After more than two years of a war- j L as t Friday, at midnight, a citizen of fare scarcely equalled in the number, I this place by the name of Mr. Chain magnitude and fearful cartiYige of it| battles ; a warfare in whiqji your cour age auiNbrtitude have illustrated your coMfitry and attracted not only grati- at h»nre, but Gdmirlftiou abroad, your eueyiies continue a struggle in our finat triumph must be inevi table. Uiiduly elated with their recent successes, they imagine that tempora ry reverses can quell your spirit or siiake your determination, and they are now gathering heavy masses lor a gen eral invasion in the vain hope that by a desperate effort success may at length be.reached. You know too well, my .countrymen, what they .mean by success. Their malignant rage aims at nothing less than the extermination of yourselves, vour wives, and children. •They seek to destroy what they cannot plunder. They propose as the spoils of victory that your homes shall lie partitioned among the wretches whose atrocious cruelties have stamped infamy on their Government. They design to incite servile insurrection and light the (ires of incendiarism whenever they can reach your homes, and they debauch the inferior race, hitherto docile and contented, by promising indulgence of the vilest passions as the price of treach ery. Conscious of their inability to prevail by legitimate warfare, not dar ing to make peace lest they should be hurled from their seats of power, the men who now rule in Washington re fuse even to confer on the subject of putting an end to outrages which dis grace our age, or to listen to a stigges- tion’for conducting the war according to the usages of civilization. • Fellow-citizens, no alternative is left you but victory, or subjugation-, sla very and Ihe utter ruin of yourselves, your families and your country. The victory is within your reach. You need but stretch forth your hands to •grasp it. For this, and all that is ne cessary is, that those who are called to the field by every motive that can move the human hejrt, should promptly re pair to the post of duty, should stand by their comrades now in front of the foe, and thus so strengthen the armies of the Confederacy as to ensure success. The men now absent from their "posts would, if present in the field, suffice to create numerical equality between our force and that of the invaders—and when, with any approach to such equality, have we faded to be victori ous '/ I believe that but few of those absent are actuated by unwillingness to serve their country : but that many j have found it difficult to resist the temptation of a visit to their homes and the loved ones from whom they have been so long separated ; that oth ers have left for temporary attention to their affairs with the intention of re turning, and then have shrunk from the consequences of their violation of duty ; that others again have left their posts from mere restlessness and desire of change, each quieting the upbrftiil- ings of his conscience, by persuading himself that his individual services could have no influence on the general result. Thesafand other causes (although far less disgraceful than the desire to avoid danger, or to escape from the sacrifices required by patriotism,) are, neverthe less, grievous faults, and place the cause of our beloved country, and of everything we hold dear, in imminent per!!. I repeat that the men who now ow%duty to their country, who hav* been called out and have not yet re ported for duty, or who have absented themselves from their posts, are suffi cient in number to secure us victory in .the struggle now impending. 1 call on you then, my countrymen, to hasten to your camps, in obedience to the dictates of honor and of duty, and summon those who have absented themselves without leave, or who have remained absent beyond the period al lowed by their furloughs, to repair without delay to their respective com mand*, and I do hereby declare that I grant a general pardon and amnesty to all officers and men within the Con federacy, now absent without leave, who shall, with the least possible de lay, return to their proper posts of du ty, but no excuse wili be received for any delay beyond twenty days after the first publication of this proclamation in the State in which the absentee in°- be at the date of the publication. Tills amnesty and pardon shall extend to all who have been accused, or who have been convicted and are undergoing sen tence for absence without leave, or de sertion, excepting only those who have been twice convicted of desertion. Finally, I conjure my countrywo men—the wives, mothers, sisters and daughters of the Confederacy—to use their all-powerful influence in aid of this call, to add one crowning sacrifice to those which their patriotism has so freely and constantly offered on their country’s altar, and to take care that who owe service in the held shall be sheltered at home from the disgrace of having deserted their Juty to their families, to their country, and to their God. One of the supposed perpetra tors of the deed was arrested next morn ing, but there was then no very satis factory evidence of his participation in the crime. During the day, however, a female stranger, whose appearance excited suspicion, was followed to a hotel in the city, where she was arres ted with a male companion, her bag gage searched, and part of Chain’s mon ey and his pistol, with some important papers, were discovered. This led to the arrest of three other men, all strag glers. They were committed to the guard-house, where their behavior was so recklessly defiant as to excite the highest degree of indignation in the community. They claimed to belong to an extensive and well-organized gang of marauders, who would visit vengeance upon the city and the offi cers for the treatment they had receiv ed. They talked of “ marked men” to be murdered, and marked buildings to be burned. Under the excitement naturally en kindled by such discourse, there were on Sunday and yesterday some move ments which threatened Summary vio lence. But a guard was put around the lock up, and the prisoners were brought out for examination yesterday afternoon. Judge Lochrane addressed the crowd in the Court House in an impressive denunciation of mob vio lence, and signed an order for .the com mitment of the prisoners to the Peni tentiary for safe-keeping in event the examining court should decide to hold them. The examination wasjust com mencing as we left the Court room at four o’clock in the afternoon. Justices Wood, Wyche and Burnett on the bench. W. K. deGraft’enreid, Esq., was prosecuting attorney. The evi dence is such, we learn, as to leave no doubt that the parties will be on their way to Milledgeville by the evening train. There is as little, that they have been pursuing a career.of crime and mischief fipm Macon to Mobile, for some time past. They are all stran gers. and of a class of whom names af ford little identification. Later—A Full Confession.—We learn that during the examination, one of the parties anxious to screen him self at the expense of the others, made a confession in regard to the robbery of Chain j which provoked a free unbur- theningall round, in which the partic ulars of the outrage were made mani fest. The parties, by their own account, had been in towa for various lengths of time, from two to five weeks. They came here from Atlanta—became hard up for money, and one of them having setm Chain lull handed, and knowing his route home at night, proposed the expedient of waylaying and robbing him. Three of the number executed the deed—arming themselves with brick bats and a knotty club for the purpose. The attack was to have taken place on Thursday night, but Chain’s move ments did not admit of it. They as saulted him on Friday, and divided the spoils equally among the five. Noth ing was dieted from the persons in re spect to their previous history. They were bound over in the sum of $20,000 each, and in default were all sent to the penitentiary for safe-keeping. We hope some important discoveries may grow out of this affair.—Telegraph, 5th. She Florida and her ICoble Command er, Capt. DCaffit. We have been favored, says the Fay etteville Observer, with the sight of a letter from Capt. J. N. Maffitfr, of the Confederate steamer Florida, to his children in this place. It is dated “Pernambuco, Brazil, May 13, 1803.” The letter is a mpdel of beauty in ex pressions of affection for his children, but we have no right to copy that part. The following extracts are of general interest. “•I am very well, and very, very bu sy. Last night I saw a gentleman,who, ten days ago, dined on board the Ala bama with Eugene ; he was then very well, and In high spirits, having just received letters from you all, at home, by an English bark. “ I feel happy to tell you that the F!oi ida has been doing a* fierce busi ness ; up to the 11th she lias destroyed $9,700,000 of Yankee commerce, and eluded thirteen Federal men-of-war sent to destroy her and the Alabama. “The Florida and Alabama destroy ed ten of the enemy’s largest vessels, April 22d, within sixty miles of each other, but up to -May 13th have not met. Regards fo Air. TIa]«. and ask him please mention (as it may quiet much anxiety,) that up to this date all are well on both vessels. I cannot write what my plans are— the duty is very terrible upon one’s mental and physical ability; but I am doing all in my power for the benefit of the Confederacy. Dare not write more. I embrace you all, my dear children. May God bless you, and ere long unite us in peace and prosperity.” Colored Incident. It is well known that the Yankees kept Yankee faith (which beats the ancient Punic faith higher than a kite) with the officers of the Vicksburg garrison respecting their servants, but Sainbo was occasionally more than a match for them. The servants of Col. Harrison and Lt. Col. Banks, 43d Mississippi, being disposed, after having been kept iu close quarters so long, to see a little of the world, told their captors most woeful stories of how their masters had threatened to cut their July 3, 1863.
