Augusta Chronicle ami Sentinel, 91st. The Ineligible Electors. A reporter (A the Chronicle and Sentiue! conversed with Hon. T. M. Norwood United Slates senator from Georgia, in refer* nee to the political status yesterday. Reporter —What is your opinion about the Vermont and Oregon post masters who were on the republican electoral ticket? Mr. Norwood—-I am clearly of the opinion that the votes for them were so many votes thrown away. The lan'- guage of the constitution is plain. It says that no man shall be appointed to the position who holds an office of trust or profit under the United States The word appointed means elected, for the terms in this connection are inter changeable. Resigning the office of trust or profit afterwards makes no difference. The votes cast for the party thus ineligible are absolutely thrown away. Decisions upon this very point have been made by Judge Fields, in California, and by the su preme court in Oregon. The case of John Young Brown, who was elected representative from Kentucky before he had attained the age of twenty five, is cited as an instance on the other side, But the constitution says simply that no man shall be a re pres eentative who shall not have attained the age of twentysfivo years. It does not say that he shall not be elected to the position, for it has been decided that it is not an office—before he has attained to the age of twenty-five.— So John Young Brown simply sat down and waited until he was twenty five and then took his seat. The Vermont legislature'proposes, I uti" derstand, to pass an enabling act, so that the vacancy there can be filled. That legislature is Republican, and of course would elect a Hayes elector.— It the Vermont legislature can do this the Oregon legislature can pursue the same course. But the Oregon legislature is democratic, and would select a Tiluen elector. This, giving Hayes all that the Republicans now claim, would give Tildeu 185 and Hayes 184. Leaving out both, TiK den would still have a majority. I am perfectly satisfied that Mr. Tilden is elected, and will be inaugurated next March. If I was not I would be a miserable man.— Tobacco Smoking, The effects of tobacco smoking, as described by the Scientific American are discoloring ot the teeth by car bon, excitememeut of the salivary glands by the ammonia, headache and lassitude from the cabouic acid, dis ease of the heart from the carbonic oxide, nausia from the bitter extiact, and a tainting of the breath by the volatile einpyreumatio substance. The system may become used to these thiugs, yet is made liable to consump tion, nervous exhaustion, paralysis and ailments. To sum up the evils. ‘Ef fects on individuals likewise affect communities, these in turn influence the nation. No person that smokes Can be in perfect health, and an im perfect organism cannot re produce a perfect one. Therefore it is logical O to conclude that, were smoking the practice cf every individual of a na tion, then that people would degener ate into a physically inferior race.’ It is said at Washington that Ore gou is now held back to see what the administration intend to do in the South. The State organization Democratic, and it may be possible that if the Republicans begin the game of counting in that they may be matched at it. I his is one of the cur rent suggestions by men who do not talk upon the street corners, but are espeoia.ly well informed of all move ments made upon the great political chessboard. There is not, says the Mobile Register, a single Democratic leader who does not repel the idea that Oregon could be held back for an y such purposes, but all think that the game of baud is to be played, the Democracy will not see itself beaten when it is sure of its hand, and, upon the principle that all is fair in war, will chaige boldly ahead to assume the reins of the government.
