Noticing A few days since, in tiro obituary
column of a Southern paper, the following an
nouncer "

voluntarily entered into before the close of the
late war:

of descending progress. Governments under
which three States hud always lived, nnd two
of which States were of the original framers
of the Federal Constitution. What a consu
ming blaze of indignation either of these tu ts
would have produced in tlie virtuous days of
days of the Uepublic I How the glorious
Webster would have shaken the continent with
his grand periods of rebuke, and how burning
coals of speaking fire would bate come rush
ing and withering, from the lips of the immor
tal Clay! But who is startled now? We
must be dead, else this very indifference would
alarm. Oh, Kentucky! Kentucky! the trou
bled spirit of hitu who made your name, thro’
all tlio world, the very synonym of manhood,
beseeches you to remove his ashes from your
bosom or this stain from your houor!

But, startling ns are these two acts, they are
of much less importance than others com
mitted by this remarkable conclave. I shall
not refer mow to nnythlng done toward what
are called the Hebei State?. This word rebel
has been the ilippant and long accepted excuse
for runny ruthless violations .of the Constitu
tion, when those violations u fleeted the Rebel
States. But my earnest desire is to call tlie
attention of the Northern people to the great,
alarming fact, thnt t histone lave at Washing-
ion, while directing the attention of the people
to the Rebel States, is deftroying the Consti
tution for all tlie States; tint, under cover of
oaths to support the Constitution, and while
diverting the Northern people with pretences
of punishing tiie rebellion, n*id exacting guar
antees against future rebellion, this conclave
is itself only a hideous, organized, bold and
dangerous rcleliiim against the Constitution,
against the Union and against liberty!
Ln addition to tbe two crimes above specified
against these States always in the Union, this
conclave passed another Supplemental Military
Bill, explaining their meaoiug in the former
Military Bill?, and directing how all shall he
executed.
