Wooden Pavements, etc. '
Tha Commission of Publio Works in Naw
York city makes a doleful report about the con
dition of the asphalt and wooden pavements.
The former softens in spots and forms basins in
which the water oolleota and stagnates. As lor
tba wooden pavements the Commissioner soya
experience limits their durability to five years,
but wa imagine to that runs; be added “with
timely repairs.” These pavements are all to
ba substituted with Belgian or trap block alone,
which coat* *2 50 a square yard, and wbioh,

twenty five or thirty years.

The Cincinnati Commercial souDds the alarm
on this subject in a vigorous editorial. It de
clares, and truly, that the mania for running in
debt is oae or the most alarming of all the
gloomy signs of tha times. It states that out
of the thirty-seven States of the Union, only
two are out of debt, and gooa on to say:
A Government has no right to mortgage the
estates of IU citizens, or to pledge the oredit of
a future generation, by creating debt for the
objeote ot the present. Of all these publio
loans, continually being created, tho majority
are made payable about twenty years in the
future, and this effectually bars the idea that
they are payable by the present generation, or
the one creating them.
Nothing eould be more penny-wise and pound-
foolish than tho polioy of borrowing money on
twenty years' oredit to effect publio objoots.
Looked at oloaaly, in its financial aspects, it
seems absolutely fatuous and suicidal. Tha
avenge rate of interest paid for tbeae loans is
rather over than under seven per cent., if wo
taka into accouut tbe commissions and inci
dental expanses of placing the loans and paying
the interest. Now, any sum of money at seven
par oent. compound interest will double itself
uj ten years. It follows, that for 6very thou
sand dollars borrowed on twenty years’ time,
nearly three thousand dollar# must ba p»id by
tbe borrower. Tnat is, the makeis of the bonds
hare to got to pay tho dabt twioe over, to the
shape of interest, and after paying it twice, they
will still owe the principal. This to a frigbt-
fuly expensive way of getting anything—to pay
for it three time# over to twenty years. Far
cheaper as well as far honeater would it be, to
tax Ih* people what any publio object fairly
ooata, and pay for it onoe for all, than thus to
duplicate and triplicate tha taxation, paying
one-thinl of it for the desired object, and two-

M. D. Conway, an ex-Congressm&n, and a
man ol great intelligence and dose observation
who ia now lbe resident correspondent of the
Cincinnati Commercial, in London, to his last
letter writes that he ahonld not at all wonder at
seeing very (toon another Calholie reaction in
England. Hesaya:
The English Church ia manifestly losing its
bold upon the mind of tbe more serious part of the
population. Its clergy are too well fed; they
are going off into paunch. The Bishops govern
their diocews from the Athenaum Olnb, where
a dozen of the oolonial prelates, who by a pious
fiction are supposed to be enduring hardnhips in
savage lands, may be found any day er joying
their cigars and newspapers. And saoh 3oily
feUowi! Friar Took is now a Protestant Bishop.
According to popular rumor all our naughtiest
don-mots are made up by the Bishops. The sug
gestion that the Atbanasian Creed resembles a
Bengal tiger because of its “damnation clause"
(claws); the opinion that temptation differs from
eternity in that one is a wiie of the devil the
other a devil of a wile (awhile); are both asso
ciated with the Episcopal bench. Perhaps false
ly but that they are so associated shows how
less seriousneas than fun ia regarded ns cherao-
tenatie of the successors of the Apostles.
Nothing could be to greater contrast with all
this than the spirit in which the Roman Catho
lic clergy are working in the community. What
ever may be the torpor which haa invaded the
English clergy, and whatever skepticism hat
affected certain scholastic sections of society, it
is certain that the great majority of this people
have a deep and religious sentiment, and to this
the Gatholio clergy are just now appealing with
powerful effect. Tbe great religious sensation
of London just now is the preaching of Mon-
Bignor Capet at the Pro Cathedral in Kensington.
This Cathedral easily seats fifteen hundred peo
ple, and on every Sundayevantogit ia crowded—
even tha aisles are crowded—by an andienoe
wbioh listens to tbe orator with breathless in
terest, and ia eometimes moved to a way which
recalls the scenes to Notre Dame, when all Paris
thronged to hoax Father Hyacinths; and of
those who attend, one-half at least are Protes
tant* of the npper class.

A negro named Philip Caleb was arrested at

The Central Railroad and Bankinq Cost-
pant.—We have tseertained tbe faots relative
to the reported sale of tbe bonds of this com
pany. Messrs. JamesF. Boxeman. of Atlanta;
Wm. li. Johnston, of llncon ; and J. F. Gilmer,
of Savannsh, as commissioners therefor, re
cently negotiated in New York a sale cf $1,700,-
000 of the first mortgage consolidated bonds of
tbe Central Railroad and Banking Company at
tisfactory rates. The proceeds of these bonds
are to provide for proposed extensions and more
perfect connections on their lines. Toe man-
sgement of this road seems always successful.

farmers to do 7 We can raise plenty of grain,

boys get big enongb they leave ni for tbe cities.
One of my boys is twenty-one, and be is clerk
ing in the town, getting $10 a month; my next
boy is eighteen, and he told me the other day
he meant to look ont for a plaoe, because there
was no encouragement for a young man to stay
on a farm, for enongb produne oouldn't be raised
to pay taxes, aud farmers are getting deeper
and deeper in debt every year. Well, what is

Fite Men Burned so Death.—Chicago, July
SO.—A terrible socident occurred last evening
at the North Chicago Balling Mills, situated on
the extreme northwestern suburbs of the city.
About a dozen workmen were engaged in re
moving an imperfect blast from cna of the fur-
naces, when suddenly, as a large mass of clink
ers was detached, making an opening in the
foresee, there rushed ont an immense volume
of gas which on coming in contact with the
onter air, exploded, filling the plaoe with a
sheet of flune which oompiete'y enveloped eight
of the workmen. Five of them, James Meek,
Mike Holley, John Bntt, J&s. Schaffer and Pat
rick Manner, were S3 badly burned that not
one of them is expected to recover. Three oth
ers, Owen Corbett, Ttos. Conner and Nicholas
Schevelin, were seriously burned. The loss to
tbe mill company will be considerable, bnt the
amount to not yet ascertained.

Marrow Escape from Judge Lynch.
Peter Kessler and bis son August, who were
arrested here a few dayB ago for stealing mules
in Caloway county, and taken to Folton, tbe
county seat of tbat county, for trial, had a nar
row esoape from being lynched on Wednesday
night. They arrived at Falton on Wednesday
anti were txsmined and committed to jail.
About 2 o'clock ou the following morning some
sixty horsemen, well armed, rode into the town
with the purpose of hanging old Kessler; but
the city marshal, being advised of their inten
tion, concealed tbe prisoner* in tho woods, and
ytsterday took them to Jefferson Oity for saf^
keeping.

ten minutes after which a very heavy ram fell upon
it, and we saw nothing more of the cotton nntil
morning. Upon examination this morning wa
we fonnd that the rain had not washed it off. and
that ail the caterpillars that were npjn the cotton
were dead and in a dying condition We are very
favorably impressed with it, and are satisfied if
properly*applird, it will give perfect satisfaction.

tom places on my plantation, near this city, a few
days since, which had qoite a number of caterpil
lars npon it and that u killed all the caterpillars
that were npon the cotton withoat in j ary to the
plant. I am w*ll pleased with it, and am fnliy
satisfied if it is properly applied it will kill all the
caterp liars upon the cotton without injury to the
plant, and that one hand can apply it to four or
five acres per day.
