The ruling party in the bouse is disintegrated by the tariff and sliver questions, and the senate 1b practicing schoolboy pranks ia a controversy with the president on removals from offloe. Three months of the session have passed and not only has no important legislation been accomplished beyond the preai- dential succession bill, but no impor tant measure has been perfected in committee tba‘. is likely to pais, and beyond the report of the naval com mittee, just made in favor of a liberal siart toward the improvement of the navy, no policy of national moment has been foreshadowed. NO TARIFF CHANGES THIS SESSION Alter a somewhat careful survey of the general situation here, I feel safe in predicting that there will be no re* vision of the tariff accomplished this session. There is obviously mors contrariety of democratic sentiment on the subject In the present house than there was in the last, and with the republicans solid in opposition to any change in our revenae laws, it requires little r* flection to reach the conclusion that no bill will be per fected by Morrison and his committee that would be acceptable to the bouse. The sentiment in favor of the judioi* ous protection that is clearly declared for in the democratic national plet^ form hae been widening and deepen ing in the south, and the majority of the democrats are anchored much farther from the free trade theory than they were two yearB ago, when they swallowed Morrison’s now ad mittedly absurd hor.z >ntal bill. Mor rison’s new bill isadeoided improve ment on his bill to which he a - tempted to commit his party in 1884, and it is reasonably probable that[ with several defeats and the whole some txperlen. e they must give him, he might be able to prepare a tol erably fair tariff measure iu five or ten years THE REPUBLICANS’ L"8T CHANCE I: the republicans were iqiai to their opportunity and to the plain duty to which they are pledged by their own platform they could now lead in tar.fi revision on the basis ot Just protection to labor and give the country a stable tariff policy for years to come, hut they are skulking away from their own voluntary and solemn pledges. They refuse the terifi re vision and reduction of revenue they promised the country, and they are in the attitude of defending and maintaining monopoly and oppres sive features of the tariff wbioh are simply Indefensible There will be no tariff revision this session, be cause the repnblioans refuse to revise It In the interest of cur productive industries and they err in the assumption that they are playing the part of good politics. They would vastly more and better serve the party and the business and Industrial interests of the nation by cireful revision of the tariff in accord with the mere neces sities of the present; but one presi dential defeat seems to have taught them nothing and they propose to maintain monopoly interests and oppressive taxes which have no rela tiou to the proteo ion of labor. Ia this folly they make the folly of free traders comparatlve’y respectable, anu they do more to make a Just pro tective policy odious than all the free trader* of the land. The senate will in* dulge Edmunds In a oertaln degree of partisan fireworks to help his re-election to tbs senate and to make a show ot rehabilitate g him as a presidential candi date, but when It oomes down to the question of yes or no on confirming Cleveland’s appointments the senate will one firm, unless there are rea sons against it which would satiety intelligent and honestoitixsna of any party. There will be eome rejections, as there should be; but they will be the logical result of unfitoesa or spe cial circumstances to Justify the action of the senate.
