Hampton has just issued the following address: Columbia , Nov. 29, 1876.—T0 the people of South Carolina: The Board uf Canvassers have by their unprece dented action to-day shown not only their contempt and defiance of the Supreme of the State, but their utter disregard of their own official integrity. While the grave questions determining the result of tne recent election were pending before tne Su preme. Court, composed of three judges belonging to tiie Republican party and in direct violation of the orders of this tribunal, the Board has issued certificates of election to the Republican Presidential Electors and the Republican State officers, and has refused to give certificates to Demo cratic members of the Legislature, sliovvu by the returns of this same Board to have been elected in the counties pt Edgt field and Laurens. This high-handed outrage is well calculated to arouse the ndignation of our long-spttei itig yeppie, but I as sure them that this daring and revo lutionary act of ihe Board can liave no legal fofee whatever. T appeal to you, therefore, iu the fuliest confi dence that this appeal will not be un heeded, and that you will maintain even under that provocation, your character as orderly and law abiding people. During the past exciting canvass you have studiously avoided even the semblance of a purpose to 'disturb the public peace or to trans gress the law. Y' ut cause, and it is the cffirse'of constitutional govern ment ol the country, has been carried to the highest court of the State, and we'are willing to abide by its'de cision, feeling assured that this tribu nal w ill see that the laws shall be en forced and justice secured. Wade Hampton. Can tiie Republicans Afford This. —On a fair count in Louisiana may depend the decision of the Pres idential election. Four republicans, two whites and two colored men, from the Returning Board which is to make this count Of the white men one is a federal office-holder, naturally anxious to hold tvs position. Of the black men one is “ the owner of wCsmaH grogshop, with a billiard table in the rear.” Home Northern men went to see him today, and he dime out from hit saloon in his sljirt sleeves to talk to them” Can the Republican partV afford to count in their candidate by such help as these men, utilgssthey takerthe ut most care to satisfy all men that there Inis been fair play ?
