To thePisople ot McDuffie County:
I understand that a Petition ia in cir
culation for the return of this County
to Columbia and Warren, and that some
of its advocateaare creating the impres
sion that I am So favor of the move
ment. I have this to say to all :
When the petition for the new Coun
ty was first started, and until after the
County was laid off, I opposed the
same through honest and oonscientiou s
motives, but now that the County is
established I would not put it bac& in
to the old Counties if I could. I em
phatically deny having anything to do
with this latter movement.

Nkw York, November o.— -The Trib
une to-morrow will publish the follow
ing;
A CABD.--The undersigned resumes
the editorship of the Tribune, which he
relin<siiiah*d oo embarking in another
line o^blisinesssix months ago. Hence
forth it shall be his endeavor to make
this a thoroughly independent journal,
treating all parties and political move
ments with judicial fairness and candor,
but courting the favor and deprecating
the wrath of no one. If he can here
after say anything that will tend heartily
to unite the whole American people on
the broad platform of universal amnesty
and impartial suflrage. he will gladly do
so. For the present, however, he can
best commend that consummation by
silence and forbearance. The victors in
our late struggle can hardly fail to take
the whole subject of Southern rights
and wrongs into early and earnest con
sideration, and to them for the present
he remits it. Since he will never again
be a candidate for any office, and is not
in full accord with either of the great
parties which have hitherto divided the
country, he will be able and will en
deavor to give a wider and steadier
regard to the progress of science, indus
try and the useful arts, than a partisan
journal can do, and he will not be pro
voked to indulgence iu those bitter per-
Bona'ities w4.ch are the recognized bane
of journalism. Sustained by u generous
public, he will do his best to make the
Tribune a power in tho broader field it
now contemplates, as when human free
dom was in peril it was in the arena of
political partisanship.
