The Manufacturers’ Convention— 1 This as
sembly broke up on Suturday last after a ses
sion of four days, forenoon and afternoon,
with a snatch or two of the evenings. Wo
understand from tho best authority, that no-^
thing definite in relation to any modification of
tho present tariff will yet ho promulgated.
Several reports liavn been made, hut they are
all preliminary to another convention which
is to be held in October next. It is determi-
cd however, to establish a newspaper in this
city to advocate their interests. Near the
close of their sillings ubom 85,000 wus suli-
scribed in a few minutes to carry through this
enterprise, besides 1000 subscribers to begin
with. Mr. Schonck of this city is to have Ihe
management of the paper. A l any moment
they can increase the sum lo 810,000. I he
newspaper, however, will not be started till
after tlic meeting of October.
As far ns we are able to learn, this Conven
tion is composed principally of woollen Manu
facturers, and has for its object tho reduction
of the present duties on foreign wool, but they
don’t say so openly. Avowedly they appear
to insinuate that the New York Custom House
is very negligent of its duties—that much
smuggling is earned on here—-and thnt they
ought to have a standing committee in this ci
ty to sec that the officers of the government do
their duty. This is not the real purpose.
The great bone of contention is the present
price of wool, which they think puts too much
money into the pockets of the farmers O
late years a set of middle men called Woo
staplers have started up who buy the wool
throughout—give the farmers and wool grow-
ers good prices-a d make the woollen manu-
facturers remunerate them nolens ra i ns
special of business has cut down the profits ot
strong resemblance to the trunk of an elephant
Dr. J. having first vindicated himself from the
charge of cruelty, by showing that animals so
very low in Ihe scale of being, are almost, if
not quite exempt, from the sense of pain, pro
ceeded lo slate the result of his experiments.
Ho cut off ihe head of n foil sized Plannria,
below the eyes, a new head was reproduced in
a few days.varying from nine lo fourteen. He
cut off ilio second head ; a new one was again
regenerated; a third, fourth, fifth and sixth
experiment met with the sntnc success ; and
the Doctor is of opinion, (lint if the cold wea
llier (which is unfavorable to these creatures)
had not set in, any number of heads might
have been produced from llie same body. In
one of those experiments o new head was
found with but one eye, nnd tlmt in the cen
tre. He next made n longitudinal incision in
another Plannria, between the eves, and an
incision at right angles with it ; thus cutting
off half the head, together with one of ihe
eyes : in about fourteen days tho piece was re
produced with a now eve, in the most perfect
symmetry. The Doctor divided another pla
nnria into the three cquai portions transverse
ly ; Ihe head speedily acquired a new body and
tail, the tail produced a ijpw body and head,
and the middle piece regained a new head and
tail. Ho divided many other plannria into six
and even eight parts ; each portion retained its
vitality, and set about reproducing as much of
a new lmdv as was required to restore it to the
form of the perfect animal of which it formed
once r component part. The Doctor dissected
wedge-shaped pieces out of the heads of o'her
plntmrin which were speedily reproduced, und
what is most curious occurred—that according
to the depth and bread lit of those wedge-sha
ped incisions, a new eve would he supplied,
making three eves ; or two new eyes ; making
four eves, or if the incisions were very deep,
instead of a now piece being supplied, the
pai ls would diviincnle, and form I wo ported
bends. The lirniis of this report preclude
ninny important and curious matters relating

cluded by staling, that it is his intention to re-
new his inquiries in the approaching season ;
and that he had reason for believing lie should
be able to discover oilier circumstances in the
history of the plannria no less interesting than

Insurrection of St. Jago dc Cuba.— The
editors of thu New York Mercantile Adverti
ser h ve been favored witli a letter dated Mn-
tnnzas, the 15th May, which states, the in
land mail had that day arrived al Matanzas,
bringing intelligence from St. Jago of nn in
surrection among tho blacks nt that place
the Governor, at the head of all Ihe troops
stationed there, had marched against the in
surrectionists, und in an attack which took
place in the vicinity of St. Jago, a very great
number of tho blacks were killed, estimated
from 2,000 to 4,000. This victory, it was
supposed, would completely quell all distur
bances. The city of St. Jago had been left
by the Governor under the care of the citizens.

is not yet completed ; and says Ihe people
mistrust the Government, and apprehend thn
return of Charles X. Tho lately formed “ As-
sociation of the Seine,” Ims for its object to
assure Ihe independence of France, and the
perpetual exclusion of the Boutbons.” I liese
apprehensions are not visionary ; and the As
sociation above referred to, may, accordingly,
achieve incalculable good to the h rench. Be
lieving its objects lobe what they are proclaim
ed, it’’should meet with the ready and hearty
co operation of the friends of liberty every
where. Franco has, latterly, been so fro-
. q>lenity overrun and overruled, lhat her pen-
i pie cannot give or receive too many pledges
in their ardour, attacked a Russian corps of
24,000 men, and could not long susluin so
disproportionate a struggle. The Gunerul-in
Chief slates that the corps were compelled to
cross llm Vistula precipitately, with a loss of
1.200 men, and two Lieutenant Colonels, one
of whom was drowned. The other was the
Minister for Foreign Affairs, Mulachouski.
No artillery, however, remained in the power
of the Russians. Tlio General-in-Chief, in
giving nn account of this unfortunate affair,
endeavours to impress upon Ins courageous
brothers in urms the necessity, whatever may
be their confidence in their courage, of not re
sorting to acts of termcrity, which may com
promise their cuusc.
Among the rumors from the scat of war,
was one of tlio capture of Siedlec, by the Po
lish Gen. Uininski, alter an obstinate conflict
with tho Hunnians. This news was announ
ced in the official Gazette, of Warsaw, together
with tho retreat of thn left wing of the Ruir
sians. stationed at Kock, upon Vieprz and
Radjcw ; and the retreat of Marshal Diebitsch
himself across the Bug, announced by the
Warsaw Courier of the 19lh of April.
The Stale Gazette of Prussia contains tho
following intelligence from Warsaw, dated
April 21 :
“ Thn reports received from Volliynin,
since Gen. Dwernicki entered that province,
agree in slating that the insurrection had
spread rapidly throughout that Government,
and that the insurgents, commanded by a per
son of llie name of Sleeki, had lukon posses
sion ofLubar, after disarming the garrison.
“ The nows of (he taking of Siedlec by our
troops, is not confirmed.”
England—Elections.—The majorities in fa
vour of the friends of reform went on increa
sing every day, according to the returns, which
occupy a large portion of the London papers.
At the close of the poll on the third dav, in
Liverpool, the votes stood, for Ewurl 1910,
Denison 1S86, nod for General Gascoyne,
who has represented that city in Parliament
for thirty yours past and upwards, only 612.
The total difference in favor of reform, as as
certained on tho ovoning of the 5th, was 72.

May, in the 64th year of her age.
Ireland.—There are not many accounts of
new riots. Two men had been executed in
the County of Clare, who, it is said would
have been spared, if the spirit of insubordina
lion had been less ninmfost. A memurial to
tho lord lieutenant in published. Iron, ilio Cen
tral Committee of tlio County of Mayo, sta-
ting that oiler taking an accurate census of ma
ny districts, with tlio quantity of provisions
with which they were supplied, that unless re
lief wus speedily administered, thousands
must perish of starvation. Numbers of the
inhabitants of entire parishes Itnd been swept
away. A cargo of potatoes, sent by the Lon
don Committee to Newport, in that county,
ivas hailed from the tops of the hills with trims-
uorl, by many hundreds who could not bo em
ployed, and were in actual despair.
