The Arkansas Legislature met at Little Rock
on Monday the 6 h, and organized.

A resolution was passed to go into tbe elec
tion on the 10th, to fid tbe vacancy in the Uni
ted States Set.are occasioned by tbe resignation
of Eon. Solon Borland, and also for the full term
commencing on tbe 4rfa of March rext.
Inquiry having been made of the Philadelphia
Inquirer as to the European Governments with
which our own has a treaty for the mutual de
livery of lugitives fom justjce in certain ca c es.
that journal has ascertained that we have such a
treaty with Gieat Britain, France, Prussia, and
with most of the States of tbe Germanic Con
fedeia'ion.
A respec able connected young man named
Anderson El. Graham, of Wayne counly% New
York, has teen arrested on a charge of forging
bounty la*id papers. Eighteen cases have al
ready been discovered in which he was probably
the forger, and other circumstances have brough-.
to light tbe lact that he was connected in the
business with a man named Josiah Hill, who is
now under arrest ir. Philadelphia oil a charge ot
many similar offer.ce3.
From tl>e Washington Star, we iearn that the
Architect of tbe Treasury Department, Captain
Seauman, ol the L. S. Engineer corps, has just
returned from a tour of examination with refer
ence to the construction of the various custom 1
edifices authorized by Congress to be built. His
report containing the local information about
sites will be ready in about three weeks, after
which it is probable that the sites will beat once
selected, and prepaiations promptly made for the
construction ol the edifices.
A party ot eight emigrants, while encamped
on the 2ist ult. oo the south side of Platte River
about 200 miles above' Fort Keardey, were at
tacked by fifteen Indians, who killed lour of
them and wounded one. The Indians fired one
shot, which kilted a young man. The emigrants
then filed and killed or wounded several Indians,
whereupon the savages returned the fire and
killed several emigrants. The su. vivors made a
rush at the savages and put them to flight.
From the daily news suraonary of the Charles
ton Standard o ; the 21st inst., prepared always
with much care and industry by that enterpris
ing paper, we extract the following :
Despite the reports that his serene highness o
Mexico is so completely harrassed and ettered
by revolutionary outbreaks m almost every quar
ter of bis dominions, and the assertion that tbe
seven miliums received trom this country,
through the Gadsden contract, has almost disap
|>eared, he is apparently of good heart and mak
ing the most of Iris unenviable position. The
steamer Santa Anna, recently built lor him at
Isew Yorx is sen! to have pleased him so much

to be immediately construe ed. That he is in a
desperate situation. tfine can be no possibility of
a doubt, for we know that the leader of the
Guerrero revolutionists, Aiverez, ru.tonly main
tains his original hostile attitude, but is actually
on the point of marching his foil, wers, now !
augmented to several thousand, against the city, 1
of Mexico itself, with the view of bearing the :
tyrant in his palace. Jn addition the soldiers of j
Lie serene Highness are constantly being execu- I
ted lor desertion, cowardice, &c. Gen. Wool i
lately shot fifty of his men at Matamoras for re
fusing to file on thuir leiiow citizens. The beads
ol the poor fellows were blown to pieces, one
. 'ter the other, at the tap ol the drum, after
waichthe executioners marched off to their
breakfast whi ie the baud performed a lively air.
All these operations would lead to the conviction
that Santa Anna made up his miud to stand
his ground and brave cut the coming in
stead of ignomiriously deserting his followers
and leaving them at the mercy ot the infuriated
elements as has hitherto been his v.ont; there is
no foretelling ho wever, how soon he may change
his mind. Even at this moment he may be on
his way to Carthageua That he is luily pre
pared lor a residence in other climes there can
be ne d jubt. Disbelieving in the stability of
even his own government, he has little if tny
money invested in Mexico but owns propeity
in South America, New Uileans and elsewhere.
Nosuiprise, therefore will be manifested to hear
ol his flight irotn his capital at any moment.
During the beginning ot the present month, a
very singular piscatorial anomaly cccured along
the coast ot Mexico, similar to that which took
place some thirty-three years ago in the Medi
terranean, arid spread disease and death on tbe
shore* ol Albania, Cephalonia and Corfu. The
beach in the vicinity of Vera Cruz was covered
with dead fish that were cast up lrom the sea,
dav after Clay, in such large quantities as to com
pel the authorities to adopt- measures lor having
them buried. Orders were transmitted to the
adjoining districts lor the adoption of similar
precautions. On chemical examination, the
fish were touDd Iree irom poisonous substances,
and it was declared that they had no doubt been
killed by a sub marine volcanic eruption, which
caused item to inhale caibonic acid gas, which
evolved ni enormous quantities on immersing
them in lime water.
Foreseen Fun. —The New Orleans Picayune
says : “We Lave heard in our day of legal quib
bles, but if a Philadelphia lawyer can beat the
following, lately argued to a jury in this city, he
can take our bat—ay, and our corduroys. The
prisoner is ori trial lor entering a house in the
night-time, with intent to steal. The testimony
was clear that h? made all opening sufficiently
.irge to admit the upper part of his body, and
through which he protruded himself about half
way,*ftnd stretching ot»t his arm committed the
theft. Mr. Obtusticate Brief addressed the jury:
What an outrage*’ (looking horrified, and with
outstretched and trembling arms.) I repeat, what
aa outrage u t >on your intelligence and your com
mon sense l Is it for the State’s Attorney to
ask at your hands the conviction of my client
on 6ucb testimony? Toe law is against entering
a house—and can a man be said to enter a bouse
when only one half of his body is in and the
other hall out f Gentleman, look to the Divine
Law on this point. God commanded Adam and
Eve not to eat the apple— i e. the whole apple
And all the commentators agieethatif they had
only eaten one-hall they would not have been ex
yelled irom the blooming garden of Eden ’ The
jury brought in a verdict of ‘guilty’ as to one
half ol his body, from the waist up and ‘not
guilty as to the other half.’ The judge sentenc
ed the guilty half to one year’s imprisonment,
leaving it to the prisoner’s option to have the
innocent part cut off, or take it along with him.”
Eloquence of the Hands —The hands are
by the very instinct ol humanity, raised in
prayer ; pressed on the forehead when the soul
is ‘perplexed in the extreme,’ diawn inward,
to invite ; thrust forth objectionately to repel
the finger point to indicate ; and are snapped in
disdain, the palm is laid upon the heart, in in
vocation of subdued feeling: and on the brow ol
the com passioned ia benediction. The impres
sive capacity of the hands was never more strik
ingly displayed than in the orisons ot the deat
and dumb. Their teacher stood with closed eyes
and addressed the Diety by those signs made
with the fingers, which constitute a language for
the speechless. Around him were grouped more
than a hundred mutes, who followed with re
verent glance every motion, It was a visible,but
gn inaudible worship.
