CHATHAM’S DISGRACE.
The Clnith ntn County chain gang
is being held *ip before the
glare of public opinion. Sufficient
evidence has been produced before
the ii vestigation committee or rath
er the County Commissioners to
show th.ii it is one of the most in
famous institutions that ever dis
graced civilization. The investiga
tion was brought by the inhuman
treatment of a prisoner named Col
lins. This man (white) was brutal
ly whipped, although he was sick,
by a < imin gang guard named
Brady. The man after receiving
about sixty five strokes with a whip,
was then paddled unmercifully with
a stave O r board, and his person
presents a iroG hortible sight.
It has been shown hat the man
agement of the camp has been such
as to entitle it to die cognomen of
a veritable hellhole, Prisoners
charged with trifling offences are
shackled with iron bands around the
leg and chained to each other at
night. They are not furnished
with water to wash themselves in
the morning notwithstanding th y
are dirty and filthy from wo king
in the swamps thejday previous. The
food is unwholesome and insuffici
ent and when the unfortu nites
complain they are beaten in a shock
ing manner and treated worse than
before, 'i he guards (all white)
have cohabited with the Neg'o
women of the gang, and children
have been born in the swamps a
the result of their debasement.
The horrors of the infernal sys
tem would not have been brought to
light, but for the fact that the last
victim happened to be a white m in
who was well connected, and the
d-termination on the part of Coin
missioners Estill and Dorsett to have
the investigation take place by the
whole Board, and the evidence of
villiany made public. If the brutes
having charged of the unfortunates
treated a white man as they did
Collins, their brutality towards the
Negroescan be better imagined than
wiitten. The Chairman of the
Chain Gang Committee it is sai I
knew of the barbarities practiced
in the camp and whs opposed to the
Same being rough tto light before
an enlightened people.
But ‘ffiat will the investigation
amount to? What steps will be
taken to correct the evil ? The
outraged and disgraced public have
n<> remedy that they can apply.
The Commissioners are appointed
by the Governor for a term of four
years. The proper thing to do is
to re organize the Board of Com
missioners. Can it be effected that
is lie question the people should
take in hand.
CORRESPONDENCE.
Lincoln University, i 'hester Co.,
Pa , January 28. 1888.
Editor of the Tribune, Dear Sir ; I
whli t’> say * few words through your
joui h J for the consideration of the c l
ored people of the Soudi. I suw not
long since an article called the "South
ern Exodus,” in answer to which I
make these statements
Any one that watches the ebb and
the flow of human progress, and views
the -tage of life upon which all men are
acting; he is amazed at the dazzling
genius of some, and horrified at the s u
pidity of others. The tendancy of the
age into universality aud diffusion. It
is far from being such as were the mid
dle ages, when art and science were
only for the few. Education was l.ock
ed up in a tew r >yal societies. The
portals of science were guarded by a dark
phraseology which was to the multitude
a strange tongue, but in this age she
has left her retreat, her mystic shades,
her selected company of votaries and be
gan the work of educating the ma-ses.
Never since races commenced to form
gov« rniueuts, has any nation made such
progress in the same time and under
similar circumstances, as the Negro race
since the late war. Yet I find that
they are in favor of that great southern
Exodus; which scheme, should it come
about, would weaken the Negro in the
South; the very place in which he
should be strong.
The Exodus scheme calls for 300,000
Negroes to emigrate to South America.
It is said that the syndicate has 82,000,
000 capital, as if that money would be
sufficient for the sustenance of 300,000
Negroes in such a country as South
America. Where at the best, civiliza
tion is below par.
Fellow-Country-Men; we must not al
low our reason to be dazzled by flimsy
curiosity. Remember that an exodus
like ab other civil movements, is good
only in proportion as it betters the con
dition of those emigrating. Again we
must view it in this light: if those agents
have such an interest in the colored
people of the Sou'h, let thorn show it
by giving that m«mey to Negro < duca
tion in the Sou'h, <h«t they would
spend in s-nding him to South America,
it they are not ready to help him in the
South, where he has worked tor almost
three hundred year-*, building the South
to whnt it is to-day. Th n I can not
possibly see any u od motive behind
this southern exodus.
I think that colored men of the
South, should make it their duty to see
that no one joins this exodus, but re
maiu where they are and get all the
land that is possible —Land is ch-ip in
Florida and Georu- a—don’t give up
your homes for these ‘aithless promi es;
things will take a turn so- n.
Action and re act on «re equal and in
opposite direction; for the day is not for
distant when there v i I be heard the
sound of ajgong in the tops of the mul
berry trees and the sons of Ham will
have the victory I Y>>un» Respectfully,
A Student
