THURSDAY. : penal to the Times. Washington, July 31. The New York Fire Zouaves have been in in subordination ever since the retreat, and have revolted. On Saturday a regiment was ordered i.ut to restrain them nine of them are in jail for an attempt to desert. Cept. Weller, aid to Gen. Tyler, regular Lieut. Gorton and Col. Keys, are missing. The present chief clerk, Coi, of the Navy De partment, has been appointed Assistant Secre tary. Lincoln declines to auawer why the Baltimore Police Commissioners were arrested. The direct tax includes three per eeut. on in come, five cents on distilled and two per cent, on fermented liquors. All Democrats and Northern men opposed tlio bill. It passed by 17 majority. Cox proposed a Peace proposition in the House and there was only 42 vote* in favor of it, in cluding Cox, Webb, Morris, Nugent, Pendleton, Vallandigbam, White of Ohio, Cravens, Hol man, Lane, Voorheea of Indiana, Logan, Rich ardson and Robinson of 111. The Senate adopted the amendment to the Tariff Bill to increase the present Tariff ten per cent and a charge of ten per cent, on the present free list—seven negatives. The House passed a bill appropriating one and a quarter millions of dollars for twelve light druaght swift steamers. The Sapate bill prohibiting the sale > iTulnxi eating liquors. Passed. The House has passed u bill modifying the Hub Treasury so u to admit of receipts other than gold and silver, very little of which is left, and that little will boon be swallowed up by this modification. Rumor says that Gen. Wool is to succeed But ler. The recent heavy rains have swollen the Potomac, rendering the fords very difficult. Sixteen officers of the Garibaldi Guards have gone home. Washington, Aug. 2. Prince Napoleon is the guest of the French Minister: The Henate passed u resolution striding arms to loyal citizens in Delaware. Bills relating to fortifications and prohibiting (logging in the navy, parsed. Also House bill appointing additional aide-camps and appropriat ing 100,0UU dollars to purchase navy ordinance. Conference committee on tax and tariff have been in session 24 hours, and are getting up a general bill which coven the entire ground. The Herald suspeots the army of tho Potomac will not be kept long idle. Its organization pro ceeds with great rapidity. McClellan will doubt less strike as soon rs ready, regardless of tho weather. Julius Bing, a naturalized Rngl shman, caj tured at Bull Run, returned via Richmond to Matthias Point, he wauted to coma via Center ville, but it was thought unsafe. Bing was a spectator. Louisville, Aug. 2. The St. Louis Democrat says eight boats with 8,000 troops will leave on Wednesday (we sup pose the 2lit) for Capo Girardeau.
