EDUCATION OF DISABLED SOLDJLEKS.
An important Senate bill, providing for sup-
plving teachers for tire education of disabled
soldiers, was passed by the House with an
amendment. This bill, as passed by the House,
provides that any indigent, maimed soldier, of
the .State, under the age of thirty years, may
he educated at the State University, or other
colleges, or schools taught by graduates. The
State is to pay all expenses, provided the
amount should not exceed three hundred 3ol-

The House also passed the Senate bill regu
lating the manner of convicts laboring on jmb-
lic works. This bill, as stated in oiie of my
former letters, authorizes and requires the Infe
rior Courts of the several counties to provide
for employing the convicts sentenced to labor
upon the public works. I,believe that I have
given in a former letter the most important
provisions of the bill.

madness on their part to attempt a rebellion.
Cardinal Cullen has issued a pastoral letter
urging the Irish people to obedience to the
law, and an avoidance of all secret societies.
Arrests still continue to be made, and more
artillery will leave for Ireland soon.

St. Louis, Dec. 11.—Gov. Fletcher has is
sued a proclamation declaring a portion of the
State of Missouri as infested with murderers
and robbers, who defy the civil authority and
have sympathy and aid of such a number of
people \*diere they have iheir haunts, and
have so intimidated or obtained the sympathy
of the local authority that peaceable and law-
abiding citizens are not secure in their persons
or property. He therefore calls upon the peo
ple of the State to volunteer by companies, na
cnVblted iu the militia, to the. number of 24
companies of cavalry and 10 companies of
infantry, to be organized aud proceed under
Ills orders, as the Chief Executive of the State,
to preserve the peace and protect the citizens
of State in their person, and property, and to
