pie, to the end that war, with all its blighting
consequences, may be avoided, but witho
surrendering any right or obligation due
us— ft reform in the treatment of Indians m
in tho whole civil service of the count*
nd, finally, in securing a pure, untrani-
nelod ballot, where every man entitled to

election, without fear of molestation, or pro
