Jteform Bill—.Ministers Defeated !—In the House of C ominous, April 19th, the adjourn ed debate on the English Reform Bill, or ra ther on General Gascoyne’s amendment, foi the retention of the present number of Mem bers , was resumed, on the motion of Lord John Russell. An extended debate ensued, in the course of which Sir Robert Wilson supported the amendment. Mr. Hawkins op posed it, and powerfully supported tho Bill, contending that so far from being revolutiona ry, it dwindled into insignifiecnce, when com pared with tho changes that had been, ut dif- feient limes, effected in the Constitution. On the division the Ministers were, defea ted.’ Tho numbers for General Gascoyne's amendment were 299—against it 291 ; so that tho majority against the -Ministers was S. Tbo total numhrr in the House, including Tellers (and exclusive of the Speaker,) was 594—being 13 fewer than divided on Lord John Russell's motion for leave to bring in the Bill. In the same House, April 21st, the Chan cellor of Iho Exchequer announced that in consequeneo of the vote above mentioned, Ministers would proceed no further with the hill. Neveitlieless, an adjournment was moved by the Opposition, in order to give the members an opportunity of delivering their aeiitimcnt* upon it, nnd at the same time oh jeefed to by the Lotd Chancellor. On the question being taken. Ministers wero again defeated by a majority of 22.
