The New York Times doea not be lieve, as it so ata «-*) that there will be a oonteet between the president and the senate. Ah a reason for this the Times says that Mr Cleveland’s firmness against all kinds o' polit ical opposition has been repeatedly shown, but he is oourteousaa well as firm, and he will not withhold from the senate any Information it may rightly aak for, and ws do not think iLa* the senate, on rtfleition, will decide to overstep the limits of Its recognized rights The republi can senators would preea their re quest more resolutely ard oonfl dently if their aot ion were hon est and urgently d •manded, for in seeking to defend the civil servioe law against ti e insidious as. saults ofan >z< cuilvealways scheem- ing to evade them they would have the envi uragimtnt of an earnest popular support But the conditions are precisely >be contrary—the presi dent Is the fltm and proved defender of the law, and the republic* n sena tors, led by a few extreme parlleans, are striving to cimpromise and dis credit him. As a whole tbs senate of the United Stabs is not at present a very enlightened body, bnt it has two much sense to get Into a quarrel with the president upon an Issue which will rally the people to hi ■ support. Tbv Cvli Wave Diia’i l,wi. The oold wave certainly had the gilt of continuance. The weather prophet caused u« to bar g out the cold wave flag Bunday morning, but the wave didn’t come any worth mentioning As mis is the first time it lies guested wrong, the people are prepared to txenee the mistake, particularly so as wears not suffering for the want of a cold wave just now. The indications for tbia morning are wanner weather and looal rains. It was cold enough last wetk for any purpose for which oold weather answers a good purpose. Who knows hut what it stayed some terilble scourge? One day laat week the thermometer was below aero in all the New Ragland states, and in New York, Pennsylvania, Ohio, Indiana, Illinois, Virginia, Tenneaaee, Geor gia and all the northwestern states and territories. In the oential part of New York, abiut Syracuse and Utica, It ranged from 20 degrees to 38 degrees below a iro, It was 1 degree below a' Richmond, Vs, and 7 de grees below at Nashville. Six Inches of snow fell in Galveston. At Key West the mercury touched the lowest point ever known- 401 degrees above aero. In this city the cold reached its culminatiLg point by dropping down to zero, but in tome places in the im« met late section it waa even lower. Thu wind duriug several days was from the northwest and for several days the weather-cock seemed glued to their plaoes. We merely mention this by way of apology for the cold wave uot ooming lu on time. •Ooetonohof nature makes the wrrld akin.” Daring the past week thin were ueatly two thousand of the people < f Columbus who sat cy their firesides and thanked G id that there are hearts in this community ever ready to respond to the cry of distress. The subscriptions for the shivering poor and the substantial aid In supplies and olothiag demonstrate beyond all peradventure that Columbus is a charitable city, and will always oome to the relief of the unfortunate. While the late Impu’se of generos ity adds accumulative teatimouy of this, it also proves conclusively that there should be some organ I z d sys tem of relieving the poor of the city. To this every person who wa< sn» g <ged lu distributing aid to them during the week past will very read ily agree. It is impossible, utterly impossible, to make such a distribu tion where it will do the most good under such oouditioi s os now exist. The proprietor of the Enquirer Bum feels much gra’ifl d at the confidence expressed by the public la placing more than a thousaud dollars in his ham's to be disposed of at will, and while he Is willing to bear his part and more of anything that he may be cail-d upon to perform in behalf of bis fellow-creatnres, he believes that It c«n be much more effectively done through a proper organization. We are glad to know that the sub ]ect is now being discussed by some of our leading oltiz ns lu talking with Mayor Grimes jeeterday he in- formed us that be is low in consul tation with those whom he has rea son to believe are in earnest about the matter, and that in a short time au organiz itlon permanent in its na ture will be effected. What is most desired fust now is an organiz ition that will last throughout the year, and prepare the way for its successor. Very near the entire city has been reached and present necessities supplied. It has been said by some that tbe people of Columbus have taught a bad lesson by their benevolence, ss it will oause tbe poor to tbink they have a place of succor In such extremities. Wuat is wanted now Is an organiz *tiun that will deoreaae pauperism and poverty by its labors. A good plan has been suggested, an 1 it Is as tollows: Let there be a board of relief com posed of two members from each row of blocks, running east and west. In the biooke where there is less 'o do, such as tbe blocks composing the tblid ward, one member would answer. Let this biard select obanmaD, secretary and treasurer, and a record of all transactions be made Lit It be the duty of the members of each row of blocks to keep thoroughly posted as to all wbo live wiihlu the limits of that terrl lory, and relieve such oases as the board may think proper. Ia ex tremities like that which came upon us last week, the eDtlre city could be j lo< ked after in one day, and would be done so quietly that none but those engaged In the wo.k would know It was going on. Under this arrangement Imposi tion would be impossible, though suoh impositions are very greatly ex- aggersted. There is more than enough given away In Calumbus to supply all thoee who cannot, by sickness or other infirmity, help themselves and all thoee temporarily out of work, if tbe people co-operate and suoh an or ganization Is perfected. A 1 that ie needed ia to avoid giving to aoy but those needing help, aud avoid giving to one family what ought to gu to a dozen. Tae Enquirer Sun will heartily co-operate in any move looking :o th « end. Lit the people speak. Alabama Waterways. The committee appointed for the purptsi by tbe Tuskalooes, Ale , convention, has prepared a mt mo- ilal to oougreee asking tbe appropria tion of a sum of money for the ede quate improvement of the waterways of Alabama and thair tributaries. The memorial la a very strong one and aoeompanled aa it !e by undoubt ed evldeuoM of the Importance of the appropriations asked, will, no doubt, have its iufl jeuoe upon the bouse oommlttee aud upon oongreae itaelf. The memorial asks for an appro priate whloh will be sufficient to deepen tbe harbor at Mobile to twenty-three feat. They show that through tbe harbor of Mobile the ag ricultural productions of many states are cent to markets abroad, and the convergence of many railroads to the port of Mobile gives it importance with regard to direct trade with all tbe neighboring nations on the Gulf of Mexico and the south Atlantic. And then in regard to the tributaries it ;aye: The rivers, which finally fall into Mobile bay, spread out over the state like a fan, touching northwestern Georgia on the east and entsring the astern side of M taiaaippl. AU of tnese rivers tiaverse immense coal fields, the full extent and richness of which bsa uot jet been fully de:ei« mined, although enough Is known now to justify the aasertion that they are ansurpaesed In the known earth. B sides the coal depoalta, beds of Iren ore, surrounded by every facility to 6e worked aud used by man, are fonad contiguous to the ooal, and near all of tald rivers These coal and iron depositaare rapidly attracting the attention of oaplullBts in this country and in Europe, and their development in the last ten years has b'en suoh a- to oreste surprise in tbe miidsof n e , habituated to the study o' the min eral resources of the world. F ir many years tbe oral used by vessels in navigating tbe waters which wash the s ior.s of .the West Indies, M' xloo and all th? Siuth American states on the.eastern side «f that continent has been brought from Europe, *x?ept a small fraction furnished at very high rates from Chill. With water transportation w lch the improvement of the rivers in Alabaiha would give, the entire traffio eau ba turned to the port of Mobile, and coal of superior quality, and at vastly cheaper rates, furnished to those who need it To see mpiish this, the sum of money needed and asked for is com paratively Insignificant, when wo consider the immense ben fltstobe obtained therefrom, in aotual wealth to the whole c untry. PPECIAL telegrams to Bradstreet’s report a cueck iu the distribution rf merchandise throughout tbe country durli'g the earlier portim if tbe past week, caused by the s vsre storm of bbow and wind which has been gen eral This appears to have been uni versally recogniz d as a temporary obstruction, and the feeling among leading bankers and merchants at almost all points continues o”e of confidence iu tbe prospects of bu“i ness for an improvement early in the current year As an outgrowth of the conditions noted it is added that country collections in many oases are reported slow, though this is said io be due to some extent to bolding baok of produce on the part of farm ers or to low prices received tberef >r when sold The demand for funds at many of tbe larger cities is smaller than In reoent weeks.
