THE GREAT DRAFT RIOTS.
TERRIBLE OPPOSITION TO CON
SCBIPTIONIN NEW YORK IN 1863.
A Brief Sketch of the Sanguinary
Resistance to the Draft—Hun

I The difficulty in enforcing the draft
in New York might have been foreseen,
indeed, it was plainly apprehended, but
jtwa® not thought advisable by the Fed-
Eal authorities to materially alter the
gulations of conscription in putting the
win force in that city. Still, there can
be no doubt that the vastly different con
ditions then existing in New York from
those in inland towns of the State, or
even other seaboard cities, formed the
original cause of the trouble. New York
had then a much larger population than
any other city, and a much greater pro
portion of foreigners among her inhab
itants. These, naturally enough, had
no sentiment of patriotism to aid
them in submitting to the harsh
conditions of conscription. Further,
there were, as there always arc in every
large eity, a great proportion of poor men
whose families live from hand to mouth,
and who never have any provision made
Tor future contingencies. To such
families of course the forcible removal of
their bread-winner meant starvation.
To such an extent had apprehensions of
‘ this fate of their wives and children been
aroused among the laboring men of the
city—especially in those districts largely
inhabited by foreigners, and no doubt
incited by those who opposed the draft
for political reasons—that associations
were formed to resist the law by force.
On Saturday, July 11, 1863, the draft
was begun in the Ninth Congressional
District, a locality largely inhabited by
poor people. It was carried on without
interruption or disturbance, but on Sun
day secret meetings were held and the
Slans of resistance formed. When the
raft was begun on the following morn
ing, a mob surrounded the building in
which it was held, smashed in (he win
dows, broke down the doors, and, rush
ing in, destroyed, the furniture, and
finally set the building on lire. All of the
officers escaped uninjured but one, who
was hurt by Hying stones. The success of
the rioters here added large numbers to
their ranks and in a few hours a great
army, re-enforced by all the roughs of
the city, was trampling through the
streets, burning, destroying, plundering
and murderhig wherever resistance was
offered them. Crowds of women were
with them, inciting their husbands to
lawless deeds. At first a detachment of
marines were sent against them with
muskets and blank cartridges. When it
was known that their firing produced no
effect the crowd set upon them and beat
them, seriously injuring and even killing
several. Police sent against them were
treated in like manner. The Colored
Half Orphan Asylum on Fifth avenue
was attacked by an army of boys, the
children beaten, the place plundered and
fired. There was no force at hand to
defend the city from the rioters but the
police, which did valiant service, though
they were not at all able to check the
disorder. On the second day the rioting
was even worse than on the first. Gov
ernor Seymour having arrived in the
city, issued a proclamation in which he
promised the people that the rights of all
would be protected, while he warned the
people that he would use all means in his
power-to preserve order. A few hours later
he issued another proclamation, in which
410. declared the city in a state of insur
rection, and ordered the dispersal of the
mob. These proclamations, however,
did but little ”ood. General Wool, the
head of the department of the East,
called out all veteran volunteers, but
there was so little time for organizing
that, though large numbers responded,
they could not be used effectively. A
small command of regular troops from
Fort Lafayette did more effective service.
The riot lasted three days, during which
business was entirely suspended. The
draft was for the time given up, and the
C-ity Council passed a relief bill to pay
S3OO commutation, or substitute money,
for every drafted man of the poorer
classes who had a family dependent upon
him. It was estimated that the number
killed during the riots, or who died of
injuries, was nearly 1,000, but this was
probably an exaggerated estimate. The
mortality statistics recorded an increase
of 450 nver the average weekly mortality
of. the year. There was much destruc
tion of property, and claims for damages
caused by the riots were brought before
the county authorities to the aggregate
of $2,500,000. Many, however, were
disallowed by the examining committee,
but about $1,500,000 was finally paid.—

Celery.
Celery is one of the most fragrant
plants, the products of which are used as
food. In its wild and uncultivated state
it is of rank flavor and peculiar smell;
the art of the gardener makes the stalks
tender and agreeable to the taste. They
are covered with dirt as they grow, the
leaves only being allowed to appear
above ground. By this means light is
excluded and the shoots are kept white,
mild and sweet. Celery should not be
carim with or after a hearty meal, as the
stomach at that time is sufficiently taxed
and unable to bear the additional burden
which this vegetable would impose upon
it When taken at lunch, with bread
and cheese, it is easily digested and a
most pleasing relish.— Boston Harald.
A Reason For Happiness.
Queen Isabella, of Spain, sometimes
makes very cutting remarks. She was
recently told that her younger sister, the
Duchess of Montpeasier, looked older
than her Majesty, whereupon she ex
claimed-. ‘‘Then she ought to be happy,
for she has wanted tc be the eider sister
all her life long, and now, at least, she

Pope Leo’s Jubilee.
On the last day of December next will
be completed fifty years of the priest
hood of Pope Leo XIII. In view of the
approaching event, Cardinal X aQn ’ n g
and the bishops of the province of West
minster have issued a pastoral letter to
the “Rev. and Dear Fathers and Dear
Children in Jesus Christ.” It states that
the Catholic Church in all lands is pre
paring to mark the day with thanksgiv
ing and offerings of love and veneration.
The tribute from England is to take the
form of an address to His Holiness from
the bishops and clergy, with oblations of
Peter's pence, to be largely increased by
special effort. To these are to be added
works of art and industry and a collec
tion of the original works of the Cath
olics of Great Britain. “The offerings
of Peter’s pence,” says the pastoral letter,
“will be presented to the Holy Father by
a deputation of the bishops of England,
who will proceed to Rome in December.”
In the letter there is also a retrospect of
the growth of the Catholic Church du
ring the latest pontificate.
A Dog’s Scent.
At a meeting of the English Linneen
Society a paper was read on “The Sense of
Smell in Dogs,” in which some experi
ments with a setter dog were detailed,
which showed, for one thing, that while
a very small part of the surface of a boot
is sufficient to make a trail which the
animal can trace, the scent is not able to
penetrate a single layer of brown paper.
It was found, too, that the setter was
ready to be guided by inference as well
as by perception, and that the act of in
ference was instantaneous. The exper
iments also showed that not only the feet
but the whole body of a man exhales a
peculiar or individual odor which a dog
can recognize as that of his master amid
a crowd ot people, and that the individ
ual quality of this odor can be recognized
at great distances to windward,or in calm
weather, in any direction.
