these being bronze nfled breech-loaders.
Then there are about sixty mall G-pound
ers, mounted on peculiarly constructed
carriages, so as to attain a great dera
tion, and consequently an extreme range.
These are said to be able to throw a shell
r.,000 schinta, or nbout 5,500 yards, a
range which tho German officers seem to
consider enormous. Hut even the now
disparaged Armstrongs will easily throw
0,000 yards, or just doable the diston**©.
There are some twenty very old-fashioned
mortars of bronze, ouo of which is said
to have been cast in 1640! There are a
few new rifled steel mortars of new con
struction—later than 1640, that ia—which
cau throw a shell weighing 170 pounds.
I may add, in conclusion, that my unfa
vorable opinion of the Prussian siege is
.shared by Captain Hozier, of the British
uruiv. Many of the guns, notably some
of the heaviest, are naval guns, taken

shows that Count Bismarck and liis party

ut the Ministry of Foreign Allairs against
its infamous and slanderous course, but I
deem it my duty to take notice of and
communicate the facts to you. The rela
tions of the journals in question to Herr
von Bismarck are such that I feel quite
justified in believing tha! in these asper
sions to our cause it reflects his senti
nicnts.

The Message.—Gen. Grant’s message
to Congress is completed, and was read
to the Cabinet Tuesday last A leading
feature is said to be un earnest recom
mendation of a general amnesty to rebel
offenders, and a complete removal of all
disabilities imposed by the Fourteenth
Amendment. This is a step in advance
for Grunt, and now let him stick to it,
and not allow himself to bo driven from
his own good intentions again by tho

that the census of 1870 will show a slight
increaso over I860 iu tho negro popula
tion, notwithstanding ull tho extraordin
ary causes iu operation to produce op-

have but partially operated during the
pust decade. For nearly half tho time
negroes were iu a state of slavery and
duly cured for by their owners, while the
causes of declension are gathering force
us time advances. The census of 1880,
iu the opinion of close observers, will
show a decided falling oil* from that of
the present year.

died in Wilmington, N. C., on Monday
