Tn Mew York Tribune recently began
to call tha Southern people “our brethren
beyond the line. ” They begin to aprinkle
anger a little too heavily. The ohango
from “mnrderera" and “aaaaaaina" to
“brethren” ia too rapid. Watoh them.
We fear the Greeka bearing preaenta.
Tn St Louis limes thna deolarea for

Tilden are ready, willing and able to in,
augurate him. Let him bnt give the sig
nal and Washington will overflow with a
host that will uphold free government or
fall in ita defense." Cheese it.
Pnnu.m.—The speech of Hayes
whleh we give this morning shows the
man. tt ia nioe talk for a President, but
perhaps worthy of ono who haa stolen tho
plaoe by fraud and Bradley. It shows
what a pure negative, controlled by bad
men we are to have for a ohief executive.
A rtrrrioH addressed to the Demooratio
members of the lower Hooae of Congress,
earnastly praying that they offer no fac
tions opposition to the electoral count,
bnt on the oontrary permit it to prooeed
aa rapidly as possible, waa numerously
signed on 'Change, in St. Louis, by men
of all parties.
It ia understood that Hayes' inaugural
will be very brief, and he will not attempt
to foreshadow the policy of tbe admin
istration. The part of the addresa that
might be devoted to that topio must nec
essarily require great thought and care,
and his frienda in Washington say be oan
not at so short notioe proclaim his future
course.
In the Illinois Houae, Merritt introduc
ed resolutions denouncing the Electoral
Tribunal, as guilty of fraud and deserving
universal condemnation. A motion to
make it a special order for next Friday
was lost, and it waa tabled. Aaa Mathews
submitted a substitute declaring that the
Democracy was bound by the notion of the
Tribunal. After further debate, the whole
subject, including this substitute, waa
tabled by the Bepublioana by a strict
party vote.
LIT THE SOUTH 'STILL ASS BNT
NIB IAIBMB.
Tha Bepublioana for yean have en
deavored to bull dose tha for
met Confederacy. They bought
tho colored man with tbe
forty acres and a mule and endeavored to
overawe tbe whites by tho flaunting of
the oolor line and tbe fear of subjugation
to an inferior raoe. They signally failed.
The Sonthern Democrats captured their
own weapons and used them with skill
and power. A victory has been achieved
over Betnrning Boards and the flies of
drawn bayonets. Ooufidenoe in tbe honor
and uprightness of the Supreme Court,
the highest tribunal of the land, proved
the fatal error. Fraud accomplished what
might aid terroism signally failed to
aohieve. It has pnt Hayes ia the Presi
dency bnt it has ruined the
Supreme Court. Tbe spotless ermine
has been delnged in filth, and hereafter
the body will be regarded as a mere wil
ling maohine to do tbe bidding of the
party in authority, tt has also destroyed
the Bepublioan party. It bis won for
itself abame and ignoinioy. Through
mere partisans, onoe regarded as upright
Judges, it baa placed a man in the Presi
dential chair who received over a quarter
of a million less votes than his opponent,
and a millioh leas white ballots. This is
apparent to even the most bigoted. Deoeit
and treachery has won over candor and
fairness. Thna the two parties enter
the next oampaign. Democracy raises
high ill crest with honor biasing there
from, while the oriflamme of Uepnblioan-
iam is tainted all over with ignominy. Can
there be a question aa to whloh haa really
won or on whose banner viotory will
shine in 1680?
In ten years Democracy has accomplish
ed wondera. It has redeemed every
Sonthern State government from Badioal.
ism. The party has gained the Houae,
and nearly has the Senate, and will have
it in 1878, and eleoted a President by a
quarter of a million votes, bnt was cheat
ed out of it because it was deemed
there was at least some honor and
impartiality in the judges of the Supreme
Court—men holding positions for life and
with untarnished reputations to maintain.
Shall it disband or divide when the con
summation of final triumph is so near ?
Occupying the vantage ground, with
ordinary sagaoity success certainly awaits
the efforts of the grandest party organisa
tion this oountry has ever known, whieh
polled in November some 4,800,000 votes.
Our foe ia, however, a wily one. Be ia
now endeavoring to bribe the South with
goods stolen from Democracy for the pur-
pose of dividing tbe party that it
may inure to his benefit. We do not be
lieve a single true Southron will be caught
by such offers, or that be will forswear
allegiance to his olanship for a prioe. The
ringing words of the obivalrous Gordon,
that sounds no uncertain notes,
will be the sentiment of our
entire country. There is to be
no alliance with foes. The Bepublioan
endeavor to separato the old Whigs
from the Democrats when the members
of both splendid organizations have s
oommon enemy to fight is hopeless. Mr.
Hayes oannot buy the South as he has
the ItetumingBoards—State and National.
Democracy knows it has only four years
to wait, and the Southern portion has no
inclination to coalesce with fraud. Suoh
offers will be spurned. No Southern man
oan take HayeB' mess of pottage and be
respected as before.
There are no resolutions so weak as
those that are made on a sick bed. Hayes
has been lying on one for months. He
knows he has been defeated. His hench
men have been seeking ways to overoome
the will of the people, and at last found
it in tbe servile Supreme Court. To keep
the House from “dilatoring” him ont, he
will promise anything, and sugar-coat
every nauseous draught. The South is
now on Bolid ground and knows her
strength, and return a decided “No” to Mr.
Hayes’ propositions to join his orowd.
The fly knows the spider too well now,
though bid for in this style:
Muaclxs are getting as oommon aa
they were in Andes, 1800 years ago. Rulh

awoke to find herself able to call heaven
to witness onoe more that she still knows
how to lie.

Tbe Tbue Boutuebe Policy.—Tha
Washington correspondent of tha Belli'
more Nun cites a oaae where several Be
publioan Senators approached n Southern
Demoorat of prominence with proffers of
offloe, to whieh the latter replied: “We
want none of your Cabinet positions nor
big offloea, bnt we want yon to take yonr
feet from off onr necks, to treat us
equals, to show that you have
aome oonfidenoe in ua. We want
you to take away your troopa

aa you regulate your loeal affairs. We
will obey the Constitution and the laws
and protect the rights of ail with aa muoh
fidelity aa you do, and we only aak that
we be allowed to have the governments
whioh we have eleoted. The Sonth has
one hundred and thirty-eight eleotoral

administration. If Bbe is pnt on an equal

HOW TU MATT IO MANAGED-
NiiiMT or a amir.
Tha navy waa onea tha pride of the
United States. Now itto the greatest die-
grsoe, leaving oat the National Return-
ing Board. Tha vassals arc bat a euooea-
■ton of rottaa hulks constructed for tbe
benefit of favored contractors. The bis-
tory of one veesel is that of all. Even in
the service itself there is a great iaok of
that manly spirit and morale whioh for
merly animated the oorpa. Tbe banefnl
influence of Beeor Robeson baa infused
every branoh of the servioe until the
whole is rotten to ita vary fonndation and
tha department consists of a aeries of
favoritism and money getting. How
different from tbeehivalrie enthusiasm
and high-toned sense of honor whioh
onoe oharaoterised tha gallant followers
of tha aaa.
The history of the ahip-of-war Dela
ware tails tha story. Bha waa bnilt twelve
years ago and coat tbe Government a
round million or more. Unable to get
live oak, beoanse of tbe Confederate
foroes, green white oak waa employed in
the bnilding, whioh was charming to the
.contractors who charged the same prioe.
Bhe ernised tbe Atlantio and loafed about
tha ooaat, bnt some five years ago waa in
spected and prononnoed nnsafe. Tha
State government of New York borrowed
and need bar as a hospital ship for three
years, when she waa turned over to the
United States, and the authorities plaoed
her where (he oould rot safely in
the mud of tha Broklyn navy yard.
Mot long sinoe, the Navy Department
wm offered #22,000 for her, whioh offer
waa refused. Subsequently a portion -
tha heavy and oostly machinery, whiah
waa being eaten up by ruat waa removed.
One evening a triokle of water was noticed
in the hull. Nobody paid any attention
to it, and before midnight the vessel
sunk. Then Commodore Nioholaon ap->
pointed three naval oflloers to hold a post
mortem examination over the remains.
They, at a distance, looked at her, aod
reported, over something good to drink,
that she was rotten, that tbe removal of
machinery had weakened her amid
ships, and this weakness bad oauaed
the central timbers to spring out
of plsos and thnt the weight of the
bow and stern broke her baok. They
made it ont the old ex-milliouare waa dead
as the boy who fooled with the off hind
leg of s male. The three then took s
drink, the document was blue taped and
Iliad away with other similar effusions.
Forthwith the condemned wreok was ad
vertised to be Bold, and the fact of the
inquest given. Very few are now dealing
in wrecks except those inside the rings,
and Mr. MeKay, of Philadelphia, bought
her for #6,000. Now it so happens that
bo ia a naval contractor and “knows the
ropes," being on tbe inside of Rober
son’s operations. Ha engag
ed a wrecking oompany and
in four days tbe frigate had been pumped
dry and waa floating in tha harbor. Now
wasn’t this fortuitous ? It turns out tbe
inquest waa all wrong. The timbers are
only elightly rotten, there is no fatal
weakness, nothing ia out of plaoe and tbe
baokbone ia in a normal oondition. It ia
ascertained that the oopper on the hull,
the propeller and other fixtures, are worth
more than the pnrehaae money. Tbe
vessel annk because a small valve happen
ed to be opened, but who did it neither
naval department nor contractor knows
anything. They are thoroughly oonvinoed
it waa not done by oollusion Now, ex
perts say that this condemned ship with the
expenditure of #20,000 oan be transform*
ed into a first-class merchant psoket,
whioh will oommand #76,000 in any mar
ket, and MoKay ia effeoting the transfor
mation.
This ia the mode tbe American navy ia
managed. All appear to be on tho
make. The oonoero ia as rotten as
Bradley's fraud defending shop, miscalled
an Electoral Commission.
Gov. Heddbicks has said to a newspa
per representative that the Electoral
Commission, having gone according to
the letter of the law, the result ia the
election of Hayea and Wheeler. • He does
not believe the Commission aoted accord
ing to tha spirit of the law, and says the
longer the oonntry thinks of its action
the more it will be oondemned. Tbe Gov
ernor intimates that the present defeat
will inure to the fotnre benefit of the
Demooraoy, and he la opposed to fillibus.

Cabinet poaitiona with Southern men,
Hayes and bis friends have been working
hard to bribe prominent Southern Demo
crats into tha Bepnbliosn party in order
to be able to snnoanoe that they have
split tha Demooratio party and dissolved
the “Solid Sonth.” Senator Norwood, of

Mr. Fielf bad proposed n bill whioh de

The phrase originated, however, with
