Then would he seen a greater conformity to law and a like decrease in crime. The prohibition law, to which our county owes so much, not only in n pecuniary view, but in the greater matter of morality among our citi zens, requires of its friends a greater vigilance, that it may be rendered more efficient for good. Much lias been accomplished but 1 lo'more still remains to he done. We call upon our citizens of all classes to see that this law is rigidly enforced, and its violators brought to sure and speedy trial. We owe it to our homes, our country, and our God. iui of carrying conoonled weapous. This pernicious practice seems to be grow ing. It is a threatening and aggres sive evil, a menace to the law, and an offense to society. The hidden pistol accounts for so large a number of murders and as saults with intent to murder, and should not be tolerated. Gambling may not exist to such an extent as formerly, but it exists nevertheless, and to the great harm of individuals and society. It is sinuous, winding its way into every home and community in which it may find votaries to its fascination We ask every community to be watchful of the appearance of this deceptive and corrupting practice Indeed we ask the co-operation ol the people with those iu authority for the suppression of all crime and the defense of the laws of our state. The reports of committees on the various offices of the county show them to he in good condition, and re fleet much credit upon their respec ive incumbents We And that the standing Finance Committee, composed of Messrs. Foreman and Gentlemen Wo have examined the books in the several offices of the county and w find them in excellent condition. We tako pleasure in saying that is our judgment- that the affairs of the county are very intelligently, honest ly, and economically administered. It is unnecessary for us to make an itemized statement, as. Judge New man will present to you an intelli gent report of all the affairs apper taining to his office. In the financial matters that he will lay before you, the usual care and ability is disclosed that has here tofore characterized his management of the county’s finances. We append also transcripts from the offices of the County Treasurer and Tax Collector, showing that these oficors have made proper re turns of tho moneys coming into their hands. Upon .arcful inspection we discover that the Digest has been carefully, accu rately and neatly made out. Tho cn tries have been consolidated and proved according to the require ments of tho law. We noted noth so far ns we were able to mak an investigation worthy of criticism We, therefore, commend the present incumbent as a competent and faith ful officer. CLERK. OF TIIE COURT. Upon examination of this office wo ind that tho clerk, Mr. C. W. Snell, has every matter pertaining to his office in perfect condition—books and records neatly and correctly kept and papers properly filed. We can commend Air. Snell as a faithful and efficient officer. We authorize the ordinary to take, into consideration the advisability of providing fire proof floors in the vaults in wjiich the public records are kept- DOCKETS OF JU&rgJi-: J'EACE AND NO TARIES PUM.IU. After a careful examination of all tho dockets we found them generally well kept, there being only a few ex ceptions. We recommend to those of ficers the importance of itemizing all costs and also to use pen and ink— not pencils in making entries. JAIL. We view with pleasure the erec tion of a suitable and commodious jail building, possessing the modern improvements, both for safety and comfort. On ouv examination of the old jail we believe that those in charge have done the best they could under tho circumstances to comply' with the law. TAX COLLECTOR. Wo’find the books of this office neatly and intelligently kept by the incumbent, his vouchers correspond ing with the items of disbursement and collections, nnd, therefore, com mend the management of this office the county in addition to $160 which he receives from tho state, under the t of March tS75, he being totally blind. We also notice the death of ono in Jutiuarv 1891—tho narno of W. Cook.’ INSURANCE. All the public buildings, including c of the buildings nt tho Home of poor, nnd office hooks are insur ed against lire, nnd the premium an nually paid is on risks of $14,000 in irions companies, averaging about 1-4 per cent pqr annum. LUNACY. From an inspection of the list in tin* ordinary’s office of the unforlu- ntc persons who are in the lunatic isylum from this county, we notice nit there are three white males and one while female—three colored ales «nd two colored females. l'Um.lC I’BOl’lCBTY. We adopted tho reports of uumittoes appointed to visit lunatic aud charitable institution. We gathered from these that the 'lomeiskept in as good condition as it is possible. Tho inmates both black and white expressed them selves ns contented and satisfied itli clothing, food and attention, Inch they have received. Mr. and Francis Orr deserve cred- for tho Home, and our people have cause to be proud in fostering this benevolent institution. Wc find nil our public buildings nt Francis’ Bridge needs planks be tween the rails, nnd also those at Parson's place in 1399-93 districts ; at Oconee in tho 88th, and at Ayant’s mill in the 90th,all of which need repairing. Deep Cut bridge in the 90th dis trict was in had condition for a long time, but wo learn has been patched since court convened. Tho old portion of the bridge across Keg creek on tho Sandersville and MiUedgeville road needs repair ing, the abutment of same bridge is also in bad condition. It has been reported tp this jury that some of the railroads passing through this county disregard the law as to tho time their trains are allowed to stop at public cross'll) charge of th • duties pertaining to his very responsible office, for indeed, be has long been a true and faithful servant. We also recommend that a ditch sufficiently wide and'deep he cut be tween double branches on the Spar ta road and the present road be put in thorough repair under a compe tent workman and tho expenses be defrayed by tho county and accord ing to report of committee nnd the ordinary. We concur in the recommendation of the Grand jury of tho last March term that the assessment as county tax lie 49 cents on the $109 as asked by the ordinary. We recommend that the per dicin of bailiffs and jurors for the next year bo $‘3.00. We recommend that C. A. Wall, sheriff', Jio paid $79.89 for expense account of prisoners, and all like bills thnl may hereafter be presented, which the ordinary may beliovo to lie correct and conformably to law. We also recommend that the or dinary pay R. 1). Webster $13.00, the amount paid the sheriff of Han cock county for account of* prisoners and also R. D. Webster and C. A. Durhxr for bringing prisoners from Sparta $19, this amount to covet the entire expense of the last item. We recommend that a suitable loan book be bought for the Treas ury office. Also that the sum of thirty dollars ptiDiitiiling ufosc prcsunxmeiiio. EDUCATION. So far as we enn ascertain our pub lie schools are iu a prosperous condi tion. Under the good management of our County School Board and ox cellent commissioners, they have steadily grown both in number and merit. Last year we had 108 schools in which 5,907 children were enrolled, with an average attendance of 4,011. In 1875 there were only 48 schools in the county with 1,800 children enrolled, an* an average at tendance of 1,008. As far as wc have been informed tlie roads and bridges with a few ex ceptions, are in about as good condi tion as usual at this season of the year; but they have not generally been worked and opened as recom mended by the recent convention of the road commissioners held in this county. We especially call tho attention of the commissioners having tho supor- ision of the following roads to their condition, hud order that they have them put in good order: Thu road from Sand Hill creek to Oconee in 88th district. In the 90th district the road from Buffalo creek to J. R. Hodges is re ported in very bad condition, and tho htno between Jernigan’s storo and Ohoopec church needs widen ing. The cross way on tho road leading from Harrison and intersecting tho Wriglitsville road at Betsy Crob grave yard in 91st district is {report ed in bad order. Tho road from T. M. Harris’ place to Davisboro in 94th district is re ported as having washed out since it was worked, to which wc call the attention of the commissioners misstoncr, has there been so mucit| interest manifested on the subject of education. The county has bettor school houses, which are iu every way bet ter equipped, than ever before. Our schools were never under better teachers at any previous time. Our commissioner remarked re cently: “Nearly all our teachers this year'aro professionals.” For all these improvements wo feel indebted mainly to the noble ef forts of our County Board of Educa tion and the judicious and faithful labors of our county school commis sioner. Wc cannot closo this roport with-1 out expressing our appreciation of' the services of those public serv ants, They deserve and should have our gratitude and praise. We cannot close our labors with out giving expression of our senti ments in reference to tho untimely death of Joseph R. Thigpen Esq., late Coun ty Treasurer.
