Enlargement of the Journal.
The very liberal patronage which the Journal
hureceived since is commencement, has caused
ns to determine to enlarge it, so as to enable us
to give our readers four columns additional rend
ing matter. Our readers now have the large s' and
neatest newspaper published in Southwestern
Georgia.
We take this occasion to return our thanks to
the many kind friends who have interested them
lelres in behalf of the Journal. Althogh is pub
lication was commenced not qui'e two ruontlrs
ago, our subscription list is fully as large, if not
linger, than any paper published in this portion of
tic State, and is s ill rapidly increasing.

A\ ACT
To levy and ooiiect a tax for the support of
the Government, of the State of Georgia
for the year 1866, and for other purposes.
See. 2. In addition to the ad valorem tax
on real and personal property as speeifi.d in
the Code, and assessed in the preceding'sec
tion, the following specific taxes shall be
levied and collected :
1. A tax of one dollar on each and every
male inhabitant of this State on the first day
of April, between the ages of twenty one
and sixty years. When this tax is due and
unpaid by any person who bas r.o property,
and is in tbe employment of another as a
laborer, it shall be the duty of the Tax Col
lector to serve a written notice on the em
ployer, specifying the amount due by the
employee, which notice shall operate as a
garnishment upon tbe employer and shall
authorize and bind him to pay said tax from
any wages, effects or money in his hand due
to the laborer or employee, aud executiou
shall issue as in othor eases for taxes due
against the employer for the amount.
2 Upon every practitioner of Law, Phys
ic and Dentistry, ten dollars.
3. Upon every Daguerean, Ambrotype,
Phot "graphic and similar Artist ten dollars
4. Upon every person carrying on the
busiuesa of an Auctioneer, twenty-five dol
lars.
5 Upon every keeper of a pool or billiard
table kept for dublic play twenty-five dol
lars for each table.
6 Upon i very keeper of any otl er table,
stand, or place for any other game or p’ay,
with or without a name, unless for exorcise
or amusement only, and not prohibited by
law, ton dollars.

exhibition, twenty-five dollars
8 Upon every agent of, or person en
eag din any gfi lottery, or enterprise of
like charioter, in any County of this State,
the sum of one thousand dollars. It shall
be the duty of the Tax 0 Hector, immedi
ately upon the opening of an office by any
person for tbe purpose of selling tickets in
any such lottery or enterprise, or of selling
or uff.iiug such tickets for sale in any man
ner, to levy and collect the said tax from any
property of said person to be found.
9. There shall be lev id a specific tax of
twenty cents per gallon on every gallon of
brandy, gin, whiskey or rum, whether for
eign or domestic, wLiell is sold by any p r
son in this State by wholesale or retail, ex
cept by distillers and rn inufacturers in this
State, mid the amount sold shall be given iu
under oatb. Quarterly returns on oath shall
te made on the first days of April, July, Oc
tober and January, in each year, by all per
sons wi bin the Country, who sell .iquor ei
ther by wholesale or retail, of the amount
sold during the quarter preceding Said re
turn shall be made to the Tax Collect r of
the County, who shall ’demand and collect
the tax due, whore the return is made. It
shall be tbs duty of the Tax C >lLctor to re.
quire ail person selling said liquors to make
their returns and pay the tax thereon, and if
any persou shall fail or refuse to make his
return.-', an 1 pry said tax, he shall be as
sets and a spec,fie tax on one thousand
dollars, aud the C -llecter shall proceed to
collect tbe fame by execution, as in other
cases of taxes due and unpaid.
Sec sThe taxis assess and under this act
shall bo collected in United States currency,
and the value of the propot ty'on thu first day
of April next, in such currency, shall bo the
basis of taxes.

Reduction of U. S. Forces — President's Pro
clamation— The insurrection Declared at
An End.
Washington, April 2.—The proceedings
of Congress to day aro generally unimpor
tant. The con ideration of the President's
veto has been postponed for several days,
owing to the Republicans wanting to have
vacancies filled by the riturn of absent Sen
ators. The Loan Bill, which r eeutiy pass
ed the House, is favorably reported iu the
Senate.
The number of volunteer troops in the
army, in January last, was 123,000. By
the first of May they will bo reduced to 40,-
000, of whom two-thirds.will he Colored.
The President has issued a lengthy proc
lamation, declaring that the insurrection,
which has heretofore existed in the States
of Georgia, North Carolina, Virginia, Ten
nessee, Alabama, Louisiana, Arkansas, Mis
sisssppi, and Florida, is at an end and is
henceforth so to lo regarded.

Washington.
Washington, April I.— The Wisconsin
Assembly, by a vote of every Rapblieau
member but one, instructed their Senators
to vote for the Civil Rights Bill, notwith
standing the veto.
Rev. R. L Daskicll, of St. Paul’s M. K,
Church, Newark, N. J , was presented re
cently with 8300 by his congregation. His
wife received a boquet trimmed with fiye

OBITUARY.
Departed this life Dear WestoD, Ga., on Wednes
dav, the 21st Msreh, 1806, of cerebro-spinal me
ningitis, P. V. Perry, aged fitty-five years. He
joined ihe M. E. Church iu 1861,’and lived an ex
emplary member up to the time of his death. He
held in high regard the Wind oi God, and the
sacred truths of Christianity. Being naturally
diffident on th's sill jeer, he was not one of those
who seek to make the impression that they only
are walking in the ways ot ‘Christ: but his fidelity
to the cause and i i.tghtened confeiousness in eve
rything that he felt to be his duty prompted him
to be guided by that "singl- steady nirn” that
should ever characterize the followers of our bless
ed Savior ; and though, he. may not have made
that high profession that many do; yet having
been faithful in the honest performance of his
duty, he carried in his own mind to the Jordan of
Death the con-cionsness that he had tried to do
what was right iu the sight of his m aker, render
ing to every one his due, and diffusing as much
enjoyment i\e ! happiness as possible in bis little
sphere. His life ended in feliei-v, giving s:rong
encouragement to his family and friends to hope
that th-'v may again strike hands with him, where
the wicked cease from troubling ami lire wen j
