for which there has been no
foundation, and to which we

The American agents at Pa
ris has announced to the confuls
of the United States that the
Bey of Tripoli had, on the 3d
January, declared war againll

The Gazette of this evening
will contain the appointment of
the new treafury board, and other
officers. Mr. Pitt yefterday
took his feat in the houfe of
commons behind the treafury
bench.

A gentleman in London, hy the

this city , in the following man
ner : '
“ The report refpeding the
change in the miniffry, is as
follows :—That the Duke of
York and Mr. Pitt have had,
firff, a difpute, and then a vio
lent quarrel, in the courfe of
which, it is laid, the Duke
charged Mr. Pitt with not only
haying ruined the country, but
that he would bring his father,
(the King) and family into ruin
along with him ; that Mr. Pitt,
in his turn, charged the Duke
with being a coward, and the
. caule of the failure of the late
expedition to Holland. Upon
this, it is faid, the Duke drew
his fword, and would have run
Mr. Pitt through, had not the
Prince of Wales, who w r as pre
fent, haftily ffepped in and pre
vented it. T his is the report;
therefore I give it to you as re
port only. This is laid to have
happened three or four days
previous to the rumour of Mr.
Pitt’s refignation ; after which
a cabinet council was held, in
v. hick Mr. Piet was out-voted
by one, and then he refigned.
The dilputc above-menti
oned between the Duke of York
and Mr. Pitt is faid to have arifen
from this circumffance. The
Duke of York was for fending
the fupplementary militia out
. of the kingdom, and for order
ing out the volunteer corps to
h£ embodied and to do duty in
their (lead. Mr. Pitt was deci
dedly againff the meafure, being
contrary to the faith and affu
tances of government when they

further, that it would moft affu
tedly caufe an infurredlion of
|he people. This produced
high words, from whence the
Quarrel arofe, and the violence
that followed.”

a policy from which general

my. But now we find that our
flag is outrageoufly cfifgraced,
that new tribute is infolently de
manded, that their injuftice is
as capricious as it is extravagant,
that our commerce is infccure
and our citizens expofed to (la
very upon every frefh wifli of
avarice, of new whim of aim off
unbounded infolence. Where
will this feene of extortion and
arrogance on one fide and fub
miffion and humiliation on the
other ceafe ? It is cafy to fee
that it will continue and
until thefe villains feel our pow
er, arc impreffed with fomc ref
pe<sl for our ffrength, and per
ceive that if they exceed a cer
tain limit in their demands, they
fhall find not tribute but chaftife
ment.
When wc firff ageed to make
them frefents , we were without
a (hip of war ; we have now' a
naval force competent to wipe
away the ignominy which lies
upon us, to reprefs their info
lence, to prevent our commerce
becoming their prey, and at
leaff induce them to keep w'ithin
feme bounds in their villainy.
NORFOLK, May 2.
LATE f-rom EUROPE.
The fliip Woodrop, Simms,
arrived here yefterday from Ro
chelle, failed cn the 28th of
March, and the fame evening
was boarded by an Englifh cut
ter, tender to the Doris frigate ;
at 4 o’clock next day was board
ed by the Doris, who informed
that they were waiting for the
remainder of the French fleet
from Ereft and L’Orient, that
were to afftmblc at Rochefort,
as was fuppofed, on feme fecret
expedition. There had arrived
at Rochefort, 10 days before
their departure, an 84, a 74,
and 2 frigates, from Ereft and
L’Orient, and were in daily ex
pedition cf many more, as the
fleet was intended to confill of
45 fail, meft of which were to
be line of battle fhips. Cn the
22d of March all the private
copper-bottomed fhips and brigs
in France were put in requifi
tion, for the purpofe of making
tranfports of them, for the in
tended expedition againff Por
tugal. Eighteen thoufand men
were afiembled in the neighbor
hood of Eourdeaux, and were
to be increased to 30,000, to go
from that place againff Portugal.
The Portuguefe ambaffador paf
fed thro’ Bourdcaux cn the id
March, cn his way to Paris ;
and cn the 7th March a general
embargo through Spa n was laid
cn all Portuguefe veffels. 1 he
Queen ct Spain died cn the i6th
Fcbinary. Provifions in France
