The acting Governor, it! u recent veto message, speaks of the “innocent holders” of Georgia bonds, and holds that the credit of the State demands they should be protected, whether the bonds were is sued illegally and fraudulently or not. We doubt if Mr. Conley would reason that way If an illegal or fraudulent, claim was presented against himself, no matter how “innocent” the holder might be. We ask him for a candid answer—would he pay such a claim, or would he ever consider its payment necessary for the pro tection of his individual credit ? ii the acting Governor should not answer, wo hope some loud-mouthed, natl-repudui tion Hadical who has stolen all lie cotdd lay'his hands on, and all of a sudden be come an apostle of honor and good faith, will do it for him. Every capitalist in America and Europe knew full well the circumstauccs under which these to-culled obligations were created—they know that they were “con ceived in iniquity, and brought lorth in •in”—that they were created by a body that was indebted for its existence to fraud and Federal bayonets, and not by the tax-puyers of Georgia; and it hail been rung into their cars, mouth utter month, by the State press, and the press of the Nortn, by privutu correspondents, and in every other way, that the Ikjihls were worthless, nutl they should bewail' of them. They took them with all this knowledge, anil us evidence of their dis trust bought them for u song, taking the chanccsof payment. The New Apportionment. By the new apportionment bill now before the House, the whole number of Federal licprcaciitativis is increased from two hun dred anil forty-three to two hundred and eighty-one. Two States only, New Hamp shire anil Vermont, loso by the new ap portionment, one member each. New York, Massachusetts, Maryland, Virginia, North and South Carolina, Mississippi, Alaliama, Kentucky, Tennessee, Indiana Arkansas, California, ami gain one; Pennsylvania, New Jersey Georgia, Texas Wisconsin, and Kansas, each gain two; Missouri, Michigan and lowa, each gain three, while Illinois gains five. The loss of New Hampshire and Vcrmontjis noticeable iu connection with the fact that Maine, Connecticut and Rhode Island barely hold their own, and Massachusetts makes a gain on the in creased representation of only one. It shows that New England is steadily retro grading in point of male population. The increase of five in Illinois places that State equal in rank to Ohio, which makes no in crease at ail. The gains in the Southern States are accountable tor by the additional representation allowed for the negro voters, siuce the old apportionment ten years ago. When*these States are governed by tbc ballots of their people, not the bayonets of a President anxious for a re-election, they will show as heavy an increase of population as other perilous of the Union. Gen. Grant wants Congress to pass a law prohibiting Americans from owuing any slave property in foreign countries.— He wants all the property of American citizens to be where he can “lav his hand on” it whenever he gets ready.—[Paducah Kentuckian. Important Decision by the United States Supreme Court—Sale by Sample. The United States Supreme Court has at length settled the vexed question of the right of sel ing by sample, by tin I licensed non-residents. The question came up appealed from the Common Pleas | Court of Baltimore, where the defendant I bad been convicted, the Court ruling that j the State law forbidding such transac ! tions was competent, since Congress ha*! no power of regulating the internal traffic ! of any State. The defendant appealed I from this decision on the ground that the ! Maryland law clashes with that control of commercial affairs that was entrusted by the several States to Congress in the Con stitution, and at the same time discrimi nates injuriously between citizens of the different States. The Maryland decision was sustained, thus establishing the legal ity of the laws everywhere forbidding sale by sample by non-residents without license. The equity and justness of the decision none can deny. Our resident merchants who bear the burdens of rents and taxes, should by ail means be protect ed from itinerant venders.
