AN ACT to provide for the organization of Army
Corps.
The Congress of the Confederate States of
America do enact, That the sixth section of the
Act to provide for the public defence approved
March tith, 1662, be so amendtd as to authorize
the President to organize Divisions of the Provis
ional Army of the Confederate States into arniy
Corps, and by and with the advice and consent of
the Senate, to appoint officers to the command
thereof.

AN ACT for the relief of John Hunter, Collector
of customs and agent of the Marine hospital at
the Port of Natchez Mississippi.
Tho Congress of the Confederate States of
America do enact. That the Secretary of the Treas
ury is hereby authorized to audit the account of
John Hunter, Collector of Customs at the Port of
Natchez, Mississippi, for money expended by him
subsequent to the 3()th of April, 1861, on account
of the Marine Hospital at that place, and allow
so much thereof as may be shown to have been ex

Sec. 2. Each court shall have power to adopt ■
rules for conducting business and for the trial of
causes, and to enforce the rules adopted, and to '
punisii for contempt, and to regulate the taking i
of evidence, and to secure the attendance ot wit
nesses. and to enforce and execute its orders,
sentences, and judgments, as in cases of courts
martial.
Sec. 4. The jurisdiction of each court shall ex- :
tend to all officers now cognizable by courts mar- j
tial under the rules and articles of war and the I
customs of war, and also to all offences deliued as I
crimes by the laws of the Confederate States or I
of the several States, and when beyond the terri- 1
torfof the Confederate States, to all cases of mur
der, manslaughter, arson, rape robbery and larce- j
ny, as defined by the common law, when commit- j
ted by any private or officer in the army of the j
Confederate State, against any other private or |
officer in the army, or against the propeity or per
son of any citizen or other person within the ar
my: Provided, Said courts shall not have juris
diction of offenders above the grade of Colonel.
For offences coguizable by courts martial the court -
shall, oti convictiou, inflict the penalty prescribed
by the rules and articles of war, and in the man
tier and mode therein mentioned; and for offenses ;
not punishable by the rules and articles ot war,
but punishable by the laws of the Confederate j
States, said court shall inflict the penalties pre- ;
scribed by the laws of the Confederate States;
and for offences against which penalties are not
prescribed by the rules aud articles of war, nor by
the laws of the Confederate States, but for which
penalties are prescribed by the laws of a State,
said court shall inflict the punishment prescribed
by the laws of the State in which tho offence was j
committed: Provided. That in cases in which, by j

AN ACT to authorize the establishment of camps
of instruction and tite appointment of officers
to command the same.
The Congress of the Confederate States of
America do enact. That the President be and lie
is hereby authorized to establish camps of instruc-
tion for peisons enrolled tor military service, at
such places and m such numbers m tlie several
Slates as be may deem necessary, and to appoint
by and with the advice and consent of the Senate,
officers in tfie Piovisional Army with the rank
and pay ot Major, to superintend and command
the same.

AN ACT to refund to the State of Louisiana the
excess of the War Tax overpaid by her.
The Congress of the Confederate States of
America do enact. That the sum of seventy thou
sand dollars be. and the same is hereby appropria
ted out ot any money in the Treasury not other
wise appropriated, to bo paid to the State of Lou
isiana, the same being the estiniati d excess of tbe
war tax over paid by her, the said payment to be
made to the Governor of the State oi Louisiana or
his authorized agent, subject to a final adjustment
whenever the assessments aud returns ot tbe war
tax for said State shall be completed-

AN ACT to organ ze mithary courts to attend the
Army of the Coi-.tcdoiate States in the field and
to define tbe pow eis ol said courts.
The Congress of the Confederate States ol
America do euact. That courts shall be organized
to he know n as military courts, one to attend
each army corps in the field, under the diiectiun
of the Pri sim n: Each court shall consist of
three members, two of whom shall constitute a
quorum, and each member shall he entitled to the
ra..k and pay <•) a colonel ot cavalry , and shall be
appointed by the Piesident. by ai d with the ad
vice ai d consent of ’be Senate, aud shall holj his
office duting the war, unless the court shall be
touip r Mtionshed by Congress. For each court
there shall be one J edge Advoc ate, to be appoint
ed by the President, by aud with the advice and
consent of tho Senate, with the rank and pay of a
captain of cavalry, whose duty shall be as pre
scribed by the rules and articles of war, except as
eulargcdjor modifi -d by the purposes and provis
ions of this act, aud who shall also hold hi-, office
during the war. unless the court shall be sooner
abolished by Congress; anil in case of the absence
or disability of ihe Judge Advocate, upon the ap
plication of the court, the commander of the army
corps to which such court is attached may appoint
or detail an officer to perform the duf'es of Judge
Advocate during such absence or disability, or
until the vacaucy, if any, shall he filled by the
President.
8ec. 2 Each conrt shall have the right to ap
point a Provost Marshal to attend its sittings and
execute the orders of the court, with the rank and
pay of a captain of cavalry; and also a clerk who
shall have a salary ot one hundred and twenty-
five dollars per month, who shall keep the recoids
of the proceediugs of the court, and shall reduce
to writing the substance of tbe evidence in each
case and file the same iu court. The provost
marshal and the clerk shall hold their offices du
ring the pleasure of the court. Each member and
officer of the court shall take an oath well and
truly to discharge the duties of his office to the
best of his skill and ability, without fear, favor or
