The fence queatiou has long been agitated iu agricultural periodicals and by State Leg.slaturcs. That it ia a matter of great importance can not be denied. The great mistake seems to be that fences are built to kssp out, instead of keeping ia stock. In several States a change ia this re spect has lately been made by law. Iu these Stales the penalty of paying damages where cattle arc killed by railroad trains is cast upon the own ers of the iunmalg instead of upon the eornpaniet- The reason given fur this change in the law is very sensible, t!?.: that railroad companies and the trav elling public suflfr far more by the detentiun of and injury to trains by the running over and collision with cattle on the track than the farmers do by the loss of the stock. Nor, say the framers of the law, is this all, for human life itself is endangered by cat tle being suffered to wander about up on railroad tracks upon which trains, loaded with passengers, are constant ly running. The Atlanta Plantation, for Decem ber, prints a valuable article on the Fence Question, from the pen of Rev. C. W. Howard. Mr. Howard, in Oc tober last, addressed certain inquiries to the Presidents of the several rail ways in Georgia upon the amount of their losses under the head of stock killed. The answers disclose the fact, that the anuuul reclamations from these roads, by owners of stock run ning at large, aggregate to about sev enty thousand doUart / To this amount is to be added losses from accidents to the trains in run ning over them, und the injuries sus tained by passengers und train officers aud bauds. Mr. Howard sums up his long and able article as follows: The evil effect of the present fence law may be thus summed up: 1. it causes a liazzard of human fife upon our railroad*. 2. it impedes business, by impeding the speed of railroad trains. 8. It imposes a tax of more than |IOU ,000 annually upon the railroads, and through them upon the people of Georgia, who, iu tho end pay it. 4. It causes a large area us land in the older counties to be thrown out, to glow up in briers aud useless bush es. In those counties there is not timber enough to refence the planta- Uotis, and whore there is, the negroes will not split the rails. % 5. It thus greatly diminishes the iaxubhi property of the State, inas luuoh as thousands of acres of land Low us Icbs would be brought into protitnl le cultivation, if it were not for the necessity of refencing them. t». The fence tax which tho land holder pays ia ten-fold the amount of all tho other taxes pnid by him. 7. Tho moral effect of the present lance law is bad, its it promotes ani mosities and litigaliou among tho neighbors from the necessarily imper fect w yiu which it is carried out. A lawful fence is of rare occurrence iu the older counties. 8. The repeal of the fence law would liberate an incredible amount of life and onmgy among Dimers from the deprossiou caused by their inabilaty to work their own lands from want of brnoing material. 9. \V bile tho number of our live st >ck might bo diminished by tho re peal of the fence law, (though that is problematical) its character aud value would be improved. It is almost im possible to improve live stock where inferior male cattle, hogs or sheep run at large. A trilling animal may be turned out to live or die as it may hap pen; but it is only a valuable animal of its kiud that the farmer would take the pains to keep iu an inclosed pas ture. 10. One of the most rapid, and at the Bame time economical methods of improving land, is to allow its natur al growth to fall upon it and decay. Under the existing fence law, when n pieee of ground is turned out it bc ennee the grazing ground for the neighborhood. Every valuable plant i* eaten out; the grasses are killed and it becomes occupied by useless bushes, which impoverish rather than c.u ic!i the soil. This grazing is legal ized tiioft upon the property of the Giul-holder. 11. The existing fence law is un constitutional, as it etubarasses the property-holder in the peacable use of Lis own property. These eleven points are capable of abundant argument and illustration. Th#y are presented in this explicit fosxn to be amplified by others. The writer does not protend to of fer a law which shall fully meet the emergency. The subject is not with out difficulties. No law can be fram ed which will not bear hardly upon some persou. But we certainly have leg id minds who can devise some means by which the present intolera ble burden may be lightened. The fenco law, so far as it relates to the railroads, we are informed by Major Screven, was made the subject of a printed report to the Legislature in 1869. A bill passed the last Leg islature granting oertain privileges to several countios, which was the begin ning of legislation in the right direc tion, but which is said to be defective in its dstails and limited in its scope. Tue writer-, thus far, has beou unable to procure a copy of either the report Or the bill. As the proprietors of the Plantation are within easy reach of these documents, they would do good by the publication of both of them. Practically, this fencing in the stock and turning out tho crops is found to work well. In largo pardons of the European oontineut, this is the prac tice. In fact, it would be impossible to fence in the crops. A fence law like our own would depopulate a large portion of Europe, as it must before long depopulate the older portions of Georgia. As this is a subject of common im portance to tho railroads and to the land holders, and as theso are the two commanding interests of the State, the writer ventures, respectfully, to sug gest a conference between the author . ities of the State Agricultural Society | and the railroads. Such a conference - might result iu the framing of n bill which would be acceptable to the Leg islature and relieve the people from i the burdens of the present fence law-. C. W. For Suppression, a large dose should be taken, as it produces the desired effect by sym pathy. Asa Dinner Pill, take one or two Villa to promote digestion and relieve the stomach. An occasional dose stimulates the stomach ami bowels, restores the appetite, and invigorates the system. Hence it is often advantageous where no serious derangement exists.
