at Augusta on the fourth’ day
“ of November last, For the purpose of revif
f< ing and amending the Conftittnion of this
** Rate, and ditfthen and there proceed and
“ agree to Fuch alterations and amendments
“ thereof as they concluded would be molt
u expedient; which revision of the said con
“ ftitution or plan of government of thisftate
“ was tranftnitted to the different counties
“ for the perusal and conlideration of the
“ citizens thereof, who were then recom
“ mended to choose three citizens of each
“ county, to meet at Augttfta on the fourth
** day of January last, for the foie purpose of
** adopting or rejeding the said proposed con*
ftitution or plan of government.
' “ That in ptirfuance thereof the ficemen of
this Hate did on the tirft Tucfday in Decem
“ bee last cleft three citizens of each county,
for the purpose aforefaid, who did in con
•* sequence thereof convene at Augvfta on the
,e fourth day of January last, and alter tatting

government, and having the fame under
“ their confideratibn, did neither adopt nor
“ rejeft the fame, but have agreed to such
‘* alterations and amendments thereto, as
“ they conceived would be conducive to the
“ interest and fafety of the state.

“ recommended to the freemen and voters
“ of each county, on thefirft Monday in April
“ next to convene at theufual place for hold
il iugelcdions, and choose three fit and dif
** erect persons for each county, to meet at
“ Augusta on the firft Monday in May nest,
** to be veiled with full power only to take
ntider their serious consideration the afore
“ said proposed couftitution or plan of go
“ vernnient, together with the provilos or
“ proposed amendments thereto, and to fully
“ ratify and adopt the said proposed conftmr

tempt of amendments thereto ; which (hall

“ Refobved, That if approved of by the
** people, the laid Convention be authurifed
“ to itrferr a clause in the said constitution,
" F bat no monies be drawn out of the Treasury
cr. from the public funds of this fate , except
“ by appropriations made by isaw.
“ Rtjolvsd, That his Honor the Governor
■ f in Council have power and authority to
draw upon the treasury for the pay of the
4< members of the Convention, in like man

Now* therefore, far the more certain pro
mulgation and execution of the said proceed
ings and refolutions* I HAVE thought fit,
by and with the advice of the Honorable the
Executive Council, to illpe this my Proclama- •
tmn, notifying to the people at large, that it

choose three fit and difeseet persons for each ;
to meet at Augusta on the firft Monday in

Davifon, deceased, kept so t Crook-
Jhanks is Speert, and Crcnkjhanks sis Co. were
aligned over to me ori the ift of May 1788,
and also received a fall power of attorney
from th* above concern! to recover the debth
due on the laid Books, in payment of a debt
due me by the laid Company, apd, being in
fertile*' that the deceifed took specialties from
the different people who stand indebted or*
the Books, and as some of them are withheld
from me; I ?iVe this notice, that noperfon
can be fafe rh paying them to any other perifon
than myfelf, as their relpecfive accompts, a»

I now take the liberty to informal! persons
who stand indebted or*, the said Books, that
am about to place their accounts in the
hands of an Attorney, to be recovered as the
law directs, as no further indulgence can be

Strayed or Stolen
