The Aeronaut, Bittorf, of Wurtzburgh, made, on the lit inft. at Leipfac, his 21ft Afcnfion, with a paper balloon of 48 feet diameter. A The ad authorifing a detachment of one hundred thouiand men from the militia will expire on the 30th of March next. Without interfering with the modifications rendered nectffary by the defeds, or the ineflfoacy of the laws reftridive of commerce and navigation, or with the policy of difallowing to foreign armed vtflels, the ufe of our waters; it falls within my duty to recommend alfo, that in addition to the precautionary meafures author iled by that ad, and tc the regular troops, forcompiete ing the legal eftabl.foment of which enliftmfcnts are renewed, every nectffary provifion may be made, for a volunteer force of twenty thoufand men, to be enlifted for a foort period, and held in a ftate of organization and rcadint fs, for aduai fervice, at the foorttft warning. I fubtnit to the conficlcration of Congrefs, moreover, the expediency of fuch a claflifi cation and organi zation of the militia, as will beft infure prompt and iucceffive aids, from that fource, adequate to emergencies, which may call for them. At a period prefenting features in the conduit of foreign powers towards the United States, which impofes on them fhe neceffity of precautionary meafures involving expenfe, it is a happy confideration that fuch is the folid ftate of the public credit, that, reliance can be juftly placed, on any legal provifion that may be made for reforting to it, in a convention from, and to an adequate amount.
