They must bo the sovereigns; ana those who are elected to office, and work for yearly salaries, nro their servants—never their masters. The people must regulate their own elections, and manage their own local affairs, or thero is no free government. If the people cannot conduct an elec tion withoat military interference on tho part of the central government, they are not tu-f-qorerning, and bare no longer a free government. For the suppression of mob violence the laws of each State pro vide. Tho police may act—tho sheriff may call out a large —the Governor may order ont a sufficient force of tho militia or citizen soldiery to suppress the mob. If a State is not capable of sup pressing domestic violenco by its own or ganized forces, the Legislature, or tho Governor iu its intermission, may call on tho President for help. Without such a call, ho has no right, under our system of free government, to interfere! But Congress has made a law, widely at variance with the spirit of free institu tions, providing that when the people vote for men to represent them in Con gress, the federal authorities, the reccp- ti:>u of votes, the returns, Ac.; and they may force the people to keep order!— They may employ Deputy Marshals, and tho United States standing army, and the navy, to keep tho people “orderly," ami to enforce the Congressional law which an unscrupulous party majority en acted, for tho prepetnation of their party power,—a law which interferes * '* .State and local elections. In passing this law the Radical party assumed that the people could not govern thruisdvez—WwA. wc hail no longer ft free government. They assumed that the I a rson who aro chosen by tho people, and hired by them at ajcarly salary of 35,000 rapacity, pie. U hen the people choose men to repre sent their interests, and pay them for their services, tho elections should be free. Thero should be no hired soldiery uronnd tho ballot-boxes, and men-of-war in tho posts, with threats from “ head quarters” to “regulate” people and bal lots. Under that arrangement free government ceases. It is ended the moment it is settled that the people incapable of self-government, and that the standing at tho order of the head servant of the people at Washington. Such a law 11roof, in itself, that Congress does not lieliove in tho people. But tho freemen themselves should decide this question. If, at tho ballot-boxes, they sustain the party that has placed hired soldiers over their voting places, they will vote of course that free government is a failure. Tbe'Tle- cision, unluckily for the Justices’robs them of half, at least, of tlicir pecuniary I glories, and a number of these worthies wore yesterday heard to say that they had lost their interest in the noble profession of the law, which doubtless, the ease is lx>th materially and mentally considered. —Atlanta Intelligencer. A Man Murdeked.—Every now and then we aro called upon to record the death of some good citizen at the hands of some worthless loafer. Will this mat ter of unprovoked bloodshed never cease, or shall thero bo in every issue of our daily papers that all startling paragraph, “a man murdered.” This man .unknown to us. and a stranger, was found brutally cut and mangled. From papers in his pockets, we learn his name was A. Sell, and it lias just been three years since he was killed out in New Mexico. The Columbus Enquirer gives the fol lowing account of a recent shooting scrape in Qaitmon county: The difficulty occurred about threo miles from Georgetown. Mr. Moses had gone ont with tho Sheriff to have a levy mado on Mr. James T. Flcwellen’s per sonal property, undei the execution ol Mr. D. H. Boedwin against Mr. Flewel- Ion. A wagon load of ootton waa levied on, and on the return Mr. Flewellen met Mr. Moses and the Sheriff, and required Mr. Moses to direct tho cotton returned. This ho refused to do. Mr. Flewellen then fired one shot at Mr. Moses while lie was in tho buggy. Mr. Moses in at tempting to get out of the boggy, fell down, and while down Mr. Flewellen shot liim in the left shoulder, and fired another shot at him when about five steps distant, but missed. By the time Mr. Moses.had got twenty steps he succeeded in getting Ids pistol and cocking it. Af ter waiting a moment be returned ' Mr. Flewellen’ but when about ten st distant, Mr. Flewellen stated he had .... more ammunition, and Mr. Moses re frained from firing. We learn the doc tor was unable to extract the ball, -and tbat on tbo next day Mr. Flewellen was arrested on a charge by Mr. Motes of an assault with Intent to murder, and that he waived n hearing and gave bond in llio sum of 31,000 to. appear at the Sn- jierior Court, in November, of Quitman county.
