BLAINE DECLINES.
Hon. James G. Blaine has written
a letter to the Chairman of the Re
publican National Committee, stat
-1 itg that bis name will not be pres
ented to the National Convention
in June for the Presidential nomi
nation. HU decision is made on
I considerations entirely personal to
| himself. He congratulates the
! Party on the cheering prospects for
| success in the National contest of
11888, and savs that ‘ one thing only
I is necessary to assure success, corn
| plete harmony and cordial co-oper
ation on the part of all Republicans
on the part both of those who arpire
to lead and ot those who are eeger
to follow.”
AN HONEST VO Ta AND A FAIR
COUNT,
Senator Sherman’s demand for an
honest vote and a fair count ought
to be echoed by every Republican
newspaper and every Republican
orator from one end of this broad
.land to the other. Let the sneer
Ing and unpatriotic mugwump treat
this fair demand with the cry of
“bloody shirt” II it affords him mer
riment. The facts about the solid
South are bound to < ome to the
I front during thi- campaign, and it
I matters not what the shallow, the
the ignorant and the selfish may
say to ridicule those statesmen who
have the courage to de nand from
the Southern States that which the
fundamental laws of this republic
declare is the foundation of repub
lican institutions.—
An honest vote and a fair count.
OUR Party’s choice in June next,
is the Tribune’s candidate.

] vention will meet in Chicago on

CHATHAM’S DISGRACE.
(Special Correspondence.}
Bailey Mills, Ga., F eb’y. 10 ’BB.
Col. J. H, Deveaux, Editor
Tribune; Dear Sir:—ln an editorial
headed “Chatham’s Disgrace” ot
your good paper, I notice the man
agement of the chain-gang in said
County, is of such a nature that it
has causeed old Chatbam f ’to ,blush;
not Chatham ccunty aloue, but the
whole State of Georgia feel outrag
ed at such brutal treatment of her
citizens. The beating of a man
with whip and stave, reminds one
of the Garden of Gathsemune, the
place where the innocent was
sought for with lanterns and staves.
I cau not believe that any man can
be so guilty that he shall be beaten
with sixty five stripes, and with
staves at the same time. This is
woisc than ihe cruelty of the Jew*
and Romans, and they may be guil
ty and worthy of death, but not
whiped or beat to death. If a man
vi date the laws ot his country, and
is to be put io death, let the courts
say it and prescribe the manner oi
execution. But m Georgia, prison
cd convicts are denied the lights
and usages ol God’s tree an; free
sun and water, that is necessary lo
ibe peiservdlion oi life, health and
strength. In a civ lized country,
as a last request, when one is stand
mg on the gallows leady to be hurl
id into entermty, water should be
allowed if needed. How can the
City, the County, or the State ex
pect reformation of their offenders
as long ns such barbarity is piactice
m the piisou. For grave offences,
criminals are locked up or put to
death to protect the law abiding
people. Criminals are punched tc
deter them from repeating (heir
evil deeds and otheis noi
to copy their example. N>- jiisi
government will utterly drpnv<
prisoners ot opportunity for mental
and moral impiovements. The
right to punish crimes does not in
volve the right to reduce prisoueis
to mental or tiD-ral imbecility
school of vice. No good govern
ment will allow condition; of prison
life, that make increasing imino i
ality a certainty, as the normal and
inevitable result of these conditions.
For instance, government in the
u line ot law, violates law and com
mits a crime against God and man,
.vhen it incarcerates mere youths
and hardened accomplished villians
in common prisons. In such a case
government supports and conducts
a normal school of vice. It has
often come to pass that what was
ostensibly designed to protect soci
ety against criminals, lias turned
loose upon society, men graduated
in the arts ofcrime. Good people
bv taxation, paying the tut ion of
those rho learn in prison how to
prey upon them, upon their release-
For instance iigmn-4 government
tha 1 allows the bearding ot men and
women together, is not only crimi
nal, it is bo b iron- It promotes
vice and tax *s the virtuous for the
expenses occuring. An ilhgitimate
birth in a chain-gang, jail or peni
eniiary is an appalling moral mon
stiosity in a civu.z d and Christian
country. No language or utter
ing!* ciii be too snoiig in the con
demnation of Mich a system.
Women in Georgia’s prisons—how
cared for.
In Some m.-tmee they are
compelled to do the same wort
that the strong men are required to
do, and when they can not perfoi in
the t ask, they are shamefully ex
posed and beaten in the presence of
the men. Libertines are placed
over them as bosses, and in order
to carry out their libidinous desires,
the women ate ieduced to the low
est fraction of a prison’s prostitute.
Last summer it was truly said
by a Legislature committee, that
there was only one white worn; n in
the penitentialy and.to prevent the
debauchery from corrupting her;
she was locke«’ up in a house and
another white lady kept th>- key,
(she being thu cip'nm’s wife) and:
no one was allowed io interfear.
She was not an officer, but for the
chastity of that poor unfortunate 1
woman, she dare to bold the key,;
hut who guard the chastity of the |
colored women in Georgia’s prisons?
vicious and immoral men that have
tiieir devilish desires to satisfy, and
their lust of the flesh to please.
THE PRISON BORN CHILDREN.
In the prisons of Georgia, children <
of the various shades are born to Hie I
disgrace ot the Mate, the question)
is asked whose children are they
and who shall care for them? I ans
wer by saying they are Georgia’s
illegitimate prison gotten children,
and Georgia must care for them,
paintul though it be. Georgia and
Georgia alone is responsible for the
enormity of her prisons. The law
may he ample to protect the pris
oners, but the State official is not in
c.large of her convicts, she delegat
ed the prisoners to individuals
whose only purpose is to make
money for self benefit. Can Geor
gia the great empire State of the
South say to the world she is not
accountable for prison born chil
dren- Those children’s mothers in
instances are prisoners for life,while
their father may be sentence to
serve a term of years only, others
father are white men, who have
been employed as hos-es or guards.
Such libertines ought to be tried
and sentenced to prison tor their
crimes. Let the good people of
Georgia, males and females gn at
and small, rich and poor of every
shade, without regard to parti-ar
spirit, cry against the great wicked
ness of the prison fare, hum mi'y
demands it and civiliz ition require.-
it. Let the people see to
proper officials are placed i>
charge ot the convicits. In con
clusion; until a reform prison offi -i
al is put in charge of the prisoner-,
the State need not expect refoima
floli’of the convicts. Oh, rouse thee
from thy sleep people of Georgia.
