might not be prevented from casting their bal-

road, and has two arms and a large sooop-ehovel
projecting in front of ths engine. Whan set

it levels and gathers np the earth, at the same
time denosiliner it on the damn oars. It is said

a legislator engaged in liko obscene and shame

You will, I hope, pardon mo for suggesting
that such a state of society requires some relie’!
quite different from that afforded by the penal
laws of Congress. When a Vigilance Committee
has inflicted summary justice, the Court ought
to consider tho whole case. It should number
not only theeoaiB, but the primes otthe victim.
It shourd*'be inve6ted With a cbrtaln supreme
power. It should be armed with statesmanship.
Id a state of sooiety where there is no law, and
:the
redress of intolerbfo grievances and mainte
nance ofsocMorder, jasticeitself isperverted by
an&tt&ck upon these organizations. Here, for
example, is “John Doe,” whose daughter has
boonruineaby “Blohard Boo;” whoso crop hat
been stolen or purchased in tho seed by “Bioh-
ard Boe;” whoso gin-house has bean bnrned
down with tho whole crop of the year by “Bioh-
axd Boo;” whose life? has been ambuscaded by
“Richard Boo;”—but who has at last turned
upon his enemy, m’even a worm will turn
agonist acroBblng foot,'and wholkasoourged
i oppressor with forty lashes save one. Does
it become a great Government, in such an in
stance, to chastise “John Doe,” who looked in
vain to it for protection, and to let “Biohard
Boo” go free? Yet this is precisely what the
United States Government are now doing in
South Carolina! The national offloiafa are
bunting down and imprisoning tee best citizens
of ted northern counties at tee instance of mal
efactors and’ “sand-hiilqrs,” whoso lives defy
tee law, and who would not be believed, on
their' oaths, in any other case.
We who have had no connection with Eu-hlnx-
ism, look with wonder and-consternation upon a
sharp dragonnade, such as once decimated
France for the enrichment of South Carolina,
and is now wasting Sonth Carolina for tho en
richment of neighboring, and oven foreign
States. We epconnte? among the United States
