Thi Herb of the Ntuerlel lenmulttae or tho Hatibor Inprorimtni Coavcn- tloo Id WaatUncloo, Charleston, 8 C , January 25 — Captain 8 Y Tupper, tbe chairman of the memorial committee o< tbe harbor improvement convention which met in Bavannab last Novem ber, and who presented the memorial of tbe committee before the house Tiver and harbor committee in Wash tngton on Friday last, returned to the olty yesterday. Captain Tupper was asked by a reporter to give some account of the work of his committee In Washington, and replied substau tially as follows: “Our memorial was presented in the house on Wednesday last by Mr Norwood, of Georgia,' and In the senate the next day by General But* ler. It was promptly referred to tbe appropriate committees of the two bouses. On Thursday we appear'd ibefore the senate commute < on com* amerce. We were introduced by Sen ator Ransom, a member of that com mittee, to whom, as well as to our -owq senatois, we are indebted for marked attention. By request of -our committee I read the memorial at length nud a summary of tbe reports of tne United 8 ahs ngineerson tbe condition ami immedin'e wants of our southern harbors. My duty and engagements as chairman tequired that I should speak in tbe general interest of the s vetal harbors that we represented This I uid in my opening remaiks, and could only with propriety refer to the neglect and special wants of Charleston har bor when I reached tbe report of L eut Abbot. Chairman Wildcat that point interrupted to know if loose engineer leports were t fflclal and came through the department. I replied they were answers to question! recently put officially by our committee to tbe officers in charge of our respective harbors “Col Screven, of Georgia, followed tne, pursuing the same line of argu ment in the general Interest of our Stuth Atlantic ports. His ad 'reus was an able and effective one. No opportunity was sfl'irded the other members of our committee to speak, «s the committee before whom w ■ appeared was suddenly summoned to return to the house, having already ■exceeded its tim > in their session. “We bad free and friendly confer ences wiih prominent members of botn houses, aid feel satisfied that jrod w'll rebUi. from our mission. Captain Tupper seems to be in ex cellent spirits over the result so far,of the mission of bis committee to Washington. There osn be no doubt that the visit of the oommlttee will be followed by much good to tbe In* teres ts with which it wee obarged.
