Sir, As bv the remonflrance and petition which I have, among others, fign *d ; the fenate are rcquefted to reconfider their re flations refpefting you, fo I take the liberty of advifmg you, to reconfider Rofs's bill, which in your judgment appears to be fraught with ftich confequences. lam convinced upon a fecond revifal of that bill, you will fee it in a more fa vourable 4ght s and think with me, that it may produce very falutary effefts upon the peace and future happinefs ot thete dates. 1 am lure this cannot fail to be your opinion, when you h?vc reflefted upon the poflibility, nay, very great proba bility, of two president's being defied. One under the confu tation, which exprcfsly fays, that tad ** perfon having the greateft number of votes that lhaU be the prefident, if fuch number Be a majority number of cleflors of the whole appoint ed.” The clofe of this ele6lion of the comlitutional prefident takes place in January, imme diately after the prefident of the fenate, in the prefence of the fe nate and heufe of reprefenta tives, has opened all the certifi cates and counted the votes; and yet, agieeable to the new lav, another perfon may be ap pointed by the conclave on the frrfi of March following. So, as 1 faid before, there is a great probability of the United States having two prefidents at the fame time. Now, if you will but confidcr what an effedl this mull have on the peace and hap pinds of the United States, you ttHifl be forced to declare that Ue plan is a chef-d'oeuvre in politics, and that Rofs is as much dderving of credit, in this manoeuvre, as that arch-conjuror Buonaparte, who touches a con fiitution with his wand, crying Preflo, to be gone,*' and in- it difappears. Another advantage arifing from this plan would be, that it womd eafe the labors of a prefi dent, which from the accumu lation of offices in the interior and of treaties with foreign powers feem to be too much ; nay, enough to turn a head of more than ordinary capacity ; but in the event of having two prefiden f s they might divide their labors; taking the duty either by rotation, cr by making an eaflcrn and a foufhern de partment. The Yankees would be pleafcd with {ohn Adams, and the Fcnnfylvanians, Virgi nians, See. would he contented with Thomas [cjTcrfon. See what an excellent invention to put an end to party difputcs. The reigns of [ohn and Thomas would be remembered with as much plcafurc as that of the two Antonines who governed the Roman world fo long with the fame invariable fpirit of wifdom and virtue. You may perhaps objeft, that they would differ about the divifion of the falary, each cla ming the whole as his, exdufivc right; but, this (on a fecond reflection) mufl appear a very trifling objeftion, and the houfe of repmfentatives would with as much cafe fett’e that difpute as they vote a fum for the furniture of his excellency. What is 25,000 dollars additio nal to unite contending faftions and make democrats lovers of order and good (flrong govern ment ? If tones giumblcd they might be punifhed by Thomas, and if republicans winched they would be curbed by John. Herein is true wifdom and the genuine art of governing.
