The Middle Cherokee Association, at Raccoon church in this county, was attended by an immense concourse of people, on Sunday last, we learn. Bartow Superior Court, Ist week, fall term, is now in session in this city. Judge McCutcheon, presiding. Business progressing rapidly. Crim inal docket not yet taken up. It will be seen from their card in another column, that John W. Wof ford and Thos. W. Milner have asso ciated themselves together in the practice of the law. A strong team, that. Owing to the fact that the Superior Court is now in session in this place, it is thought advisable for the Con gressional and Senatorial Sonven tions which are appointed to assem ble here to-day, (Thursday,) to meet in the City Hall. Hon. Dawson A. Walker, radical candidate for Govornor of this State, addressed the people here on Monday noon last. Guess he will hear it thunder in less than twenty-four hours from this writing. Several of our merchants have gone North after goods. The prospectus of the Cherokee Geor gian, anew 28 column paper soon to be published in Cedartown, Polk co., Ga., by G. A. Fink, editor and pro prietor, at $2 per annum, is being circulated for subscribers. The cheapest place to buy your Goods is Howard 4 ltamsaur’s. It. We invite attention to our new city charter, to be found in another col umn of this paper. Several obituaries and communica tions are unavoidably crowded out of this issue. They will appear in their turn. A large concourse of our citizens turned out to pay the last sad tribute to the memory of Capt. John J. Jones, who departed this life, in great peace, on Wednesday night of last week, at the Methodist Church in this place, on Friday morning last, at which time and place his funeral was preach ed by Rev. Dr. Felton. He died at his residence, in this place, of that fell disease, Consumption, surrounded by many sympathising friends, who re joiced to witness such a triumphant death. For him death had no ter rors—he had his lamps trimmed and burning, when the master called lor him. Obituary next week. MULES ! MULES !! MULES !!! On or about the first day of October proximo, Mr. R. Wait for these mules and buy a bargain both in price and qual ity. sept 4-wlm ETOWAH DRAGOONS. Thre will be, on Friday, the 4th day of October, during Fair Week, commencing at 2 o’clock, P. M., a Contention, by the Company, for four prizes—a Saddle, a pair of Silver Spurs, a Bridle, and Saddle Cloth.— The most successful trooper will also be given a white plume, to be worn by him on parade, until won from him at some future Contention, when it shall be delivered over to the most successful trooper at that time. The company will drill again on next Saturday afternoon. Company to meet in front of Roberta 4 Tum lin’s stables, at 3 o’clock, and proceed to Fair Grounds. By order of Capt. Young. The parade on last Saturday after noon, we are informed, was a hand some affair. Cartersville Hook and Ladder Com pany No. 1 now numbers over sixty members. They meet again in the City Hall, on next Friday night. Messrs. P. Marsh A Cos. have mov ed their stock of Crockery, Glassware, Oils and Lamps, into their new and beautiful store-room just above the Planters’ A Miners’ Bank, where they will be happy to have friends, pat rons, and public generally to visit and trade with them, and see them in their new quarters. A Cheap Fence.— One of the heaviest items of expense to tillers of the soil is fencing, and everything that will lessen that expense is a blessing to the farmer. There is per haps no lawful fence in the country so cheap, and at the same time so good, as that of the State of lowa, which, in all countries where the le gal voters have determined that >heep and hogs shall not run at large, only requires three six-inch plank, substantially fastened, the bottom one not more than twenty inches, nor less than sixteen from the ground, and the top of the fence shall tie four and a half feet in height. This is assuredly a cheap and good fence for common stock, sheep and hogs excepted. By fastening those planks with upright slats, one at «ich end, and one in the middle, you can have them in panels of any de sired length, about twelve feet is oest; then by using the post of the Combination Portable -Fence, the panels can be held firmly in place, and you can move your fence when ever you choose. Less than thirty feet of lumber will make both post aud panel, with five cents worth of nails and wire. A common farmer that can use saw and hammer am make fifteen or twenty panels a day. Plank only four or five inches wide will make a good fence, and still cheaper. Look at various samples of this fence, of five inch plank, a few rods west of the depot at Cartersville, Ga. Os some clever tax-payer We’ll now make a Mayor, And elect for our city several daddies, Who’ll do justice to all, Both the great and the small, Whether they be Democrats, noth ing, or Baddies. Each side-walk and street Shall be made so complete As no longer to be rough, rooty, or risky; And we’ ll bring from the mountain, Os water, a fountain, To take the place of our mean whisky. And we’ll build us a College, Dedicated to knowledge, That our sons and our daughters may be witty; And mechanics, well-skilled, Manufactories shall build, All ’round and about our fair city. Railroads shall abound, From the centre all round, That the country a market may find; And our merchants and lawyers, And mr doctors and sawyers Shall ail be trusty and kind. The Standard 4 Express Then will be taken, we guess, By thousands in summer and winter; Money will be flush, And the people will rush To our office, to pay up the printer! B. A Fight, which came near result ing seriously, occurred in the South western portion of our city, on last Sabbath morning, between Berry Denmoo and Jack Johnson, both col ored citizens. It appears that Jack way-laid Berry, and struck him as he passed with a knife, barely marking his neck, evidently intending to cut the jugular vein, whereupon Berry dealt several blows with a heavy stick, beating his head to a jelly. This business looks Ku-Kluxy, and ought to be stopped. B. THE FACTORY MEETING AND BARBECUE AT CHEROKEE MILLS. Pursuant to a previous notice, a large number of the citizens of Cher okee, Bartow and Cobb, met on Mon day last, the 2d inst., at Gen’l S. M. McConnell’s mills, for the purpose o organizing a manufacturing company recently chartered by the Legislature, under the name of the “ Joe Brown Manufacturing Company.” On mo tion Wm. Grisham, Esqr., was called to the chair, and Capt. Smith Lemon requested to act as secretary. The object of the meeting was explainer, by Gen’l P. M. B. Young, to be tt solicit subscriptions. * On motion the books w r ere opene< and a committee appointed to takt the names of the stockholders aim amounts subscribed. The stock taken amounted to $10,900. It is to be hoped that a sufficient amount of money will be raised soot to carry out this important which promises to do so much for the whole country. Immediately after the adjournment of the meeting, Gen’l Young address ed the large audience for a short time in a very forcible, argumentative am impressive manner. Gen’l Young it the man for Cherokee. After tin General’s’speech, came theJßarbecue. There was plenty and to spare of nic< beef, pork, mutton and kid. Every thing passed off pleasantly. Aftei dinner; the Rev. Mr. Easell, a Bap tist minister from Spartenburg S. C., addressed the people in a very inte resting manner on the siutuation in S. C. He ably vindicated his people who are charged as Ku-Klux, and ex posed the meanness of their persecu tors. Mr. E. had been in jail him self, because he sympathized with his down trodden neighbors. B. CAPT. H. PADGETT. The above excellent and enterpris ing citizen has bought a nice little farm on the Douthitt’s Ferry road, one mile from the Court House, and is erecting upon it a nice and comfort able residence for liis own use. We are truly glad that Capt. P. is locating so near us, for we regard him as one of the very best men in our little city. B. Symptoms.— Slight pain in the side, the skin and eye assume a thick yel low coat, digestion is impaired, an unpleasant sinking sensation at the pit of the stomach is experienced, tht bowels are irregular, the mind fretful, the memory weakened, sometimes a slight cough, coldness of the hands and feet, sometimes loss of appetite and at others unnatural craving for food, dizziness of the head, depressed spirits, feeling of uncertainty, of hav ing left something undone, but can’t tell what it is. The General Assembly of the State of Geor gia DO ENACT, Section Ist. Be it further enacted. That the 'Present town of Cartersville, in the County of Bartow, shall be, and it is hereby incorpora ted as a city, and shall be known as the Citv oi Cartersville. Section Id. And be it further enacted. The corporate powers of said city shall be rested in a mayor and aldermen, who shall be elected on the second Wednesday of September next, ant the second Wednesday of September of each ear thereafter, »Dd shall hold their offices for ine year, and until their successor- are elected md qualified, and all persons resident within *he corporate limits of said city who are quali fied to vote tor members of the General Assem bly shall be entitled to vote at said election. section 3d. Be it further enacted. That the present board of Commissioners shall appoint two or more citizens of said citv to preside over and conduct the first election under this Act and for all subsequent elections in said city he mayor and aldermen shall appoint two or more citizens of said city to preside over and • induct the elections, and the persons so presi lmg at any electio ■» shall publicly declare the result of any elections held by them, and cer tify the result to the authorities appointing them, and shall give their certificates of elec ion to the persons elected, and the persons Hving the highest number of votes shall be en tiled to such certificates. '•ection 4th. And be it further enacted. That -aid mayor and aldermen before entering on •lie duties of their respective offices, shall takt m oath well and truly to discharge the duties >f the offices to which thee have been elected, w hich oath shall be administered to them by iny officer of this State authorized to adminis ter oaths. Section sth. And be it furtherenacted, That said mayor and aldermen shall each of them be ex-officlo Justice of the Peace, within the cor porate limits of said city, so far as to authorize them, and each of them to issue warrants for offenses committed within the limits ot said ;itv, against the laws of said city and said state, and bail and commit offenders according to law, and all warrants issued by either of them shall be directed to the marshal of said city, and all and singular the sheriffs and con stables of this State, and it shall be the duty ot »aidofficers faithfully and promptly to execute -aid warrants, and said marshal shall have the -ame authority to execute warrants within the limits of said city as now belongs to the office of sheriffs. Section 6th. Be it further enacted, That said mayor and aldermen shall have power to re move nuisances, whether the same be in the -treets or on the lots of individuals or incorpo • ate companies or institutions, to remove ob structions upon the public streets, to build a market house, and to establish a market, and o pass such ordinances in relation thereto as they may deem proper, to license billiard to lies and ten pin alleys, livery stables and eat ,ng saloons upon such terms as they mav deem proper, and to suppress or renew the same when they shall deem it proper, and to punish by fine or imprisonment, or noth, at their dis rction, all persons who shall have or keep the • ame for public use or amusement, without irst obtaining license. Said mayor aud alder men shall have the sole aud exclusive right of granting licenses to retail spirituous or fer mented liquors of every kind and sort within the limits of said city, and of fixing the rate of -uch licenses, and the terms upon which they -hall issue, and of punishing, by fine or impris onment, or both, all persons who shall retail -pirituous or fermented liquors within the lim .ts of said city without first obtaining license. Section 7th. And be it further enacted. That said mayor and aldermen shall have power to tax or license, or both, all Insurance, Banking ir Railroad Companies, and their Agents, do ing business within said city, and all persons oracticing law, medicine, dentistry, and all persons carrying on business of ambrotyping ir picture making in any of its branches, and to prescribe and enforce such penaities as they .hall deem proper for failure to comply with •.heir regulations relating to either kind of bus iness. Section Bth. Said mayor, or in his absence, my one or more of the aldermen may, at time, aoitl a Court for the trial of olTen<lers against he laws and ordinances of said city, and may punish lor any violation of either, by fine not exceeding one hundred dollars, or by impris onment not exceeding ninety days, or both. Section 9th. Said mavor and aldermen shall ,e a body corporate, and as such, they and tueir successors may be sued aud sue, plead and be impleaded, and hold real aud personal es ite tor the use of the said city, and to sell and iispose of the same, and to borrow money and •untract for city improvements and repairs. Section 10th. If vacancies shall occur iu the Board the same shall be filled by an election or dered by the remaining members of the Board, md the person* so elected shall hold office as ong as his predecessor, or would have held the ame if said vacancy had not occurred. Section 11th. Said mayor and aldermen shall •ave power topass all laws amlordinances that hey may consider necessan to the Peace and irder, health prosperity, comfort and security of -•id city, and the citizens thereof, notinconsis ent with the constitution and laws of this fate and the? Be it further enacted, In addi iou to the power ot taxation already conferred u the Commissioners of the town of Carters die, and said city, said mayor and aldermen ay assess, levy and collect iu such way, mode “i manner, by assessors or otherwise, a tax ,! all notes, accouuts, claims and evidences of elit held, possessed, kept or owned within the orporate limits of said city, ami the tax so as sessed on all other kinds of property, both real, personal and mixed, shall not exceed 1 per ct. per annum. Section 13th. Be it further enacted, Said mayor and aldermen shall have power to or mize and equip such lire department as they aay deem necessary, and also to provide asuf .cient supply oi water for -aid cit\, in such vuy and manner as they shall deem‘for the in ..erest oi said city, and to levy aud collect in uanner already authorized lor such taxes as nay be proper for such purposes. Section 14th. Be it further enacted, Said aay or aud aldermen may subscribe to the cap -al stock of a Railroad, to be built from said ity to, or in the direction of the State line, • ear Duektown, and also a railroad to be built tom said city to Gainesville, in said State, uch amounts as they deem for the interest of -aid city, not to exceed in the aggregate Two tundred and Fifty Thousand (*250,000,) dollars, iud to borrow money and issue bonds to meet -aid subscriptions, and to assess, levy and col ect (as authorized by the laws governing said ■-•ity) a sufficient tax to meet their engagements oo pay the interest on any bonds they may is • ue, and to provide for the redemption of their muds and obligations at maturity,-aud may in ike manner aid in the building up and endow ment of such schools and institutions of learn ng as they may think proper, not to exceed in he aggregate Thirty Thousand ($30,0.0,) but no Money shall be borrowed or bonds issued for ,-ither of said pursoses until the questions of lorrowing money or issuing bonds for said pur poses shall be submitted to a vote of the people of said city, in an election to be had for that purpose, after giving twenty days notice of • aid election, and the particular matter to be voted on; and it shall require a majority of all the votes cast to authorize the said borrowing of money, or the issuing of said bonds. Section 15th. Be it further enacted. The present Commissioners of said town shall lay iff and divide said city into four wards,’ and -ach ward shall be entitled to two aldermen, al l of whom, and as well the mayor of said city, to be elected by general tickets. All voters vo ing for such candidates not exceeding eight aldermen and a mayor, as they desire. Section 16th. Be it further enacted. Said Commissioners shall have power and authority to require as precedent to the right to vote at the first election under this Act, and said may or and aldermen shall have power anil author ity to require as precedent to the right to vote at any and all subsequent elections in said city, a registration of all persons entitled to vote in said city, and to prescribe such rules and reg ulations for such registry as they may deem advisable, and no person not registered in ac cordance with such rules and regulations shall be allowed to vote in said elections, provided -uch rules are not in conflict with the Constitu tion and Laws of Georgia. Section 17th. Be it further enacted, A ma jority in number of said mayor and aldermen shall constitute a quorum, and in the absence of the mayor a quorum shall elect one of their number to preside as mayor, pro tem.
