do hereby, issue this, my proclamation, charging
and commanding tlm suid Sheriffs, and each and
every other civil officer in every county in this
State, to Bee to It that tho Uvea and property of
all citizens, and tho pcaOu of tho community, are
preserved, ami that all persons aro protected in
