Gen. Cox’s Letter on Negro Suffrage.
As everything pertaining to this perplexing
and momentous question is of vital interest to
onr citizens at this time, we devote a large
portion of our space to the views of one of the
ablest soldiers and statesmen of Ohio. Gen.
Cox is the popular gubernatorial candidate of
the Republican party of Ohio, and will doubt
less be elected by a large majority. We have
not space to comment upon the lengthy letter,
but feel sure that a careful perusal of it will
satisfy the conservative portion of our people
that the people of the North are not all insane
yet. There is a spirit of manly candor, inde
pendence and true dignity pervading the pun
gent document which we admire, and the
writer throughout breathes a noble determina
tion to support President Johnson at all haz
ards. As it is our purpose to present every
variety of opinion on this great National
problem, we commend Gen. Cox’s letter to
our readers.

ARRIVAL 0V A “ NEW STEAMER." ,
The new and tine light draft side-wheel iron
steamer W. G. Gibbooff,intended to connect with
Albany and Gulf Road at Doctortown, arrived at
her wharf at 9 o'clock yesterday morning, having
made tbe passage from Wilmington, Del., to tbis
port in four days.
Her dimensions are as follows: Length, 155 feet;
breadth of beam, 25 feet; kneed throughout, with
iron sides and bottom of 5-16 inch iron.
The lower deck is clear fore and aft, and will
carry 1,000 bales of cotton. Her accommoda
tions for passengers are ample. She has two in
clined high-pressure engines, cylinders 20 inches
in diameter, stroke of piston 6 feet.
The W. G. Gibbons was built by the celebrated
builders, Messrs. Pusey, Jones & Co., of Wil-
mingtoD, Delaware, and named after one of the
firm. All her officers ate favorably known by
the business men of this city, vtz : Thomas N.
Philpot, Captain; W. B. Ferr, Clerk; George A.
Nieoll, Engineer; John L. Roumillat, late Agent
of the Charleston and Savannah Railroad, Agent
on Wharf; Erwin & Hardee, Owners and Agents-
Steamer General Herr?.
The agents of this popular boat having been
requested by a number of her patrons to de'
tain her until evening for the purpose of allow
ing them to complete business arrangements,
have kindly consented to do so, and have
changed the hour of departure until 8 P. M.
As she carries the U. S. mail, our readers will
be further pleased, as it will afford them until
6 o’clock, P. M., to get their Augusta corres
pondence into the Post Office. In doing this,
Messrs. C. L. Colby & Co. simply vindicate
what we have often before expressed in these
columns, their willingness at all times to ac
commodate the public even though their own
interests might not be benefited. We are
confident, however, that this act of public
courtesy by one of the most enterprising firms
in our city, will be fully appreciated by our
people.
Arrival of the St. Helbna.—Last evening
the St. Helena, Capt. F. J. Ceroopely, arrived at
this port from Hilton Head. This steamer was
formerly the Gen Beauregard, under the com
mand of Capt Ceroopely. She has been thorough
ly repaired and refitted in every particular, and
is now a first class vessel, and we a r e happy to
peroeive that our old friend, Capt. Ceroopely, is
still in command of her. The St. Helena is a
government boat and belongs to Gen, Saxton’s
department, and will be employed to ply between
this city and the islands to the South. She is ad
mirably calculated for this purpose, as her ac
commodations; for passengers are good, and her
capacity for freight ample for the service.
For Acqcsta.—The steamers Helen, Captain
Reilly, and General Sheploy, Captain Morse, de
parted yesterday for Augusta, with a number of
passengers and heavy freights
This morning the steamer General BerTy, Cap
tain Henry, will leave for Augusta. She has fine
state-room accommodations, and is known to be
a fast steamer.
The mails for New York per steamer Ne
vada will close this morning at 10£ o’clock.
A circular of importance from Provost Marshal
Sain’l Cowdrey appears in our paper this morning
which is of interest to those of our citizens who
desire to take the Amnesty Oath.
Humanity’s -Appeal.
Help tlie Widow !
The undersigned, a Committee of the Abra
ham’s Home for poor and worthy widows, make
this appeal to the benevolence of tbis commUflffty.
Tbe Home is a permanent charity of the city,
and before the war was self-sustaining. Now it
is without any available means of support. It
contains thirty widows from 60 to 90 years of
age. They have been selected for their good
character and entire dependence. They have no
relatives to whom they can look for help.
For six months they aave been amply supplied
by the government through the military com
manding at tbis post. Now this source of sup
ply fails. What is to be done V We cannot—we
must not see them starve ! Humanity forbids it.
Yet without help they must starve.
We appeal to all the people residing in Savan
nah. and to the officers and soldiers, to aid us in
supporting these aged widows. Some of our
merchants have perishable artioles which would
be of great use. They might be sent directly to
tbe Home, corner of Broughton and East Broad
streets.
There are some subscribers who have not paid.
Let them remember ibat this is tbe hoar of need.
We leave this paper at the newspaper offices
for snbscriptions of money or food. Articles of
food ov money may be sent to any member of the
Committee. God has said: “Thou shalt not
harden thy heart or shat thy hand from thy poor
brother.” Let not this call be disregarded.

Cotton.—Tlie receipts of Cotton at tbis
port since the 9th inst. have been 1,767 bales
of Upland and 26 bales Sea Island, and 360
bales Domestics—*nd the receipts Grom the
1st inst. to date have been 6,714 bales of Up
land, 86 do. Sea Island, and 717 do. Domes
tics. The exports since the 9th inst. have
been 1,738 bales of Upland, 51 do. Sea Island,
and 347 bales of Domestics ; and from the 1 st
inst. to date 2,938. bales of Upland, 82 do. Sea
Island, and 652 bales of Domestics. Cotton
continues to arrive quite freely by steamers
and flats, bat a considerably quantity of it is
in bad condition, requiring it to be re-bagged.
The offering stock continues light, but pur
chasers have shown no disposition to pay last
week’s rates, and the market has declined from
2 to 3 cents per pound since our last report
There is no Strict Middling on -sale. The
market is very irregular, and we quote :
Ordinary 28 a 30
Middling 34 a 37
Good Middling 40 a 41
Sea Island.—The receipts of this quality
continue very light, and the sales in conse
quence are limited. Fair lots, in good quality,
are worth from 65 to 70 cents. The general
range of sales are from 50 to 65 cents.
Cohn.—The stock on the market continues
ample, with a fair demand. We hear of sales
of Prime Western Mixed at $1.25. Sales of
different lots have been made, according to
quality, at $1.25 a 1.35. The general whole
sale rate is $1.30, and in small lots at $1.40.
Oats.—The stock on sale is large, with on
ly a moderate demand for the home market.—
Sales have been made during the week at 90c.
to $1. We hear of no large sales. In small
lots we quote at $1 10 per bushel.
Flour.—The market continues to be well sup
plied with this article, and during tbe week a con
siderable quantity has been added to the stock.
The rate for good brands is from $9 to 11 50. We
hear of sales of Family Flour at $9 50.
Potatoes, Ac.—During the week a large quan
tity has been added to the stock, and the price
has fallen below the cost of importation. Sales
have been made at auction ol good qualities at
from 42 50 to 3 00 per barrel. Some inferior lots
sold at $2 00 a 2 37.1-2 per barrel. We quote by
retail in lots at from $3 25 a 3 50 per bushel. The
market is also well supplied with ’Onions, and
prices have again declined. We hear of sales in
lots at $3 to 3 90 per barrel. By retail the rate is
$4 00. The market continues to be well supplied
with Cabbages, and sales are made at 412 to 15
per hundred.
Lard.—In this article we notice an advance of
trom 4 to 5 cents per pound. We quote Leaf
Lard at from 20 to 25 cents, a id Pressed from
18.8-4 to 22 cents per pound.
Fish.—There has been a good demand for this
article lor shipment to the interior. Prices have
undergone but little change since our last. We
quote Mackerel in kits at 42 50 a 3 00; No. 2, at
$12 50 per bbl.; and Herring at 47 per bbl.
Cheese.—There has been more inquiry for this
article during the week. In large lots we hear ol
sales ol choice Dairy at 18j.j cents, and in small
lots at 19 a 20 cents. There is not a large stock
on sale.
Raisins.—This article bas advanced during the
week, and sales have been made at 48 for whole
boxes. The stock on sale is very small.
Lemons.—There is a fair stock on sale, and wo
quota at $12 per box. The demand is very
fair.
Bacon.—The market is fairly supplied with this
article. We quote Shoulders at 20c; Since at 22c;
and Hams at 26a27c per lb. By retail Hams
command from 30 to 35 cents, according to qual
ity. There is a fair demand for Sides and
Shoulders, and during the week considerable
sales have taken place.
Salt.—We quote Liverpool Salt in sacks at,$4
The stock is ample, with a light demand.
Butter.—There is no material change in this
article. The supply is ample for the demand.—
We quote Western in firkins at 3»a37 cents, and
in tubs at 40 cents. Choice Goshen is held at 38
a40 cents by the keg.
Soaps.—The stock has been much increased
during the week. We quote Colgate’s No. 1, at
13 cents per lb, and Fancy at 14 cents. Messrs.
Hilton A Raadell, agents for Hall A Son’s cele
brated Soaps, sell their family brands at 13 oen ts
per lb, by the box.
Whiskey.—There has been a good demand for
tbis article during the week, and a large quantity
changed hands. The demand, however, has keen
mostly for the medium qualities. The best qual
ities are dull of sale, and some choice lots have
been returned North for want of purchaser. We
quote Rectified Whiskey at 43; Bourbon at $3 50a
4; Gibson’s at $4 50a0; common brands at $2 50a3
50 per gallon; Cox’s Whiskey at $13 per case: Old
Sherry Wine at $13 per case, and Columbian Gin
at$3 50.
Sugars—The stock continues good, with a
fair demand. We quote Browns at 15»18 cents,
B Coffee at 20a21 cent;; Crashed Sugar at 23a25
cents and Pov. dered at 23a25 cent*.
Molasses.—There is a good supply on the
market, and we quote New York at 60 a 90
cents per gallon by the barrel.
Lime.—The stock is ample, and daring the
week several hundred barrels have been receiv
ed from Augusta. The enquiry is very limited,
and we quote Northern at $4 per bbl.
Hay.—The sales are in small lots. The
last sales from the wharf were at $1.30 a$1.40
per hundred.
Leather.—This article continues in good
demand. We quote Hemlock tanned sole
leather at 40 cents per lb.
Tobacco.—There is a large stock on sale.
Smoking tobacco is selling at 224 .per lb ; fine
brands at 72c a 75c; medium at 42c; Navy
tobacco scarce and in demand at 75 a 97c.
Segaks.—There has been a good demand
for this article. The lower grades are scarce.
We quote Perfection at $20; Eagle and El
Sol at $25 : Santiago and Concha at $35; Es-
panola at $65; Anderson’s fine cut Amulet
and Honey Dew at $7.50 per gross; Ande-
son’s Solace at 11.50 a $12 per gross; Honey
Dew at $12 per gross; Scotch Snuff in packs
at $1 per lb; Do. in bottles at 60c; Lorilard’s
Snuff in jars at $1,15 per lb.
Beeswax.—We quote.this article at 35 a 40c
per lb. —
Wool.—The receipts are very light. We
quote unwashed fleece in bales at 34c. Some
3000 ibs, have been received daring the week.
Hides.—The receipts continue very light.
We quote from’8 to 9 cts per lb for dry hides.
Very few green hides are received.
Coffee.—We hear of no particular change
in tbis article. We quote new crop Rio at 34c;
St. Domingo at 32c; Java in mats, at 38 a 42
cents.
Candles.—The market is well supplied with
this article, but tbe demand has been limited.
We quote Adamantine at 36 a 40 cts by the box
And Parafine at 45 a 50 cts.
Rope.— Considerable business is done in
this article, and the demand continues good.
We quote Richardson’s Hemp Leaf at 17 1-2
a 18 cents; extremes from 17 to 20 cts.
Bagging.—The demand for this article contin
ues good, with fair sales during the week. A
large quantity has been forwarded to the interior.
We hear of Gunny being sold at 27.1-2 cents. We
quote from 27 a 30 cts., and Sea Island at 25 a 30
cents.
Twine.—We quote good Kentucky at 20 a 30
cents per lb.
Tea.—We quote Imperial Green at $1 50 a 1 75,
by the box, and by retail at $2 25 a 2 50; English
llreaklast at 41 50 a 1 75; Oolong at $125 a 1 So,
LriiBKR-—In consequence of the scarcity of this
article, but little has been 5oue in it during the
week. The demand is good. We quote White Pine
Boards, dressed, at 840 a 55 per M; Rough do. at
440 a 45; Spruce Pine Scantling at $33 a 35 per
M.
Shingles.—The supply coutiuues very limited
We quote from $9 to 10 per M,
Nails.—The market is fairly supplied with
Nails, and we quote at 5}^ a 6}£ cents per lb.
Exchange.—We quote Exchange at time on
Northern cities at 1 per ct. discount and interest,
On New York 1-2 a 1 per ct. premium. There
is very little change in Gold. Buyers give 42 to
44 per cent., and seli at 46 a 46.1-2. Some sales
have been made at 50 cents. The demand lor un-
current money is very moderate.
Freights.—Freights have undergone no change
during the week. The demand is good. We
quote Cotton to New York, in steamships, at 3-4c.
per pound, and $1 50 per bale lor Domestics.
Sailing vessels take Cotton at 5-8 cts. to New
York, and 1 50 for Domestics.
Items by Mail.
Filling the Public Pubse-—There continues
ti be a healthy influx of gold into the Sab-Trea
sury from the Government sales of captured and
abandoned property. Mr. Draper yesterday paid
in no less than $1,300,000 in coin certificates,
being the bulk of the proceeds of the sale of cot
ton on the 26th ult. Thus far the cotton agent
here has realized and paid into the Treasury of
the United States $5,500,000 in gold, while the
cotton on hand to be sold for specie will swell
the sum to at least $1,000,009 more. Tbis is
equal to more than $9,000,000 of greenbacks,
which amount will be increased to over $10,000,-
000 by the proceeds of the rosin, turpentine, cot
ton and iron recently sold for ourroncy. This is
filling the publio parse to some purpose, Mr. Bra
per.—-V, Y. Tribune.
On Tuesday, Jeff. Davis and Clem Clay were
led out to walk on the ramparts at Fortress Mon-
i oe, at a simultaneous hour. They therefore met,
bnt were not allowed to talk, though they shook
hands in passing.
Internal Revenue.—The receipts from internal
revenue for the month of July, up to Saturday
night, amounted to $20,000,000. It is estimated
that the receipts from this source for the next
three months will be about $1,000,000 a day; The
annual income tax which fell due on the 1st of
July is now coming in, and will swell the receipts
per day to that figure until November next.

Unpaid Letters.—The number of letters now
received at the Dead Letter office in Washington
averages fourteen thousand a day. Letter writers
shonld remember that prepayment is imperative
under the amended postal law passed by the last
Congress.
Council op Indian Tkidp.s.—The largest coun
cil of the Indian tribes ever held will assemble at
Fort Gibson about the first of September, to
settle upon their future relations with the govern
ment. Thirty tribes will be represented.
Governor Stone has presented to Page county
Iowa, the banner to which it is entitled, for con
tributing more money and supplies, according to
population, to the needy families of soldiers, than
an)' other couuty in the State.
David Dudley Field, Esq., ofN. Y., has given
$25,000 to Williams Cellege (Mass.) Mr. Field
explained thatffie gave it as a memorial of his
grandson, just dead, to whom he was much at
tached.
There is a family in Detroit of quite unusual
composition. The father and motbor have each
been married three times, and have had children
by each marriage, and are now living happily
together under one roof—six set of children.
The colored people of Michigan recently held a
State Convention. Tho subjects under discus
sion were the elective iranchise and ooinmon
school education. They appointed five delegates
to the Convention to be held at Philadelphia Sep
tember 19.
The semi-Secessionists have arranged for a
Mass Convention and barbacue to be held in Cal
laway Co., Mo., to-day, to bury the war hatchet
torever, and promote harmony among the people.
Gov. Fletcher has been invited to be present
