THE ATHENS
Aleck Stephens onl&e sumption
“ Do you ll link th 6 resumption act.
as it new stands, is any guaranty »*f
resumption on toe first of-January,
1879?” askerl the Washington ror-
respondent of the Chicago Tribune.
“ I don’t,” replied Sir Stephens,
"at least, no more than any other
act of Cougrees.. If the ooimtiw is
unable to resume at that time, wobnre
law can effect rCfcumpiion. I fihiifk a
great deal more importflhee is at
tached to this measure, Initli by <iic
friends of the resumption act and the
advocates of its repeal, than vlvmSd
be. The repeal of the rcstmqrtirin
act will be of-some benefit t« the
country. It will stay that, process qf
contraction which is now so ruinously
going on. So the remonetization of
silver will do some good, hut not so
much liy fatr *•* some of its friends
expect. But they, singly or botli
together, witlvouV other measures,
would afford but iHdfcsht'dseyBf com
paratively in the present state of
things. If the resumption act be not
repealed, and no intermediate reme
dial measures be adopted, a state of
cc mmcrcial ruin s.r4 bankruptcy will
ensue without a parallel in the history
of this country, if in any other. The
error of extreme advocates of repeal
consists in the idea that we have not
money enough to answer the purpose
of trade, when the trntlH^ we have
quite as much nominal currency now
an the country needs. The difficulty
is not in any deficiency of the uomi-
ml currency, but iii r it« rondition.
Our actual circulation, hr point of fact,
including gold, silver, greenbacks,
and national hank notes, probably
does hot exceed $400,069,000, While
wo have a normal currency of abont
$780,000,000. Our financial condi
tion is similar to that of a person
suffering from congestion. It is not
want of more blood, but a diffusion of
tiiat which is not performing its
healthful function. A large part of
c nr nominal is i, state of congestion;
is is locked up and hoarded, as well
ia private vaults as in banka, because
of the want of confidence and other
reasons I can not now state. The
repeal of the resumption act is not
going to give tlw relief needed, nor
vould the remo ietizapou of silver db
it. Some .ether steps arc necessary
