Treatment of the Inaanc.
No ola»e of unfortunates appeals mere strong
ly for sympathy and snocor to tbe oonntry than

fur themselves, and perhaps beyond tbe oontrol
of their kindred, require to be maintained and
csred for by the State. Eren tn savage commn-
nitiea the demented are regarded with singular
pity akin almost to reverence, and tbetr persona
ore considered sacred.
Henoe, tho horror which was so universally
expressed at tbe terrible disclosures made a few
years since,of tho.enormities perpetrated npon
tbe poor inmates of the private mad booses of
England. In some of these, the fact has trans
pired that patients were incarcerated at the
instigation of crnel and interested parties, who
had never betrayed the least symptom of In
sanity. Trustees and commissioners in their
periodical visitations were artfully denelved, or
propitiated by toadyism and feasting, and some
times the sane were made temporarily fortons
sod half crazy, by previons ill-treatment.
While there is reason to believe that no snch
stale of affairs hsa ever existed in this country,
yet the following Is enough to awaken the in
dignation of every philantropist. Even the
block hole of Calcutta could hardly have been
more loathsome and intolerable, than the abode
of those seventy-fire wretches in their "damp
andergronnd cells:"
The ree.nt investigation Into the condition
of tho Vermont Insane Asylnm et Brattleboro
bos revealed some very ugly facts: * This insti
tution was founded nearly forty years ago by a
bequest of $10,000 from Mrs. Anne Marsh.
Sobeequenlly tbe State granted it, by various
sots of the Legislature, the aggregate sum of
$23,000. Tho fonil thus obtained has grown eo
enormously that tbe property of tbo institution
Is now worth considerably more than $500 000.
It ie under private management, and the State
ha* no direct oontrol over it. An establiahmont
with sash abundant means might naturally be
expeoted to devote all pooaible pains to the com
fort and welfare of its inmates. It appears,
however, from the report of tbe Legislative Com
mittee, that with accommodations for about 300
patients the Asylnm actually contained 485.
Nor was this shameful ’overcrowding the worst
abuse. Seventy-five of the unfortunate people
were oouflned la damp underground oella, ven
tilated only by augur holes in tbe doors, aud
constantly infected by foul exhalations from
sinks wbioh received ell the filth from tho wards
above. Some of these colls were only four feet
wide and nine feut long. All the wards were
iusnfllolenUy warmed and ill-ventilated. There
was no attempt to disguise the repulsive fea
tures of the place. Tbe bare walls were unre
lieved by piotares. Tho close yards were des
titute of trees, of fl iwors, and even of grass.
Food, fortunately, was abundant and whole
some ; but there were no amusements, aad of
course there was no comfort. A modification
of tbe brutal punishment of the shower both,
which wo have found too horrible for • Ststa
Prison convicts, was in full foroe. The patient
was thrown Into a tnb of tepid water, with his
hand* tied behind him, and ootd water was al
lowed to ran from a faucet over his head and
face.
Nor is this ail. Ia thiissms institution !o-
oated in pnritanioal New England, a man
named Stockwell. who reoently mode his escape
and was rearrested, being a native of another
State, applied to the United States eonrts and
wasprononnoed sane, and discharged. It appears
from the evidence as Btated by the Tribune,
that the order under which he hid been re
manded and oonfined was a forgery.
Hanging is too good for the superintendent
of any asylnm who, for a consideration, would
lend hlmaelf to the base purposes of the wioked
and msroenory. Slate asylnms oannot be sub
jected to too rigid or frequent scrntlny by tho
proper offiotals, aad the friends of the afiltoted
inmates likewise.

_Nzw Yobx, July 17.—Alluding to the finan
cial condition of the Peabody edocotional funds
yeeterduy, Mr. ’Wintbrop stated that abont
$130,000 from the fnod had been expended iu
co-operation with six or seven times this
amount contributed by tho Southern people in
the oanse of eduction since the last meeting
of the board, thus making bnt little less then
one million dollars expended daring the year
for free oommon schools in the South.
The Board of Underwriters resolved to levy

The telegrams to-day give ns a real startling
sensation from the lands of the Saints. One
of Brigham Yonog’q wives—tho 17tb, wo be
lieve—has left bis beds and bpards and set np
for herself, with the purpose of baying a settle
ment under Gentile law with her nnmcronsly
wived sponse, and with tbe cheerful prospect of
making him shell ont some of his many shek
els, in tho shape of allmoDy.
This is Indeed a bombshell of tho hugeM pro
portions, pitched right into the centre of tbe
obnroh, and mnat mike a prodigious stir. If
all fit Brigham’s wives follow suit, snd be
shonld have to como down with liberal alimony
tn eaoh ease, it will empty his treosnry ns com
pletely os the carpetbag snd scalawag brigands
and thieves have emptied the stroDg boxes of
the Southern States. The revelations promised
by the trial of this case will indeed be highly
seasoned and important, and mnst have the ef
fect of dealing a death blow at thia already
staggering iniqnity. Wo are not so informed
by the dispatch, bnt tbe inference seems en
tirely legitimate that there is something behind
this move that does not appear on the snrfsoo.
Wo shonld not bo at all astonished if this is not
tbo first movs on the part of the administra
tion towards a grand assault npon Mormonism
and Us disciples. If juries can bo fonnd in
Utah wbo will grant divorces and liberal ali
mony to the numerous wives of the leaders and
principal men, tho system] will bo fonnd very
expensive, and we take it that the Mormons
are os sensitive on tbmt point as other people.

wrote that the “Times, which thunders for all

and big sneaks and other titles of affection snd
endearment. The editors not having money

Whereupon the Times, after an empbatio de
nial of the whole statement, conclndes his arti
cle by going for “Bed” after this fashion : “We
notice other misrepresentations in the samo let
ter which it is scarcely worth while tonotioe, as
the dootor generally draws on his imagination
for his foots, and on his memory for his imig-
{nation.”

A resolution was adopted emphatically protest
ing against the importation of cheap labor.
The committeo on co operation reported as fol
lows:

feasible plan for tho adjustment of differences
between labor and ospital, and that this Labor
Congress recommends the enactment of efficient
laws for tho protection nml encouragement of
oo-operativo operations ia the several Sta’ts.
The oommittee on arbitration reported the
following, which W03 adopted:
Whereas, There ore belter ways of settling
difficulties between employers and employes
than by strikes, they being nanally detrimental
to the interests of both parties, we recommend
the adoption of the following: ~
Resolved, That it is deemed advisable by this
Congress that all nnions adopt a system of arbi
traticn, and thst all members of tho industrial
classes be nrged to cast their votes for no man
unless he be pledged to nee bis vote and in
fluence toward the adoption of a law making
arbitration a legal means of Fettling difficul
ties between employers and employes.

Oar New York telegrsms for two or three
days past have referred to the finding of the
dead body of an elderly woman, Miss Willets,
by name, in a honse in that city. The follow
ing from the Herald, of Monday, gives the de
tails of tho horrid affair:
A ghastly horror wan unearthed ou tne prom
ises 133 E§*t Eighty-seventh street yesterday
morning. The house has been occupied for the
past five years by an elderly lady, Alias Willets,
whose habits of life wero most extraordinary.
Her nearest neighbors knew nothing of her;
some of them living next door to her never saw
her, and she never left hsr house during the day.
She kept no servant, apparently received no
visitors and lived a solitary and lonely life.
-One man had been in tho habit cf going to her
house—a Air. Byron Stnff; but his visits were
very rare, aad wero generally mado at night
The last time he wan known to como to
the house wa3 about four weeks ago. He tried
to get in at the door, but could not, and,
after waiting a long time, finally a*ked Mr.
Sheehan, a lawyer, who lives next door, to
allow him to gotta tho rear cf Alisa Willets’
premises through Mr. Sheehan’s house. Air.
Sheohan did not seo tha propriety of this wish
aud would not comply with it, and Mr. Stuff
went away and has not been seen near tho
house Bince. The lady has not been visible for
about fivo weeks, and no light could be dis
cerned in the front or rear of the house during
the night. For several days the family of Mr.
Sheehan has been annoyed by an offensive
odor, the origin of whioh could not bo ascer
tained. It proceeded from the direction of
Miss Willets* house, find finally became so
offensive that Mr. Sheehan informed the police
in order, if possible, to have the myatery
elucidated. Captain GInuy detailed some
officers to make tho search, and yesterday
morning they came to the door of Miss
Willetc house and endeavored to gain ad
mittance. There was no response *o their
knocks, tho house being as silent as o
grave. Tho officers found it necessary to
force open the front door, aud, doiDg so, pro
ceeded to the second floor back room. Oa en
tering, a most disgusting and. offensive eder
greeted them: on making search thoy discov
ered tho dead body of Miss Willets lying on
the floor on her back, her head resting against
tho leg of a piano whioh stood in the oorner of
the room. They reported the facts to Captain
Cherry, who notified Coroner Herrman and his
deputy, Dr. Joseph Cushman, who immediately
repaired to the house.
on entering the mom Dr. Cushman found the
body lying ou tho floor, 03 above described ; a
number of rata wore seen running about the
room and away from the bed v, which was fonnd
in a very advanced c tage of decomposition. The
head and neck were denudod of flesh, evidently
having been eaten away by ra»R.
Tho bedy was nearly alive with worm?, death
evidently having taken place between four ard
five weeks ago. Tho room ia which the body was
fonnd was about fifteon f**et In length by twelve
feet in width, no cirpet upon the floor, the fur
niture iu tbo room beiDg crowded into one cor
ner. The body was ordered to the Morgno,
after which tho coroner, his deputy and tho
officers made a thorongh search of tho premises.
In the baok parlor, cn the first floor, wero found
a nnmber of df*eds of property made in favor of
a Mr. J. Stoiff, also title deeds, bank books
showing deposits for large amounts in tho
Mechanics and Traders* and other banks; also
an envelope containing papers addressed to
Mr. Steiff, 183 Bowery. Several trunks were
foned to contain oostly and elegant ladies*
wearing apparel, consisting of furs, eto.—
Everything in tho hoaco denoted neglect
Tho furniture, which was mostly of ancient
but elegant manufacture, was covered wi'h dust
and cobwebs In the basement heaps of ashes,
apparently the accumulation of years, were
found stowfd away in the olos&ts and cn the
hearth. Ou making inquiries in tho neighbor
hood regarding tho habits of dcoeased, it was
learned that she was a vory ccccntrio woman,
rarely, if ever, venturing out ia the daytime,
but going abroad to do her marketing and for
the transaction of other business late at night,
always going out veiled and Btudiously avoiding
everybody. Inquiry made of the groc ers in tho
vicinity revealed the faot that she was in the
habit of buying enough provisions at once to
last her for sovcral days. Among her purchases
she included both smoking aud chewing tobao
co. small portions of which were found lying ii
different parts of tho room, as also email
amounts of money wrapped separately in bits
of paper.
