both political parties. Seldom haaja ses

of tbs opposition are, of course, eager to
attack the Ministry—but upon what
round ? The answer seams simple—the
1 cetera question. I do not myself be
lieve that there la so much to be made
out of'that as muy people try to per-
euade themselves. I think you will find
that the pubUo generally are not dissatis
fied with the aots of the government, al
though they may not approve of the
words of some members of it. After all,
what wu there for England to do ? Canon
Liddon ud his clique says that she ought
to have joined with Russia in expelling
the Turks from,, Europe. But I have not
myself come across uybody who holds
that opinion, or who seems to think It at
all desirable that England should blunge
into u unnecessary ud sentimental war.
A Ministry which had allowed the oonntry
to drift into war, would have bau swept
away in a storm of popular pamion.
A nation may have great recourses
left within it, butitiascaroely fitted to
enter into a life ud death struggle with a
foreign power at the moment whu its
trade is almost paralysed. And that is
the oondition of Engiud at this moment.
In all the large muufactaring oeoters of
the oonntry ws hear of nothing but da-
preasion ud the disappearance - of busi
ness—mills working u half time ofily or
altogether closed, factories shut up,large
establishments whioh are not receiving
now as many orders in a year as they
used to reoeive in a single month. Where
are the “cotton lords” to-day? They seem
to have suddenly beoome extinct. The
great trade upon whioh they flourished is
withering away. The obange has oome
with startling suddenneae,ud no one yet
seems to fully realize the immense oonse-
quenoes whioh it must oarry with it How.
ever, no one appears to understand what
has brought the catastrophe to pass. “It
can only be a temporary depression,” said
a manufacturer from Oldham to me the
other day; “the surplus goods will be
oleared off the market, and then trade
will revive again.” I was sorry to dis
courage him by giving him reasons for
holding a different opinion.
The ootton trade, in my opinion, is
laming from England, not temporarily,
)ut permanently, end no one who is en
gaged in it yet realizes that fact. And
what has produoed the revolution ? The
great and silent advance made in cotton
muufaoture on yoUr side of the Atlantic.
I need not tell you that hitherto Engiud
bad held praotioally a monopoly in this
branch of industry. She supplied the
world. But now ewherever a piece of
English cotton can enter a market another
piece of Amerioan ootton is to be seen
side by side with it—always as good,
sometimes better, in quality, and lower in
price. This last fact is one for whieb I
was unprepared when I began to make
inqiries into the subject. Bat a fact it is;
and it is fatal to the recovery of English
trade.
There is a common, and yet usefnl,
kind of cotton goods mueb used in fami
lies where there are young children. It
is of American manufacture. We tried
to get it over here last summer, but it was
not generally known. The goods whioh
most nearly approached it were both
coarser and dearer. At last we found a
shop where it was imported from America,
and there the sale for it was increasing
every day. People who saw it at onoe
said, “This is better than English ootton,
and the prioe is lower. Where do you
jet it from ?” They were astonished to
lear that it came from the mills of New
England,
ere, then, we are beaten and under
sold in our own specialty, and actually at
onr own doors. I can go across the road
and buy better and obeaper American
than English ootton. In India, also, we
are elbowed oat of the field bythe same
koen and indefatigable rivals. Who Vould
have believed ten years ago that such
things were possible? To be oandid, there
are many who do not believe it no*. It
