Wilmington, Columbia and Angara
railroad was sold in this city to-day un

Washington, October 1.—Tha Divis
ion Superintendents of the railway mail
sesvice to-day adopted a resolution sug
gesting that the Postmaster General
isstre an order instructing Postmasters
in the 1st, 21 and 31 class offices to em
brace within their post-office clamps
hoars of mailing and receipt of letters in
order that delays may bo more readily
traced. It was determined that each Di
vision Superintendent should conduct
the compilation of the list of local
names of post-offioes in tbe several di
visions and forward to tho general office
for final arrangement. A resolution was
adopted requesting the issuance of a gen
eral order to Postmasters directing them,
in all oaee3 where complaint io made af
fecting delays in tho delivery of letlcrp,
to obtain, if passible, tho envelopes cov
ering sncli letters, and note on them the
date and boar of receipt at ths post-
offiaeand of delivery to the person ad
dressed, and to forward them to tho Di
vision Ssparintendent of the railway
mail service for his information and ac
tion. The propriety and feasibility in
tbe Government owning its own postal
cars was considered, and the views of
each of tho Superintendents were tx
pressed, tho sentiment of the majority
being against the proposition.

Cincinnati, October I.—The fireman’s
tournament was opened ibis morning by
a grand parado of visiting companies who
were escorted by tho Cincinnati depart
