Venezuela question, delivered in the
house of representatives on the 5 h
of February, 1895, has made him
famous as the champion of this
great American policy or doctrine.
He is the hero of the hour in cur
sister American republic, and her
citizens arc so much enthused over
his speech in congress in their bo
hall, that they ac tually vie with each
oLhcr in doing him honor. They
liavo also invited him to visit their
country, in order that they may
personally manifest to him their
b'gh appreciation of Ids effort in
their behalf.
In an interview with Col. Living¬
ston on the subject of the Monroe
doctrine, the Atlanta Constitution
of Tuesday last gives his views at
length on this important question as
follows ;
WIIAT IT MEANS.
"Just what is the mueh-talked-of
Monroe doctrine?” I asked.
‘‘To understand it thoroughly,” began
the congressman in reply, “it is neces¬
sary to recall some facts in history. In
1S.0 Russia, Prussia, Austria and France
formed an alliance which was reaffirm
ed at the congress of Verona in 1S22,
and has since been known as the holy
alliance. The purpose of this alliance
—as declared to be—was to maintain the
peace of Europe, and crush out con¬
spiracies against established govern¬
ment ; but it soon beeame evident that
the practical purpose of this ‘holy’ alli¬
ance was to prevent all changes tending
to more liberal institutions—as exam¬
ples of the real intent of this alliance,
we have but to refer to the fact that in
1821 they crushed out the free constitu¬
tions in Spain, Naples and Piedmont—
nnd the re-establishing of absolutism.
In 1823, iu fi r heiing this purpose, the
French armies invaded Spain, and over
threw the constitutional government of
the cortes and established absolutism in
the person of Ferdinand VII.
< < About this time, after a protracted
and expensive warfare, the Spanish col¬
onies iu America had practically secur¬
ed their independence, though Spain
had not acknowledged it. The United
States did, however, acknowledge them
as independent powers. Ii was at this
juncture in affairs when it became evi¬
dent that the holy alliance intended to
lend their aid to Ferdinand VII, a will
ing tool and the creature of that alli¬
ance, to crush the independence of the
republics of Spanish America. Then it
was that President Monroe effectually
put an end to the designs of absolute
monarchies of Europe to interfere in
the affairs of American republics. IIis
message to congress December 2, 1823,
gave emphatic warning to European
powers ‘that we should consider any at¬
tempt on their part to extend their sys¬
tem to any portion of this hemisphere
as dangerous to our peace and safety.’
Again he said: ‘We could not view
any interposition for the purpose of op¬
pressing them, or controlling in any
manner their destiny, by European
poxers, iu any other light than as the
manifestation of an unfriendly spirit to
ward the United States. 1 !)

‘•The question in that is, will this ad¬
ministration intervene to stop this con
icmplated encroachment on the un¬
doubted territory of a South American
republic? If not, the next session of
the fifty-fourth congress will, and w ill
put to rest once and for all time the
question as to whether we intend to
stand by and enforce the Monroe doc¬
trine or not. M

J- W. Lawrence gives what he pro¬
nounces an infallible remedy for hog
