and it has been determined to let it die
out. It has been suggested as a compro
mise. to disfranchise all the citizens and
put the government of the District in
the hands of the commissioners, to be aj*-

What Senator Patterson Thinks.
The Washington correspondent of the
New York Herald, in his letter of the 2d
iust., says:
“Judge Patterson, Senator elect from
Tennessee, was liefore the Rccoust ruction
Committee to-day, out was not examined
at much length. In reply to questions on
different subjects, he replied, that in East
Tennessee the people needed no Freed
man's Bureau. The negroes there were
treated with great humanity by their mas
ters before the war. and he doubted not
would be in their new relations. He said,
all the people of Tennessee need is liVrty
to protect themselves —they are in no dan
ger from rebels. In deference to the appre
hensions of a portion of the people, he
would not recommend the immediate w iih
drawal of all government troops from the
State, but he nevertheless believed it might
be done with perfect safety.
Judge Patterson gives an honest ami can

occurred on the Ist inst., says the St. Louis
Republican, illustrating 'the fad that
mules are not only the most sagacious of
all four-legged animals, but they sometimes
do tilings on purely scientific principles.
A drove of about two hundred of these
large-minded beasts were brought to the
Illinois shore, opposite that city, anti it
was concerted that the best way to gel
them across was to start them on the iev
and let them walk over. As soon as they
reached the ice, instinct taught them that
they had embarked ou a dangerous journey,
and instantly the oldest mule in the drove,
one, too, that had never been at a circus,
and had no education, took the lead, anti
one at a time the whole two hundred “fell
in” and followed their leader in single
file, with safe spaces between, and thus
stretching themselves into a long liue,
they crossed the river. The circumstance
was witnessed by a number of gentlemen
who were impressed with the wonderful

And our bravest men are neither revenge
ful nor mercenary. The military agents
of the bureau, therefore, we take it, will en
list confidence, as a general rule through
out the South. They will be an uncom
mon improvement upon the herb of pro
fessional philanthropists who looked for
pemianet government employment its
coaling strife between the planters anti
their servants. But it will be a still far
ther step in the path of reconciliation if
gentlemen owning property and resident
at the South, shall so demean themselves
toward the freedmen, that the agencies of
the bureau may be entirely committed to
tlieir keeping.* It is for their own interest,
fully as much as for that of the freedmen,
•hat this state of things should not be ex
ceptional, but universal. There ought to
be no necessity for a bureau beyond the
term of the present year, if employers at
the South generally would follow tne ex
ample of the planters of certain counties
of Alabama, and seek to identify their in
terests with the laboring class. It is a good
beginning when a Southern employer be
comes an agent under Gen. Howard.

itself elsewhere, and the utmost maiiee
of the radical faction will be insufficient
to postpone the day of complete restora

White Immigration South.
The New York Times says:
There are no statistics attainable that
give any approximate idea of the extent to
which uiigratiou into the Southern States
is now truing on. There are several huge
companies in this city engaged in the work
of forwarding to that region the foreigu
immigrants to our shores. One, at least, ot
these companies is conducted on the prin
ciple of paying the expenses of passengers
to the Sotflh, procuring them employment
after they get there, and binding them to
service for a limited term, so as to secure a
relfirn for the outlay. Os course this
“binding ’ is without legal force and is en
tirelv oi a moral character; but it is be
lieved the arrangement will lie satisfactory
in a large majority of cases. Most of those
who have gone South under this system
have been Germans; and some of the
German papers in ibis country are making
a great outcry against the whole scheme,
denouncing it as partaking of the nature
of slavery; but such misstatements alamt
a simple matter, aud such extravagant de
nunciation of a very effective mode of fa
cilitating immigration, have already de
feated themselxtv. We hear that even
throughout the winter, these forwarding
companies have beeu very active; and,
with the knowledge of which they are
possessed, thev are making most extensive
preparations lor a vast increase of their
labors in the spring. We have uo doubt
that by these and other means, the iSouth
will, before the close of this year, have a
lame white laboring population, which
will aid the older elements in developing
-its great resources.

recognize the State, whether Tennessee or
Mississippi, to be in the Union, and one of
its citizens qualified to sit as judge of the
highest tribunal at Nashville and decide
law for all the States in the Union, and to
preside in the Circuit Court of such loyal
States as Kentucky. Will the Senate do
this?
