liahed in Atlanta, will retire from the
editorial conduct of that Journul in March,
in consequence of the ill support given that
paper, will be received with regret The
Baptists are strong throughout the South,
and are said to number not less than one
hundred thousand in Georgia alone The
Index is one of the ablest papers belonging
to the denomination, as it is one of the
oldest, being in its lifty llrst year Its or
iginal title was the Columbian Htur, edited
by Hev. Dr. Branlly. Hr., and the gifted
poet, Willis Gaylord Clark, and published
iu Philadelphia. It was subsequently re
moved to South Carolina, and continued
under Dr. Branlly's administration, he hav
ing been elected to tho Presidency of the
South Carolina College. The Hlur ahsoi bed
other denominational palters, and iu turn
became itself absorbed, until now the
Index ia a union of not only that paper
hut of the Southwestern Baptist, of Ala
hams, and the Christian Herald, of Ten
nessee. Bought to be liberally supported.

The Proposed Establishment of a
Monster National Bank.
Probably the most extraordinary bill
ottered during the present session is tha'
introduced oil leave in the House, by Mr.
Wheeler, of New York, "to incorcorate the
Governor and Slanagers of the Exchequer
of the United Stales of America" —noth-
ing less than a scheme for the establish
ment of a monster national bank—a cor
poralion of far huger pioportions than has
ever existed in this country. The capital
is to be $ 100,000, 000, in shares of $ 1,00(1.
Subscriptions are payable, three-fourths in
legal tender notes and thu remainder in
gold coin. Not less than three fourths of
the eapital must at all times be held by
citizens of the United States. To insure
the formation of a corporation it is provi
ded that if after a given time the whole
capital lie not subscribed, then any national
hank now existing may subscribe, upon
the same, Die whole or any part ol its
capital, sml consolidate ami become
merged into this corporation, provided
it thereby abandons Its present organiza
tion ami winds up its present exist in s
and its owners accept, in lieu of their pre
sent shares in any such bank, shares tit
this corporation of equal value . hut no
hank now existing can exercise this priv
ilege without the concurrence and appro
val of the proprietors and of the Govorinor
and Managers of the Exchequer of the
United States It more than 100,000
shares are subscribed upon the terms
mentioned above, and w ithin the period
mentioned, then the shares shall be divided
pro tala among the subscribers. The ecu
tra) office is to be iu New York and branch
offices are to be established in Die titteeu
largest cities of the couutrv. Tint pro
prietors are to choose the managers for all
the offices Section 6 provides that the
corporation shall bo divided into two
departments—one for banking, and the
other to consist of three Commissioners
or each office, appointed respectively by

IN addition to the usual inconvenience which
lots been sutl'ered b) the public from the
prevalence of the horse disease, we limv see a
complete blockaded condition of our railroads
and the almost total suspension of all commer
cial business in our city for mere lack of street
transportation. This unusual state of affairs
suggests the want of some immediate relief,
both to the railroads and the merchant. Upon
consultation, therefore, witti the railroad au
thorities and the different dray companies in
the city, I hereby give notice to any and all j>er
sons in the adjoining counties, that they are in
vited and requested to bring in their ox-teams
and assist, us in tin- dray work of our city for
the next two or three weeks, at the end of
which time we hope to be aide to resume the
horse and mule labor.
Parties bringing their oxen to the city will
be allowed to use them in the dray age of all
goods FREE (>l-'LICENSE. 11 is believed that
twenty to thirty teams could find constant
work here for several days, at good paying
prices.
