ONE THOUSAND DOLLABS, each, for the appre
hension and delivery of the said Thomas and Bufus
O’Neal, with evidence sufficient to convict, to the
Sheriff of said county and State.
And I do moreover charge and require all officers
in this State, civil and military, to he vigilant in en
deavoring to apprehend the said Thomas and Bnfus
O’Neal, in order that they may bo brought to ’trial
for the offense with which they stand charged.
Given under my hand and the Great Seal of the
State, at the Capitol in Atlanta, this fourteenth
day of January, in the year of our Lord Eighteen

DESCBIPTION:
Thomas O’Neal is 20 years of age, fair completion,
light hair, no beard, medium large, but expressive
gray eyes, a little round-shouldered, inclined to be
slow in speech, calm and deliberate tone, a very
slight frown which seems natural, 5 feet 9 inches
liigh, weighs about 140 pounds, and wore long luir
when ho escaped.
Bnfus O’Neal is 18 or 19 years of age, fair com
plexion, open countenance, foil expressive grey
eyes, a little round-shouldered, 5 feet 7 or 8 inches
high, weighs about 130 pounds, has a boyish ap

Whereas, Applications have been made to mo un
der the 7th paragraph of the 120th Section and the
121st Section of the Code of Georgia for commis
sions by persons who were candidates for county
offices in the late election, on the ground that the
persons who received the highest number of votes
were constitutionally disqualified from holding
office by the third section of article fourteen of the
amendments to the Constitution of the United
States; and
Whereas, The Congress of the United States im«
now provided, by law, the means whereby judicial
decision can be had upon the question of eligibility
to office under said section of said amendment, and
has provided pains and penalties that may attach
to persons who hold offices in violation of said sec
tion and amendment:
Now, therefore, I am of the opinion, and so de
cide, that the construction of said amendment in its
application to citizens of this State, who may claim
commissions, no longer rests with the Executive in
determining a question of eligibility as prescribed
in tbo seventh paragraph of the 120th section of
the Code of this State, and that applications for
commissions, by persons under the circumstances
heretofore recited, in pursuance of section 121 of
the Code of this State, cannot be made to, heard or
determined by the State Executive Department,
when such applications aro based Upon the alleged
constitutional disqualification prescribed in the HI
Section of Article XIV of the amendments to tho
Constitution of the United States.

Whereas, Official information has been received
at this Dapartment.that a murder"was committed in
the county of Irwin, on or abont the 24th of Septem
ber last, upon the body of John W. Chandler, by one
Thomas H. Dawson, as is alleged, and that said Daw
son has fled from justice:
I have thought proper, therefore, to issue this, my
proclomation, hereby offering a reward of ONE
THOUSAND DOLLARS for tho apprehension and
delivery of the said Dawson, with proof sufficient to
convict, to the Sheriff of said county and State.
And I do moreover charge and require all officers
in this State, civil and militaiy, to be vigilant in en
deavoring to apprehend the said Dawson, in order
that he may be brought to trial for the offense with
which he stands' charged

at this Department that a murder was committed in
the county of Schley, on the 22d day of December
last, upon the body of Sanders Burnett, by one W.
B. Cook, as is alleged, and that said Cook has fled
from justice: •
I have thought proper, therefore, to issue this
my Proclamation, hereby offering a reward of ONE
THOUSAND DOLLARS for the apprehension and
delivery of said Cook, with proof sufficient to con
vict, to the Sheriff of said county and State.
And I do moreover-charge and require all officers
in this State, civil and seilitaiy, to be vigilant in en
deavoring to apprehend the stud Cook, in order that
he may be brought to trial for the offense with
which he stands charged.

■MERGER HYERSITY. :
T HE exercises of this Institution having been
suspended for a short period, the Faculty
propose during the interim to give inatrnction in.
the City of Macon on their own account. The.
studies, text books and instruction will be precisely
“ i same as heretofore given at the University, and
all Institutions of high grade in the Southern
States. When the remval of the University to Mar-
eon is completed, the Faculty will resume their of
ficial relations to it, but the instruction then given
will be the same as that cow proposed, and Urns tbe
continuity of the course will not be interrupted.
The first term will open on the 1st day of February,
and' for tbe present, rooms will be occupied in the
second story over Johnston’s jewelry store. The
price of tuition, payable in advance, will be the rate
of one hundred dollars per collegiate year. The
price of board (for the table) in Macon is from $20
to $25 per month Lodging and other expenses
will vary from $5 to $10 per month.
